The Bush Administration issued its plan for a national energy policy on May 16, 2001. The plan was controversial, characterized by some as leaner on conservation and renewables than Democratic proposals, and predisposed to trade off environmental considerations to increase supply. Comprehensive energy legislation was introduced in the Senate by both parties by late March (S. 388, S. 389, S. 596, S. 597). Bills reported by several House committees (H.R. 2436, H.R. 2460, H.R. 2511, and H.R. 2587) were combined in a single bill, H.R. 4, passed by the House, August 1, 2001. The House version of H.R. 4 would require a 5 billion gallon reduction in light-duty truck and SUV fuel consumption and would open the Arctic National Wildlife Refuge (ANWR) to leasing.

In October 2002, the United States confronted North Korea about its alleged clandestine uranium enrichment program. Soon after, the Agreed Framework collapsed, North Korea expelled international inspectors, and withdrew from the Nuclear Nonproliferation Treaty (NPT). U.S. intelligence officials claimed Pakistan was a key supplier of uranium enrichment technology to North Korea, and some media reports suggested that Pakistan had exchanged centrifuge enrichment technology for North Korean help in developing longer range missiles.

The Senate adopted ad hoc procedures in approving committee operating budgets. With the Senate divided 51-48-1 at the beginning of the 108th Congress, Senate Democrats argued for a proportional allocation of committee staff between the parties. On January 15, after a week-long delay in the appointment of Senate committees, a unanimous consent agreement was reached providing for the proportional allocation of staff and office space between the parties on each committee, with a separate provision for each committee chair to control up to 10% of the committee budget to employ administrative staff serving both parties.

The Kurdish-inhabited region of northern Iraq is relatively peaceful and prospering economically, but the Iraqi Kurds' political autonomy and political strength in post-Saddam Iraq is causing backlash in Arab Iraq, Turkey, and Iran. The Iraqi Kurds' ties to the United States and the U.S. drive to stabilize Iraq are increasingly less likely to help the Kurds to parry these challenges.

Improper ergonomic design of jobs is one of the leading causes of work-related illness, accounting for perhaps a third of employers’ costs under state workers’ compensation laws. Recent Department of Transportation (DOT) studies have found persistent traffic bottlenecks and inadequate access to freight transfer facilities. Twelve uranium-magnesium fuel material samples have been irradiated in the MTR at the request of the Pile metallurgy Unit. These samples were 0.40 inch in diameter by 1.5 inches long and were canned in Zircalloy-2 capsules. The uranium used in these specimens was in the form of chips which packs about 50 volume percent. Six of the samples contained a matrix of pure magnesium and the other six contained an alloy matrix of magnesium - 1.4 weight percent silicon. Two specimens of each matrix material were irradiated to 1000 MWD/T and a like number to 5000 MWD/T. Bend tests were performed on the samples and on unirradiated control samples to secure a measure of the effect of radiation exposure on the physical properties of the material.

Amorphous carbon films are used as protective coatings on magnetic media to protect the magnetic layer from wear and abrasion caused by the read/write head during hard disk drive start-up and operation. A key requirement in increasing the storage capacity and reliability of hard-disk drives is improving the performance of these coatings. This cooperative agreement used optical characterization techniques developed at LBNL to study thin-film hard disk media produced by Seagate Technology, major US hard drive manufacturer. The chief scientific goal was relating quantitatively the results of the optical characterization to the underlying chemical structure of the overcoat. In a collaboration with Seagate, LBNL, and Cambridge University, optical and electron-based characterization were used to evaluate the chemical structure of overcoats. The sp3 fraction of the sputtered amorphous carbon films was measured quantitatively for the first time and related to the optical spectroscopy results. This work and other selected aspects of the research performed under the agreement were presented at technical meetings and published in the open literature. The chief technical goal was designing manufacturing processes for the protective carbon overcoat for use in new generations of Seagate disk drives. Diagnostic systems for fluctuation measurements in plasmas have, of necessity, evolved from simple 1-D systems to multi-dimensional systems due to the complexity of the MHD and turbulence physics of plasmas illustrated by advanced numerical simulations. Using the recent significant advancements in millimeter wave imaging technology, Microwave Imaging Reflectometry (MIR) and Electron Cyclotron Emission Imaging (ECEI), simultaneously measuring density and temperature fluctuations, are developed for TEXTOR. The MIR system was installed on TEXTOR and the first experiment was performed in September, 2003. Subsequent MIR campaigns have yielded poloidally resolved spectra and assessments of poloidal velocity. The new 2-D ECE Imaging system (with a total of 128 channels), installed on TEXTOR in December, 2003, successfully captured a true 2-D images of Te fluctuations of m=1 oscillation (''sawteeth'') near the q {approx} 1 surface for the first time.
