CSER 94-013: Classification and access to PFP 232-Z Incinerator Facility and limits on characterization and disassembly activities in 232-Z burning hood

This CSER justifies the Limited Control Facility designation for the closed Burning Hood in the PFP 232-Z Incinerator Facility. If the Burning Hood is opened to characterize the plutonium distribution and geometric integrity of the internals or for disassembly of the internals, then the more rigorous Fissionable Material Facility classification is required. Two sets of requirements apply for personnel access, criticality firefighting category for water use, and fissile material movement for the two states of the Burning Hood. The parameters used in the criticality analysis are listed to establish the limits under which this CSER is valid. Determination that the Burning Hood fissile material, moderation, or internal arrangements are outside these limits requires reevaluation of these parameter values and activities at the 232-Z Incinerator Facility. When the Burning Hood is open, water entry is to be prevented by two physical barriers for each water source.

The first high level waste glass to be generated at SRS will incorporate sludge from Tank 51. This sludge has been characterized by Bibler et al., who measured and estimated the radioisotope composition of the glass that might be derived from this sludge. In this report this characterization is used to determine which isotopes must be quantified to meet the legal criteria for repository placement.

105-DR Large Sodium Fire Facility decontamination, sampling, and analysis plan

This is the decontamination, sampling, and analysis plan for the closure activities at the 105-DR Large Sodium Fire Facility at Hanford Reservation. This document supports the 105-DR Large Sodium Fire Facility Closure Plan, DOE-RL-90-25. The 105-DR LSFF, which operated from about 1972 to 1986, was a research laboratory that occupied the former ventilation supply room on the southwest side of the 105-DR Reactor facility in the 100-D Area of the Hanford Site. The LSFF was established to investigate fire fighting and safety associated with alkali metal fires in the liquid metal fast breeder reactor facilities. The decontamination, sampling, and analysis plan identifies the decontamination procedures, sampling locations, any special handling requirements, quality control samples, required chemical analysis, and data validation needed to meet the requirements of the 105-DR Large Sodium Fire Facility Closure Plan in compliance with the Resource Conservation and Recovery Act.

The Kelastic variable wall mining machine. Interim final report

This machine cuts coal along a longwall face extending up to 500 feet by a rotating auger with bits. The machine also transports the coal that is cut acting as screw conveyor. By virtue of an integral shroud comprising part of the conveyor the machine is also amenable to a separation of the zones where men work from air being contaminated by dust and methane gas by the cutting action. Beginning as single intake air courses, the air separates at the working section where one split provides fresh air to the Occupied Zone (OZ) for human needs and the other split purges and carries away dust and methane from face fragmentation in the Cutting Zone (CZ). The attractiveness of the Variable Wall Mining Machine is that it addresses the limitations of current longwall mining equipment: it can consistently out-produce continuous mining machines and most longwall shearing machines. It also is amenable to configuring an environment, the dual-duct system, where the air for human breathing is separated from dust-laden ventilating air with methane mixtures. Development and determination of a single-shell tank interim stabilization pumping strategy

This activity plan addresses the technique and steps involved in simulating a riser installation in the dome of a single-shell waste storage tank by the used of a rotary drill rig. This simulation will provide information to avoid potential inadequacies in planning and field efforts in a nonradiological environment. Personnel can be trained in a nonradiological environmental while perfecting techniques for drilling and installing risers. It is essential that field equipment and installation procedures be perfected before the installation of risers in SSTs occurs. Time spent installing the actual risers in the SSTs will be minimized, aiding in safety of personnel and conformance to ALARA principles.

The purpose of this report is to provide the basis for answers to an Unreviewed Safety Question (USQ) safety evaluation for the gas and liquid sampling activities associated with the fuel characterization program at the 100 K West (KW) fuel storage basin. The scope of this safety evaluation is limited to the movement of canisters between the main storage basin, weasel pit, and south loadout pit transfer channel (also known as the decapping station); gas and liquid sampling of fuel canisters in the weasel pit; mobile laboratory preliminary sample analysis in or near the 105 KW basin building; and the placement of sample containers in an approved shipping container. It was concluded that the activities and potential accident consequences associated with the gas and liquid sampling of 100 KW fuel canisters are bounded by the current safety basis documents and do not constitute an Unreviewed Safety Question.

The purpose of this report is to provide the basis for answers to an Unreviewed Safety Question (USQ) safety evaluation of the 105K East (KE) and 105K West (KW) in-basin activities associated with the fuel characterization program as described in the characterization shipping plan. The significant activities that are common to both 105 KE and 105 KW basins are the movement of canisters from their main basin storage locations (or potentially from the 105 KE Tech View Pit if a dump table is available) to the south loadout pit transfer channel, hydrogen generation testing in the single element fuel container, loading the single element fuel container into the shipping cask, loading of the shipping cask onto a flat-bed trailer, return of the test fuel elements or element pieces from the 327 facility, placement of the fuel elements back into Mark 2 canisters, and placement of the canisters in the main storage basin. Decapping of canisters in the south loadout pit transfer channel and re-encapsulation of canisters are activities specific to the 105 KW basin. Sealed canister liquid sampling for fuel characterization shipments

N-Reactor spent fuel elements will be removed from the sealed fuel storage canisters in the KW Basin and shipped to the 300 Area hot cells for characterization studies. Some of the canisters contain broken fuel elements exposing metallic uranium to the canister water. The exposed uranium surfaces have reacted with the water releasing fission product nuclides to the canister water. The extent of this release is unknown, but large radionuclide inventories could cause significant releases to the basin water. To avoid this, a method is needed to evaluate the magnitude of the canister water radioactivity to help make decisions about which canisters should not be opened for fuel sampling. The objective of this document is to provide a conceptual description of the process for obtaining and evaluating gas and liquid samples from KW fuel canisters in support of fuel characterization shipments. Also described are the decisions regarding the acceptability of a sample, the actions to be taken to obtain an acceptable sample, and the logical leading to decisions about opening canisters for fuel characterization sampling. This engineering note documents the design of the heat exchanger support brackets. The heat exchanger is roughly 40 feet long, 22 inches in diameter and weighs 6750 pounds. It will be mounted on two identical support brackets that are anchored to a concrete wall. The design calculations were done for one bracket supporting the full weight of the heat exchanger, rounded up to 6800 pounds. The design follows the American Institute of Steel Construction (AISC) Manual of steel construction, Eighth edition. All calculated stresses and loads on welds were below allowables.

This report summarizes the sampling activities undertaken and the analytical results obtained in a soil sampling and analyses study performed for the 218 E-8 Borrow Pit Demolition Site (218 E-8 Demolition Site). The 218 E-8 Demolition Site is identified as a Resource Conservation and Recovery Act (RCRA) treatment unit that will be closed in accordance with the applicable laws and regulations. The site was used for the thermal treatment of discarded explosive chemical products. No constituents of concern were found in concentrations indicating contamination of the soil by 218 E-8 Demolition Site activities.

Acoustic Thermometry of Ocean Climate: Marine Mammal Issues

After global warming became a concern in the mid-1950s, researchers proposed measuring deep ocean temperatures to reveal any significant trends in core ocean warming. Acoustic thermometry can detect changes in ocean temperature by receiving low-frequency sounds transmitted across an ocean basin because the speed of sound is proportional to water temperature. Acoustic Thermometry of Ocean Climate, or ATOC, is an international program involving 11 institutions in seven nations. It is designed as a 30-month "proof-of-concept" project to provide data on possible global climate change, with funding provided by the U.S. Department of Defense. A debate has arisen over ATOC's impact on marine mammals versus the benefits of better global warming information derived from ATOC. This report dicusses the ATOC program and related concerns.

Japan's Response to U.S. Trade Pressures: End of an Era?

Over the past 30 years, U.S. trade negotiators have pressured Japan to open its market to foreign goods and services. These outside pressures, known as gaiatsu in Japan, have been based partly on economically coercive bargaining and partly on invitation. The coercive element, which has entailed threats of retaliatory market constriction should a satisfactory resolution of the market opening dispute not be forthcoming, generally has been a necessary ingredient in obtaining concessions from Japan. The invitational component, which has included requests for U.S. pressures from Japanese interests who favor reforms, generally has facilitated Japanese concessions and made the gaiatsu process unique.

The Rural Abandoned Mine Program - A Fact Sheet

The Rural Abandoned Mine Program (RAMP) was designed to restore agricultural land that has been disturbed by strip mining. The program is carried out by the Department of Agriculture's Natural Resources Conservation Service at a current cost of about $10 million per year--a modest share of total Federal abandoned surface mining reclamation efforts that currently exceed $110 million per year, and that has been higher in the past. Critics contend that the RAMP program is inefficient and duplicates other Federal and State reclamation activities. Proponents contend that the effort has been underfunded and thus unable to fulfill its goals and to realize potential efficiencies. With the efforts of the 104th Congress to cut Federal expenditures and programs, the RAMP program appears highly vulnerable to being cut or eliminated.

The Bureau of the Census estimated the U.S. resident population at nearly 262.0 million as of March 1, 1995, up 5.3% from 248.7 million in 1990, 15.6% from 226.5 million in 1980, and 73.1% from 151.3 million in 1950. The population has grown, on average, by slightly under 1.1% a year since 1990—faster than the world's developed countries overall (0.6%), but slower than the developing countries (1.9%,). Current projections indicate a possible U.S. population of 392.0 million by 2050—over 250% growth in a century and nearly a 50% increase from 1995.

Utah Wilderness Legislation in the 104th Congress

Legislation to designate wilderness areas on Federal lands administered by the Bureau of Land Management has been introduced in several recent Congresses. Bills in the 104th Congress include H.R. 1500, America's Red Rock Wilderness Act of 1995, and H.R. 1745 and S. 884, Utah Public Lands Management Act of 1995 (identical as introduced). H.R. 1500 would designate 5.7 million acres of wilderness, and reserve Federal water rights. H.R. 1745/S. 884 would designate 1.8 million acres of wilderness, release areas not designated as wilderness, deny Federal reserved water rights, and provide management directions, some of which are exceptions to the standards established in the Wilderness Act.

Design of simulation builder software to support the enterprise modeling and simulation task of the AMTEX program

This document describes the implementation of the Simulation Builder developed as part of the Enterprise Modeling and Simulation (EM&S) portion of the Demand Activated Manufacturing Architecture (DAMA) project. The Simulation Builder software allows users to develop simulation models using pre-defined modules from a library. The Simulation Builder provides the machinery to allow the modules to link together and communicate information during the simulation run. This report describes the basic capabilities and structure of the Simulation Builder to assist a user in reviewing and using the code. It also describes the basic steps to follow when developing modules to take advantage of the capabilities provided by the Simulation Builder. The Simulation Builder software is written in C++. The discussion in this report assumes a sound understanding of the C++ language. Although this report describes the steps to follow when using the Simulation Builder, it is not intended to be a tutorial for a user unfamiliar with C++.

The U.S. Department of Energy has provided support to four universities and the Oak Ridge National Laboratory in order to pursue research leading to the development and deployment of advanced robotic systems capable of performing tasks that generate significant occupational radiation exposure and/or whose execution times can be reduced if performed by an automated system. The goal was to develop advanced robotic systems capable of performing surveillance, maintenance, and repair tasks in nuclear facilities and other hazardous environments. The approach to achieving the program objective was a transition from teleoperation to the capability of autonomous operation within three successive generations of robotic systems. The robotic system will always have the capability to request human assistance. The development of general purpose robots to perform skilled labor tasks in restricted environments was shown to have extensive payback in areas of energy systems (nuclear and fossil units), chemical plants, fire fighting, space operations, underwater activities, defense, and other hazardous activities. The strategy that was used to achieve the program goals in an efficient and timely manner consisted in utilizing, and advancing where required, state-of-the-art robotics technology through close interaction between the universities and the manufacturers and operators of nuclear power plants. A fast bolometer was used for direct measurements of parallel electron energy flux in the edge of TEXT-U. The fluctuating component of the parallel electron energy flux, combined with a measurement of magnetic fluctuations, provides an upper limit to the perpendicular electron flux. This magnetically driven energy flux cannot account for the observed energy flux.
