Community Oriented Policing Services (COPS): Background and Funding

This report discusses the Community Oriented Policing Services (COPS) program, which was created by Title I of the Violent Crime Control and Law Enforcement Act of 1994 (P.L. 103-322). The mission of the COPS program is to advance community policing in all jurisdictions across the United States. Legislation introduced in the 111th Congress would reauthorize the COPS program through FY2014 and reestablish COPS as a multi-grant program. This report provides an overview and analysis of issues Congress might choose to consider when taking up legislation to reauthorize the COPS program.

A letter report issued by the Government Accountability Office with an abstract that begins "This report presents our opinion on the financial statements of the Congressional Award Foundation (the Foundation) for the fiscal years ended September 30, 2009, and 2008. The financial statements are the responsibility of the Foundation. This report also presents the results of our consideration of the Foundation's related internal control. We identified a material internal control weakness in the Foundation's financial reporting process that resulted in material misstatements in the draft financial statements that management did not detect during the financial statement preparation and review process for fiscal year 2009. As described in our report, we identified errors during our audit and brought them to management's attention. In response, management made material adjustments (corrections) that are reflected in the accompanying financial statements. In addition, this report presents the results of our tests of the Foundation's compliance during fiscal year 2009 with selected provisions of laws and regulations. We conducted our audit pursuant to section 107 of the Congressional Award Act, as amended (2 U.S.C. 807), and in accordance with U.S. generally accepted government auditing standards."

Small Employer Health Tax Credit: Factors Contributing to Low Use and Complexity

A letter report issued by the Government Accountability Office with an abstract that begins "Fewer small employers claimed the Small Employer Health Insurance Tax Credit in tax year 2010 than were estimated to be eligible. While 170,300 small employers claimed it, estimates of the eligible pool by government agencies and small business advocacy groups ranged from 1.4 million to 4 million. The cost of credits claimed was $468 million. Most claims were limited to partial rather than full percentage credits (35 percent for small businesses) because of the average wage or full-time equivalent (FTE) requirements. 28,100 employers claimed the full credit percentage. In addition, 30 percent of claims had the base premium limited by the state premium average."

A letter report issued by the Government Accountability Office with an abstract that begins "The Air Force's maintenance depots provide critical support to ongoing operations around the world. Previously, the Department of Defense's (DOD) increased reliance on the private sector for depot maintenance support, coupled with downsizing, led to a general deterioration in the capabilities, reliability, and cost-effectiveness of the military services' depots. In March 2007, the Office of the Under Secretary of Defense for Acquisition, Technology and Logistics (OUSD (AT&L)) directed each service to submit a depot maintenance strategic plan and provided direction for the content of those plans. The Air Force issued two documents in response to this direction--a Strategy and a Master Plan. GAO used qualitative content analyses to determine the extent to which the Air Force's collective plan addresses (1) key elements of a results-oriented management framework and (2) OUSD's (AT&L) direction for the plan's content."

Defense Infrastructure: Communities Need Additional Guidance and Information to Improve Their Ability to Adjust to DOD Installation Closure or Growth

A letter report issued by the Government Accountability Office with an abstract that begins "The 21 communities surrounding the 23 Department of Defense (DOD) installations closed in the 2005 Base Realignment and Closure (BRAC) round have used strategies such as forming a local redevelopment authority and seeking federal grants to deal with the closures. Some economic data for these communities are comparable to national averages, with some variation. For instance, GAO found that 52 percent (11 of 21) of communities had unemployment rates lower than the national average of 8.9 percent, although the rates ranged from a low of 6.1 percent to a high of 16.8 percent. Sixty-two percent (13 of 21) of the closure communities had real per capita income growth rates higher than the national average of 0.14 percent for the period from 2006 through 2011. Since 2005, 23 other installations have experienced population increases that have resulted in net growth of about 191,000 military and civilian personnel (a 36 percent increase), and their corresponding communities have used several strategies to accommodate this growth, including forming a regional working group composed of representatives from affected jurisdictions."

A task was undertaken to determine primarily the permeation behavior of various glove compounds from four manufacturers. As part of the basic characterization task, the opportunity to obtain additional mechanical and thermal properties presented itself. Consequently, a total of fifteen gloves were characterized for permeation, Thermogravimetric Analysis, Puncture Resistance, Tensile Properties and Dynamic Mechanical Analysis. Detailed reports were written for each characterization technique used. This report contains the summary of the results.

High Power UV LED Industrial Curing Systems

UV curing is a green technology that is largely underutilized because UV radiation sources like Hg Lamps are unreliable and difficult to use. High Power UV LEDs are now efficient enough to replace Hg Lamps, and offer significantly improved performance relative to Hg Lamps. In this study, a modular, scalable high power UV LED curing system was designed and tested, performing well in industrial coating evaluations. In order to achieve mechanical form factors similar to commercial Hg Lamp systems, a new patent pending design was employed enabling high irradiance at long working distances. While high power UV LEDs are currently only available at longer UVA wavelengths, rapid progress on UVC LEDs and the development of new formulations designed specifically for use with UV LED sources will converge to drive more rapid adoption of UV curing technology. An assessment of the environmental impact of replacing Hg Lamp systems with UV LED systems was performed. Since UV curing is used in only a small portion of the industrial printing, painting and coating markets, the ease of use of UV LED systems should increase the use of UV curing technology. HFC Concrete: A Low-Energy, Carbon-Dioxide-­Negative Solution for reducing Industrial Greenhouse Gas Emissions

Solidia/CCSM received funding for further research and development of its Low Temperature Solidification Process (LTS), which is used to create hydrate-free concrete (HFC). LTS/HFC is a technology/materials platform that offers wide applicability in the built infrastructure. Most importantly, it provides a means of making concrete without Portland cement. Cement and concrete production is a major consumer of energy and source of industrial greenhouse gas (GHG) emissions. The primary goal of this project was to develop and commercialize a novel material, HFC, which by replacing traditional concrete and cement, reduces both energy use and GHG emissions in the built infrastructure. Traditional concrete uses Portland Cement (PC) as a binder. PC production involves calcination of limestone at {approx}1450 C, which releases significant amounts of CO{sub 2} gas to the atmosphere and consumes a large amount of energy due to the high temperature required. In contrast, HFC is a carbonate-based hydrate-free concrete (HFC) that consumes CO{sub 2} gas in its production. HFC is made by reaction of silicate minerals with CO{sub 2} at temperatures below 100 C, more than an order-of-magnitude below the temperature required to make PC. REVISED GUIDELINES FOR USING CELLULOSE DEGRADATION PRODUCT-IMPACTED KD VALUES FOR PERFORMANCE ASSESSMENTS AND COMPOSITE ANALYSES

Cellulosic materials include wood, paper, rags, and cardboard products. These materials are co-disposed with radiological waste at the Savannah River Site's (SRS) E-Area Low-Level Waste Facility (ELLWF). Cellulosic materials readily degrade in the environment to form cellulose degradation products (CDP) that will partition to the sediment or remain mobile in the groundwater. Savannah River National Lab (SRNL) has conducted studies to estimate the impact of CDP on radionuclide sorption to SRS sediments (Kd values). It was found that CDP impact on radionuclide sorption varies with radionuclide and CDP concentration. Furthermore, it was found that the amount of carbon (C) in the system could increase or decrease Kd values with respect to the base case of when no CDP was added. Throughout the expected pH range of the ELLWF, a low concentration of CDP in the system would increase Kd values (because C would sorb to the sediment and provide more exchange sites for radionuclides to sorb), whereas greater concentrations of CDP ({ge}20 mg/L C) would decrease Kd values (because C would remain in solution and complex the radionuclide and not permit the radionuclide to sorb to the sediment). Characterization of the role of Fhit in maintenance of genomic integrity following low dose radiation, in vivo and in vitro

The major goal of this study is to determine the effects of the Fhit pathway on low dose (< 0.1 Gy) ionizing radiation (IR)-induced genetic instability. Reduction of Fhit protein expression is observed in most solid tumors particularly in those tumors resulting from exposure to environmental carcinogens. Therefore, characterization of the role of the Fhit-dependent pathway in preventing low dose IR-induced genetic instability will provide useful parameters for evaluating the low dose IR-induced risk of mutagenesis and carcinogenesis. We pursued 3 specific aims to study our hypothesis that the Fhit-dependent pathways maintain genomic integrity through adjusting checkpoint response and repair genes expression following low dose IR. Aim 1: Determine whether Fhit interaction with RPA is necessary for Fhit to affect the cellular response to low dose IR. We combined the approaches of in vitro (GST pull-down and site-directed mutagenesis) and in vivo (observing the co-localization and immunoprecipitation of Fhit and RPA in Fhit knock out mouse cells transfected with mutant Fhit which has lost ability to interact with RPA in vitro). This report details the chemical and radionuclide contaminant results for the characterization of the 2013 First Quarter sampling of Tank 50 for the Saltstone Waste Acceptance Criteria (WAC). Information from this characterization will be used by Waste Solidification Engineering (WSE) to support the transfer of low-level aqueous waste from Tank 50 to the Salt Feed Tank in the Saltstone Facility in Z-Area, where the waste will be immobilized. This information is also used to update the Tank 50 Waste Characterization System. The following conclusions are drawn from the analytical results provided in this report: SRR WAC targets or limits were met for all analyzed chemical and radioactive contaminates unless noted in this section; {sup 59}Ni, {sup 94}Nb, {sup 247}Cm, {sup 249}Cf, and {sup 251}Cf are above the requested SRR target concentrations. However, they are below the detection limits established by SRNL; Norpar 13 and Isopar L have higher detection limits compared with the Saltstone WAC. The data provided in this report is based upon the concentrations in the sub-sample, and due to the limited solubility in aqueous solution, may not represent the concentrations of the analytes in Tank 50; and, The low insoluble solids content increases the measurement uncertainty for …

Quantitative Analysis of the Principal-Agent Problem in Commercial Buildings in the U.S.: Focus on Central Space Heating and Cooling

We investigate the existence of the principal-agent (PA) problem in non-government, non-mall commercial buildings in the U.S. in 2003. The analysis concentrates on space heating and cooling energy consumed by centrally installed equipment in order to verify whether a market failure caused by the PA problem might have prevented the installation of energy-efficient devices in non-owner-occupied buildings (efficiency problem) and/or the efficient operation of space-conditioning equipment in these buildings (usage problem). Commercial Buildings Energy Consumption Survey (CBECS) 2003 data for single-owner, single-tenant and multi-tenant occupied buildings were used for conducting this evaluation. These are the building subsets with the appropriate conditions for assessing both the efficiency and the usage problems. Together, these three building types represent 51.9percent of the total floor space of all buildings with space heating and 59.4percent of the total end-use energy consumption of such buildings; similarly, for space cooling, they represent 52.7percent of floor space and 51.6percent of energy consumption. Our statistical analysis shows that there is a usage PA problem. In space heating it applies only to buildings with a small floor area (&lt;_50,000 sq. ft.).
