Travel to the JRC Petten was for the purpose of discussing the HFR-B1 experiment and post irradiation activities. Technical assessment of the experiment strongly supports the concept of enhanced fission gas release at temperatures above 1100{degree}C, the extensive release of stored fission gas at water vapor levels postulated in accident scenarios, an increase in the steady-state fission gas release under hydrolyzing conditions, and an increase in gas release during thermal cycling. Schedules were established for completion of the work and issuance of reports by September 1990. At the KFA Juelich agreement was reached on the PIE activities for HFR-B1 and a schedule established. The final PIE report is due June 1991. Choices of accident condition tests in the PIE have yet to be made by the US participants. A proposal for the establishment of a new cooperative effort on model and code development was presented at the Institut fuer Nukleare Sicherheitsforschung of KFA. The proposal was considered premature; discussions dealing with general principles, basic aims, and organization were requested; particular concerns about free exchange of information, overlap with the existing safety subprogram, and exclusive cooperation with ORNL were raised. (Restriction of virus infection by plants: Annual report, 1986)

This research concerns the strong resistance, or even immunity, against a specific virus that is exhibited by one or a few lines of a plant species, in contrast to the general susceptibility of most lines of that species. The contrast between the reactions to virus inoculation of different lines of one species implies that a single gene or a very few genes may mediate the resistance or immunity. The prospects for isolating, studying and transferring such a gene should be good for a system with these characteristics. Seedlings of a line Arlington of the cowpea (Vigna unguiculata) fail to support the replication of cowpea mosaic virus strain SB (CPMV-SB). Genetic crosses of Arlington cowpea to the systemic host Blackeye 5 cowpea show that the immunity is inherited as a simple dominant gene. In contrast to the seedlings, the protoplasts of the Arlington cowpea support CPMV-SB replication, but only to a very low level compared to protoplasts of Blackeye 5 cowpeas. From evidence reported earlier we concluded that Arlington cowpea protoplasts restrict the production of CPMV-SB proteins. Developing Poultry Facility Type Information from USDA Agricultural Census Data for Use in Epidemiological and Economic Models

The epidemiological and economic modeling of poultry diseases requires knowing the size, location, and operational type of each poultry type operation within the US. At the present time, the only national database of poultry operations that is available to the general public is the USDA's 2002 Agricultural Census data, published by the National Agricultural Statistics Service, herein referred to as the 'NASS data'. The NASS data provides census data at the county level on poultry operations for various operation types (i.e., layers, broilers, turkeys, ducks, geese). However, the number of farms and sizes of farms for the various types are not independent since some facilities have more than one type of operation. Furthermore, some data on the number of birds represents the number sold, which does not represent the number of birds present at any given time. In addition, any data tabulated by NASS that could identify numbers of birds or other data reported by an individual respondent is suppressed by NASS and coded with a 'D'. To be useful for epidemiological and economic modeling, the NASS data must be converted into a unique set of facility types (farms having similar operational characteristics). These results are from the continuing Lattice Quantum Chromodynamics runs on BG/L. These results are from the Ferrenberg-Swendsen analysis [?] of the combined data from LLNL and NYBlue BG/L runs for 32{sup 3} x 8 runs with the p4rhmc v2.0 QMP-MPI.X (semi-optimized p4 code using qmp over mpi). The jobs include beta values ranging from 3.525 to 3.535 with an alternate analysis extending to 3.540. The NYBlue data sets are from 9k trajectories from Oct 2007, and the LLNL data are from two independent streams of {approx}5k each, taking from the July 2007 runs. The following outputs are produced by the fs-2+1-chiub.c program. All outputs have had checksums produced by addCks.pl and checked by the checkCks.pl perl script after scanning.

Planar Limit of Orientifold Field Theories and Emergent Center Symmetry

We consider orientifold field theories (i.e. SU(N) Yang-Mills theories with fermions in the two-index symmetric or antisymmetric representations) on R{sub 3} x S{sub 1} where the compact dimension can be either temporal or spatial. These theories are planar equivalent to supersymmetric Yang-Mills. The latter has Z{sub N} center symmetry. The famous Polyakov criterion establishing confinement-deconfinement phase transition as that from Z{sub N} symmetric to Z{sub N} broken phase applies. At the Lagrangian level the orientifold theories have at most a Z{sub 2} center. We discuss how the full Z{sub N} center symmetry dynamically emerges in the orientifold theories in the limit N {yields} {infinity}. In the confining phase the manifestation of this enhancement is the existence of stable k-strings in the large-N limit of the orientifold theories. These strings are identical to those of supersymmetric Yang-Mills theories. We argue that critical temperatures (and other features) of the confinement-deconfinement phase transition are the same in the orientifold daughters and their supersymmetric parent up to 1/N corrections. We also discuss the Abelian and non-Abelian confining regimes of four-dimensional QCD-like theories.

Assessment of Unabated Facility Emission Potentials for Evaluating Airborne Radionuclide Monitoring Requirements at Pacific Northwest National Laboratory - 2003

Assessments were performed to evaluate compliance with the airborne radionuclide emission monitoring requirements in the National Emission Standards for Hazardous Air Pollutants (NESHAP - U.S. Code of Federal Regulations, Title 40, Part 61, Subpart H) and Washington Administrative Code (WAC) 246-247: Radiation Protection - Air Emissions. In these assessments, potential unabated offsite doses were evaluated for emission locations at facilities owned by the U.S. Department of Energy and operated by Pacific Northwest National Laboratory (PNNL) on the Hanford Site. This report describes the inventory-based methods and provides the results for the assessment performed in 2003.

TREATMENT OF PLUTONIUM- AND URANIUM-CONTAMINATED OIL FROM ROCKY FLATS ENVIRONMENTAL TECHNOLOGY SITE

A removal method for plutonium and uranium has been tested at the Rocky Flats Environmental Technology Site (RFETS). This alternative treatment technology is applicable to U.S. Department of Energy (DOE) organics (mainly used pump oil) contaminated with actinides. In our studies, greater than 70% removal of the actinides was achieved. The technology is based on contacting the oil with a sorbent powder consisting of a surface modified mesoporous material. The SAMMS (Self-Assembled Monolayers on Mesoporous Support) technology was developed by the Pacific Northwest National Laboratory for removal and stabilization of RCRA (i.e., lead, mercury, cadmium, silver, etc.) and actinides in water and for removal of mercury from organic solvents [1, 2]. The SAMMS material is based on self-assembly of functionalized monolayers on mesoporous oxide surfaces. The unique mesoporous oxide support provides a high surface area, thereby enhancing the metal-loading capacity. The testing described in this report was conducted on a small scale but larger-scale testing of the technology has been performed on mercury-contaminated oil without difficulty [3].

Measurement of the Parameter Kappa, and Reevaluation of Kappa for Small to Moderate Earthquakes at Seismic Stations in the Vicinity of Yucca Mountain, Nevada

The parameter kappa was defined by Anderson and Hough (1984) to describe the high-frequency spectral roll-off of the strong motion seismic spectrum. In the work of Su et al., (1996) the numerical value of kappa estimated for sites near Yucca Mountain was small (~20 ms). The estimate obtained from these events has been applied through a rigorous methodology to develop design earthquake spectra with magnitude over 5.0. Smaller values of kappa lead to higher estimated ground motions in the methodology used by the Probabilistic Seismic Hazard Analysis (PSHA) for Yucca Mountain. An increase of 10 ms in kappa could result in a substantial decrease in the high frequency level of the predicted ground motions. Any parameter that plays such a critical role deserves close examination. Here, we study kappa and its associated uncertainties. The data set used by Su et al (1996) consisted of 12 M 2.8 to 4.5 earthquakes recorded at temporary stations deployed after the June 1992 Little Skull Mountain earthquake. The kappa elements of that study were revisited by Anderson and Su (MOL.20071203.0134) and substantially confirmed. One weakness of those studies is the limited data used. Analysis of the Effects of Compositional and Configurational Assumptions on Product Costs for the Thermochemical Conversion of Lignocellulosic Biomass to Mixed Alcohols -- FY 2007 Progress Report

The purpose of this study was to examine alternative biomass-to-ethanol conversion process assumptions and configuration options to determine their relative effects on overall process economics. A process-flow-sheet computer model was used to determine the heat and material balance for each configuration that was studied. The heat and material balance was then fed to a costing spreadsheet to determine the impact on the ethanol selling price. By examining a number of operational and configuration alternatives and comparing the results to the base flow sheet, alternatives having the greatest impact the performance and cost of the overall system were identified and used to make decisions on research priorities.

Anthropogenically-Induced Climate Change: Final Report

Paper number 1 addresses the fact that the procedure used in the Earth Radiation Budget Experiment for identifying the presence of clouds over snow/ice surfaces is known to have shortcomings, and this is corroborated through use of surface insolation measurements at the South Pole as an independent means of identifying clouds. These surface insolation measurements are then used to validate the more detailed cloud identification scheme used in the follow-up Clouds and the Earth's Radiant Energy System (CERES), and this validation is extended to the polar night through use of CERES measurements of the outgoing longwave radiation. General circulation models (GCMs) are highly sophisticated computer tools for modeling climate change, and they incorporate a large number of physical processes and variables. One of the most important challenges is to properly account for water vapor (clouds and humidity) in climate warming. In this Perspective, Cess discusses results reported in the same issue by Soden et al. in which water vapor feedback effects are tested by studying moistening trends in the upper troposphere. Satellite observations of atmospheric water vapor are found to agree well with moisture predictions generated by one of the key GCMs, showing that these feedback effects are being properly …

Radiolytically-induced novel materials and their application to waste processing

In the present NEER project we investigated two different types of gel materials with respect to potential applications in environmental remediation, including mixed waste generated from the nuclear fuel cycles. The materials under study were: (1) silica-polymer based aerogel composites into which specific metallic cations diffuse into and remain, and (2) polymer gels made of thermo-sensitive polymer networks, whose functional groups can be ''tailored'' to have a preferred affinity for specific cations, again diffusing into and remaining in the network under a volumetrically, contractive phase-transition. The molecular, diffusion of specific cations, including those of concern in low-level waste streams, into the gel materials studied here indicates that a scaled, engineered system can be designed so that it is passive; that is, minimal (human) intervention and risk would be involved in encapsulating LLW species. In addition, the gel materials hold potential significance in environmental remediation of and recovery of metallic cations identified in respective domains and physico-chemical processes. In brief, silica gels start as aqueous/liquid solutions of base catalyzed silica hydrogels and metal ions (targeted species), such as silver. The traveler presented a paper entitled Susceptibility of Asian Ecosystems to Soil-Mediated Acid Rain Damage'' at the Second Workshop on Acid Rain in Asia. The workshop was organized by the Asian Institute of Technology (Bangkok, Thailand), Argonne National Laboratory (Argonne, Illinois), and Resource Management Associates (Madison, Wisconsin) and was sponsored by the US Department of Energy, the United Nations Environment Program, the United Nations Economic and Social Commission for Asia and the Pacific, and the World Bank. Papers presented on the first day discussed how the experience gained with acid rain in North America and Europe might be applied to the Asian situation. Papers describing energy use projections, sulfur emissions, and effects of acid rain in several Asian countries were presented on the second day. The remaining time was allotted to discussion, planning, and writing plans for a future research program.

Eight mullite bodies of varied compositions and microstructures have been prepared and are being characterized. These compositions will be submersed in molten silicon to study the impurity and surface effects. These various mullite materials will be analyzed for use as substrates for Honeywell Contract No. 954356, silicon on ceramic program and for use as a container of molten silicon. Low cost processing methods are being developed and evaluated for manufacturing large mullite sheets and mullite containers. At present, a state-of-the-art roll compaction process has shown promising initial results for substrates. However, these 0.5mm x 10cm x 1m are extremely fragile. Slip casting or iso pressing are anticipated for containers.

The Werner Brandt Workshops are organized by members of the traveler's group, led by Dr. R. H. Ritchie, with advice from an international committee. The traveler participated in planning for the next in the series of workshops, which will be held in or near the traveler's home base. Oak Ridge, Tennessee, in early 1992. He interacted with scientists from Japan, Spain, USSR, Israel, and other countries, initiated plans for a new collaboration with a Japanese scientist, and renewed existing collaborations, At Tokyo University, the traveler performed collaborative research with Professors Y. Yamazaki and K. Komaki on two topics of importance to the traveler's programs with the Department of Energy (DOE).

This modification to the Plutonium Finishing Plant (PFP) calorimeter system involves removing current calorimeter No. 3 from the water bath and replacing it with a calorimeter that can accommodate larger diameter items (an oversize can). The inside diameters of both the sample and the reference cells will be increased to 5.835 inches at the top opening and to 5.22 inches at the bottom, the 8 inch high measurement zone. This Addendum 3 to Criticality Safety Analysis Report 80-027 examines criticality safety during the use of the modified calorimeter (Calorimeter 109B) with enlarged cell tube diameters to assure that an adequate margin of subcriticality is maintained for all normal and contingency conditions.

Theoretical aspects of electroweak and other interactions in medium energy nuclear physics. Interim progress report

Significant progress has been made in the current project year in the development of chiral soliton model and its applications to the electroweak structure of the nucleon and the Delta (1232) resonance. Further progress also has been made in the application of the perturbative QCD (pQCD) and the study of physics beyond the standard model. The postdoctoral associate and the graduate student working towards his Ph.D. degree have both made good progress. The review panel of the DOE has rated this program as a ``strong, high priority`` one. A total of fifteen research communications -- eight journal papers and, conference reports and seven other communications -- have been made during the project year so far. The principal investigator is a member of the Physics Advisory Committee of two nuclear accelerator facilities.

Geophysical investigation of 216-U-8 clay vitrified pipe transfer line, 200 West Area

Two geophysical surveys were conducted over a vitrified clay pipeline (VCP) that was used to transfer liquid radioactive waste from the 224-U Building to the 216-U-8 and 216-U-12 cribs. The objectives of the surveys were to locate the VCP in the northern site, locate the bends in the VCP in the southern site, and locate possible utilities or pipelines at both sites. Ground-penetrating radar (GPR) was the method chosen for the surveys. Electromagnetic induction (EMI) was also used at the southern site to map the extent of a possible pipeline. It is very difficult to detect most VCPs with GPR, however, excavation boundaries for the pipeline are often discernible. The VCP was not identified in the GPR data at the northern site. Its anticipated depth was 10--12 ft. The VCP at the southern site appears to be much shallower. The data suggest it may be 5 ft or less below the surface in places. The edges of the excavation from N100 to N190 are between E120 and E135 and were quite distinct in the data. However, the excavation boundaries weren`t apparent north of N190, suggesting that the VCP bends to the north near N200. Several profiles were extended beyond N200. …

Radioecological implications of the Par Pond drawdown

The drawdown of the Par Pond reservoir created dramatic alterations in this formerly stable lentic ecosystem. In addition, the radiation environment at Par Pond has changed significantly because of the exposure of Cesium 137-contaminated sediments and the appearance of new transport pathways to the terrestrial environment. In response to this situation, SREL was asked to study the radioecological implications of the reservoir drawdown. This report contains the objectives, methods, and results of the SREL study.
