Foreign Assistance: U.S. Russia Fund Is Following Its Investment Selection Process and Criteria

A letter report issued by the General Accounting Office with an abstract that begins "This report summarizes GAO's findings on the United States Russia Fund and its investment selection process and criteria. The United States established enterprise funds to support private sector development in Central and Eastern Europe and the former Soviet Union as they move from centrally planned to market-oriented economies. Enterprise funds are private, nonprofit U.S. corporations that are supposed to make loans to, or invest in, small, medium, and large businesses in which other financial institutions are reluctant to invest. The Fund is authorized to receive $440 million through the Agency for International Development. As of March 2000, the Fund had invested $114.4 million in 30 projects through its direct investment program which provides loans and equity capital to businesses in Russia. GAO found that the Fund followed its review process and criteria for selecting direct investments."

Foreign Assistance: USAID Compliance With Family Planning Restrictions

A letter report issued by the General Accounting Office with an abstract that begins "The United States has provided international family planning assistance through the Agency for International Development (AID) since the mid-1960s. U.S. law prohibits the use of international family planning funds for abortions and requires that all family planning programs supported by AID be voluntary. This report discusses: (1) how much family planning assistance AID provided in fiscal years 1996-1999 and plans to provide in fiscal year 2000, and (2) what procedures have been established to ensure that funds are not being used for prohibited activities. GAO found that AID provided $432 million in assistance in fiscal year 1996 and $385 million in each of fiscal years 1997-1999. AID has established multiple procedures to ensure that family planning funds are not used for prohibited activities, including specifying the restrictions in grants, contracts, and cooperative agreements."

Effect of Background Emissivity on Gas Detection in Thermal Hyperspectral Imagery

Detecting and identifying weak gaseous plumes using thermal imaging data is complicated by many factors. These include variability due to atmosphere, ground and plume temper- ature, and background clutter. This paper presents an analysis of one formulation of the physics-based radiance model, which describes at-sensor observed radiance. The background emissivity and plume/ground temperatures are isolated, and their effects on net chemical signal are described. This analysis shows that the plume’s physical state, emission or absorption, is directly dependent on the background emissivity. It then describes what conditions on the background emissivity have inhibiting effects on the net chemical signal. These claims are illustrated by analyzing synthetic hyperspectral imaging data with the Adaptive Matched Filter using four chemicals and three distinct background emissivities. Two chemicals (Carbontetrachloride and Tetraflourosilane) in the analysis had a very strong relationship with the background emissivities: they exhibited absorbance over a small range of wavenumbers and the background emissivities showed a consistent ordering at these wavenumbers. Analysis of simulated hyperspectral images containing these chemicals showed complete agreement with the analysis of the physics-based model that described when the background emissivities would have inhibiting effects on gas detection. The stated goal of the milestone was: 'Complete a 3-MW expansion of electrical power for computing systems in the east computer room of the Terascale Simulation Facility (TSF) and complete the final connection of all air handlers that were delivered as part of the TSF line item'. In this report we detail the upgrade and cover the results of the process to accept the system by testing, adjusting, balancing and finally start-up of the system in accordance with the detailed project commissioning plan to be developed by the system engineers during the design phase of the project. The quarterly reports for the upgrade and the text of the project commissioning plan are included at the end of this document as Attachments 2 and 3.

This document contains descriptions of Federal Manufacturing & Technologies (FM&T) Metrology capabilities, traceability flow charts, and the measurement uncertainty of each measurement capability. Metrology provides NIST traceable precision measurements or equipment calibration for a wide variety of parameters, ranges, and state-of-the-art uncertainties. Metrology laboratories conform to the requirements of the Department of Energy Development and Production Manual Chapter 13.2, ANSI/ISO/IEC ANSI/ISO/IEC 17025:2005, and ANSI/NCSL Z540-1. FM&T Metrology laboratories are accredited by NVLAP for the parameters, ranges, and uncertainties listed in the specific scope of accreditation under NVLAP Lab code 200108-0. The Honeywell Federal Manufacturing & Technologies (FM&T) Metrology Department has developed measurement technology and calibration capability in four major fields of measurement: (1) Mechanical; (2) Environmental, Gas, Liquid; (3) Electrical (DC, AC, RF/Microwave); and (4) Optical and Radiation. Metrology Engineering provides the expertise to develop measurement capabilities for virtually any type of measurement in the fields listed above. A strong audit function has been developed to provide a means to evaluate the calibration programs of our suppliers and internal calibration organizations. Evaluation includes measurement audits and technical surveys.

Is Increased Low-dose somatic Radiosensitivity Associated with Increased Transgenerational Germline Mutation

Using single-molecule polymerase chain reaction, the frequency of spontaneous and radiation-induced mutation at an expanded simple tandem repeat (ESTR) locus was studied in DNA samples extracted from sperm and bone marrow of Atm knockout (Atm+/–) heterozygous male mice. The frequency of spontaneous mutation in sperm and bone marrow in Atm+/– males did not significantly differ from that in wild-type BALB/c mice. Acute gamma-ray exposure did not affect ESTR mutation frequency in bone marrow and resulted in similar increases in sperm samples taken from Atm+/– and BALB/c males. Taken together, these results suggest that the Atm haploinsufficiency analyzed in our study does not affect spontaneous and radiation-induced ESTR mutation frequency in mice.

Evaluation Of Automated Low-Field Nuclear Magnetic Resonance (NMR) Relaxometry For Analysis Of Silicone Polymers

Screening studies and Design of Experiments (DoE) were performed to evaluate measurement variation of a new, non-destructive Nuclear Magnetic Resonance (NMR) test system designed to assess age-induced degradation of Outer Pressure Pads (OPP). The test method and results from 54,275 measurements are described. A reduction in measurement error was obtained after metal support struts were replaced with plastic support struts adjacent to the front position of the test chamber. However, remaining interference and a lack of detecting any age-related degradation prevent the use of the NMR system as a non-destructive surveillance test for OPPs. A cursory evaluation of the system with cellular silicone samples obtained more uniform results with increased error as measurements approached the sample’s edge.

Russian subcontractors shipped two small deliveries of Ra225 to PNNL for evaluation. The activity was close to the requisite amount in the subcontract. The first labeled properly; the second did not. This showed that the Russians could supply Ra225 to the US; however they proved unable to meet future demands for larger amounts of activity. The US DOE attempts to get Ra225 from Russian should be terminated; the Russians, under Rosatom, are not interested in this business.

Theory of Electron-Ion Collisions

Collisions of electrons with atoms and ions play a crucial role in the modeling and diagnostics of fusion plasmas. In the edge and divertor regions of magnetically confined plasmas, data for the collisions of electrons with neutral atoms and low charge-state ions are of particular importance, while in the inner region, data on highly ionized species are needed. Since experimental measurements for these collisional processes remain very limited, data for such processes depend primarily on the results of theoretical calculations. Over the period of the present grant (January 2006 – August 2009), we have made additional improvements in our parallel scattering programs, generated data of direct fusion interest and made these data available on The Controlled Fusion Atomic Data Center Web site at Oak Ridge National Laboratory. In addition, we have employed these data to do collsional-radiative modeling studies in support of a variety of experiments with magnetically confined fusion plasmas.

HIGH LEVEL WASTE SLUDGE BATCH 4 VARIABILITY STUDY

The Defense Waste Processing Facility (DWPF) is preparing for vitrification of High Level Waste (HLW) Sludge Batch 4 (SB4) in early FY2007. To support this process, the Savannah River National Laboratory (SRNL) has provided a recommendation to utilize Frit 503 for vitrifying this sludge batch, based on the composition projection provided by the Liquid Waste Organization on June 22, 2006. Frit 418 was also recommended for possible use during the transition from SB3 to SB4. A critical step in the SB4 qualification process is to demonstrate the applicability of the durability models, which are used as part of the DWPF's process control strategy, to the glass system of interest via a variability study. A variability study is an experimentally-driven assessment of the predictability and acceptability of the quality of the vitrified waste product that is anticipated from the processing of a sludge batch. At the DWPF, the durability of the vitrified waste product is not directly measured. Instead, the durability is predicted using a set of models that relate the Product Consistency Test (PCT) response of a glass to the chemical composition of that glass. Radiation Effects in Nuclear Waste Materials

Radiation effects from the decay of radionuclides may impact the long-term performance and stability of nuclear waste forms and stabilized nuclear materials. In an effort to address these concerns, the objective of this project was the development of fundamental understanding of radiation effects in glasses and ceramics, particularly on solid-state radiation effects and their influence on aqueous dissolution kinetics. This study has employed experimental, theoretical and computer simulation methods to obtain new results and insights into radiation damage processes and to initiate the development of predictive models. Consequently, the research that has been performed under this project has significant implications for the High-Level Waste and Nuclear Materials focus areas within the current DOE/EM mission. In the High-Level Waste (HLW) focus area, the results of this research could lead to improvements in the understanding of radiation-induced degradation mechanisms and their effects on dissolution kinetics, as well as development of predictive models for waste form performance. In the Nuclear Materials focus area, the results of this research could lead to improvements in the understanding of radiation effects on the chemical and structural properties of materials for the stabilization and long-term storage of plutonium, highly-enriched uranium, and other actinides. Evaluation of the Emission, Transport, and Deposition of Mercury, Fine Particulate Matter, and Arsenic From Coal-Based Power Plants in the Ohio River Valley Region Progress Report

Ohio University, in collaboration with CONSOL Energy, Advanced Technology Systems, Inc (ATS) and Atmospheric and Environmental Research, Inc. (AER) as subcontractors, is evaluating the impact of emissions from coal-fired power plants in the Ohio River Valley region as they relate to the transport and deposition of mercury, arsenic, and associated fine particulate matter. This evaluation will involve two interrelated areas of effort: ambient air monitoring and regional-scale modeling analysis. The scope of work for the ambient air monitoring will include the deployment of a surface air monitoring (SAM) station in southeastern Ohio. The SAM station will contain sampling equipment to collect and measure mercury (including speciated forms of mercury and wet and dry deposited mercury), arsenic, particulate matter (PM) mass, PM composition, and gaseous criteria pollutants (CO, NOx, SO{sub 2}, O{sub 3}, etc.). Laboratory analysis of time-integrated samples will be used to obtain chemical speciation of ambient PM composition and mercury in precipitation. Near-real-time measurements will be used to measure the ambient concentrations of PM mass and all gaseous species including Hg{sup 0} and RGM.
