D0 Silicon Upgrade: Thermal Conductivity Measurements of a Variety of Epoxies and Greases Used for CDF/D0 Silicon Detector Ladder Construction

The bulk thermal conductivity of several epoxy mixtures was measured with a setup at Lab D. Samples are prepared by using two aluminum cylinders of 3/4-inch diameter. The cylinders have holes drilled in them for insertion of temperature sensors (0.040-inch diameter thermistors), a heating element (standard resistor), and a tapped hole for heat sinking to a plate. The two cylinders are held together during gluing, and the thickness of the glue bead is controlled by using a shim of kapton tape, nominally 3.5 mils thickness per ply of tape. A resistor is glued into the hole using 5 minute epoxy. Care is taken to avoid shorting the leads to the aluminum cylinder. Once the sample is prepared, the sample is fixed to the heat sink using the tapped hole provided. Thermistors are carefully inserted into the four holes. Once set up, the data acquisition program is run for a half-hour prior to turning on the heater power. This is done to ensure that all temperatures stabilize, and this is checked when doing the analysis. DWPF MATERIALS EVALUATION SUMMARY REPORT

To better ensure the reliability of the Defense Waste Processing Facility (DWPF) remote canyon process equipment, a materials evaluation program was performed as part of the overall startup test program. Specific test programs included FA-04 ('Process Vessels Erosion/Corrosion Studies') and FA-05 (melter inspection). At the conclusion of field testing, Test Results Reports were issued to cover the various test phases. While these reports completed the startup test requirements, DWPF-Engineering agreed to compile a more detailed report which would include essentially all of the materials testing programs performed at DWPF. The scope of the materials evaouation programs included selected equipment from the Salt Process Cell (SPC), Chemical Process Cell (CPC), Melt Cell, Canister Decon Cell (CDC), and supporting facilities. The program consisted of performing pre-service baseline inspections (work completed in 1992) and follow-up inspections after completion of the DWPF cold chemical runs. Process equipment inspected included: process vessels, pumps, agitators, coils, jumpers, and melter top head components. Various NDE (non-destructive examination) techniques were used during the inspection program, including: ultrasonic testing (UT), visual (direct or video probe), radiography, penetrant testing (PT), and dimensional analyses. Maintenance and operations contractor plan for transition to the project Hanford management contract (PHMC)

This plan has been developed by Westinghouse Hanford Company (WHC), and its subcontractors ICF Kaiser Hanford (ICF KH) and BCS Richland, Inc. (BCSR), at the direction of the US Department of Energy (DOE), Richland Operations Office (RL). WHC and its subcontractors are hereafter referred to as the Maintenance and Operations (M and O) Contractor. The plan identifies actions involving the M and O Contractor that are critical to (1) prepare for a smooth transition to the Project Hanford Management Contractor (PHMC), and (2) support and assist the PHMC and RL in achieving transition as planned, with no or minimal impact to ongoing baseline activities. The plan is structured around two primary phases. The first is the pre-award phase, which started in mid-February 1996 and is currently scheduled to be completed on June 1, 1996, at which time the contract is currently planned to be awarded. The second is the follow-on four-month post-award phase from June 1, 1996, until October 1, 1996. Considering the magnitude and complexity of the scope of work being transitioned, completion in four months will require significant effort by all parties. Supernova-Relevant Hydrodynamic Instability Experiment on the Nova Laser

Supernova 1987A focused attention on the critical role of hydrodynamic instabilities in the evolution of supernovae. On quite a separate front, the detrimental effect of hydrodynamic instabilities in inertial confinement fusion (ICF) has long been known. Tools from both areas are being tested on a common project. At Lawrence Livermore National Laboratory (LLNL), the Nova Laser is being used in scaled laboratory experiments of hydrodynamic mixing under supernova-relevant conditions. Numerical simulations of the experiments are being done, using hydrodynamics codes at the Laboratory, and astrophysical codes successfully used to model the hydrodynamics of supernovae. A two-layer package composed of Cu and CH{sub 2} with a single mode sinusoidal 1D perturbation at the interface, shocked by indirect laser drive from the Cu side of the package, produced significant Rayleigh-Taylor (RT) growth in the nonlinear regime. The scale and gross structure of the growth was successfully modeled, by mapping an early-time simulation done with 1D HYADES, a radiation transport code, into 2D CALE, a LLNL hydrodynamics code. The HYADES result was also mapped in 2D into the supernova code PROMETHEUS, which was also able to reproduce the scale and gross structure of the growth.

Kinetics of mn-based sorbents for hot gas desulfurization: Task 2 - exploratory experimental studies. Quarterly report, March 15, 1996--June 15, 1996

The objective of this project is to develop a pellet formulation which is capable of achieving low sulfur partial pressures and a high capacity for sulfur, loaded from a hot fuel gas and which is readily regenerable. Furthermore the pellet must be strong for potential use in a fluidized bed and regenerable over many cycles of loading and regeneration. Regeneration should be in air or oxygen-depleted air to produce a high-concentration sulfur dioxide. Fixed-bed tests were conducted with several formulations of manganese sesquioxide and titania, and alumina They were subject to a simplified fuel gas of the oxygen-blown Shell type spiked with a 30,000ppmv concentration of H{sub 2}S. Pellet crush strengths for 4 and 2mm diameter pellets was typically 12 lbs per pellet and 4 lbs per pellet, respectively. For the most favorable of the formulations tested and under the criteria of break-through at less than 100ppmv H2S and loading temperatures of 500{degrees}C and an empty-bed space velocity of 4,000 per hour, breakthrough occurred an effective loading of sulfur of 27 to 29% over 5 loading and regeneration cycles. At 90% of this saturation condition, the observed level of H{sub 2}S was below 10ppmv. For regeneration, a temperature of 900{degrees}C …

The U.S. Department of Agriculture: Appropriations for FY1997

The FY1997 agriculture appropriations act (P.L. 104-180) was signed into law on August 6, 1996. P.L. 104-180 provides $52.84 billion in FY1997 budget authority for the U.S. Department of Agriculture and related agencies, an amount which is $5.60 billion below the Administration's FY1997 request and $10.25 billion below the FY1996 enacted level. Much of the reduction in funding from FY1996 levels is attributable to an $8.9 billion reduction in the reimbursement for net realized losses of the Commodity Credit Corporation, which is the funding mechanism for USDA's commodity programs. The act also requires recipients of the new farm bill-authorized market transition payments to use eligible land for farm production, or place it in a conserving use.

In 1992, the Nation spent $522 billion for energy ($1996 constant), while energy efficiency and conservation measures were saving the economy about $275 billion per year. Energy is conserved when technical means are employed to improve efficiency or to reduce energy waste. In 1996 constant dollars, conservation research and development (R&D) funding declined from $698 million in FY1979 to $198 million in FY1988 and then climbed to $486 million in FY1994, 31% below the FY1979 peak.

For a preliminary safety evaluation of the Cold Vacuum Drying System, calculations for the flammable gas ignition scenario are provided. Hydrogen buildup from uranium corrosion in the MCO followed by inadvertent injection of oxygen and the presence of an ignition source leads to hydrogen deflagration that over pressurizes and releases radioactive particulate matter to the environment. The adiabatic flame temperature, MCO pressure and source term are calculated.

The DeLorme XMp program requires Microsoft Windows and a CDROM reader. Thermodynamic data base needs for modeling studies of the Yucca Mountain project

This document is the first in a series of documents outlining the thermodynamic data needs for performing geochemical modeling calculations in support of various waste package performance assessment activities for the Yucca Mountain Project. The documents are intended to identify and justify the critical thermodynamic data needs for the data base to be used with the models. The Thermodynamic Data Determinations task supplies data needed to resolve performance or design issues and the development of the data base will remain an iterative process as needs change or data improve. For example, data are needed to predict: (1) major ion groundwater chemistry and its evolution, (2) mineral stabilities and evolution, (3) engineered barrier near-field transport and retardation properties, (4) changes in geochemical conditions and processes, (5) solubilities, speciation and transport of waste radionuclides and (6) the dissolution of corrosion of construction and canister materials and the effect on groundwater chemistry and radionuclide solubilities and transport. The system is complex and interactive, and data need to be supplied in order to model the changes and their effect on other components of the system, e.g., temperature, pH and redox conditions (Eh). Exploratory research on novel coal liquefaction concept. Progress report, April 1, 1996--June 30, 1996

Activities this quarter were conducted under Tasks 2, 3, and 5. Task 2 work concentrated on evaluating the effects of low-severity, first-stage reaction conditions on coal conversions of lignite, subbituminous, and bituminous coals. The impact of artificially weathering bituminous coal was investigated. Large quantities of first-stage product were made using the one-liter reactor for subsequent filtration and catalytic upgrading tests. Test conditions and coal conversions for all microautoclave and one-liter tests made this quarter are presented. Filtration tests examined lignite, subbituminous, and bituminous coal products. The effects on resid conversion of second-stage reaction conditions and catalyst recycle were studied. Task 3 work included the successful transfer of first-stage reactor products to a receiver and the design of an interstage filter. Task 5 work included an ongoing review of the technical and patent literature and expansion of the annotated bibliography. Mass and elemental balances were obtained for selected tests.

The program included: physical inspection of all spare parts inventories within the plant; screening of installed B Plant/WESF (Waste Encapsulation and Storage Facility) systems for applications where the use and subsequent potential failure of suspect/counterfeit parts could have critical consequences; and a physical inspection based upon this screening.

An evaluation of functions and requirements associated with sorting fuel from the Hanford K Basins is presented to support design issue resolution decisions for achieving interim fuel storage. Potential requirements are recommended for implementation in design activities. The recommendations are provided as input to a management decision process where decisions are finalized and the sorting issue is closed.
