Watts to Truett Latimer discussing several bills of interest to the Texas Public Employees Association: Senate Bill 212, providing reciprocity between the State Employees Retirement System and the Teachers Retirement System, House Bill 666, providing social security to state employees, Senate Bill 303, allowing state employees with thirty years of service to select a nominee in the Retirement System, and House Bill 140, an Appropriation Bill that gave employees a raise and travel allowances. Watts thanks Latimer for supporting the bills and for his interest in state employees, who need an increase to offset the cost of living.

Letter from Rema Price to Truett Latimer discussing Latimer's request for a raise for members of the legislature, including himself. Price writes that the raise he is proposing is quite substantial and that his current salary is already double what most of his constituents earn. She also mentions that he voted against bills that would have benefited state employees and that many people regret voting for him. She asks him to respond and answer how he will vote on salary increases for state employees, a 40-hour work week for hospital and Special Schools employees, and increases in travel expenses per diem and per miles, as well as information about the Abilene State Hospital budget.

Blackburn advises of the background and unusual situation of a subject from the Taylor County Jail and requests supervision by Williams after the transfer of Subject from Taylor County to El Paso County into the custody of her son. Additional correspondence typewritten at the bottom of page is written to T. N. Carswell by Ruby Blackburn which requests that he transfer his file on Subject to Mr. Williams.

A letter written to Mr. T. N. Carswell, Chairman, Taylor County Parole Board, from G. R. Klopfenstein, Chief, Bureau of Probation and Parole, Columbus, Ohio, dated January 31, 1957. Klopfenstein expresses his appreciation for the willingness of Carswell to assist in the supervision of Subject 95040 in the case that Subject is not returned to the Ohio Penitentiary.

Carswell discusses the Texas prison record of Subject describing it as good but advises of Subject's concern as to his status in Ohio in view of his violation of parole. Carswell offers to accept Subject for supervision.

A letter written to Senator Ratliff, from T. N. Carswell, dated January 26, 1957. Carswell expresses his appreciation to Ratliff for providing the Probation literature as requested and offers his views on the "Right to Work" laws, the issue of more local and less state and national government and the membership of government employees in unions. He advises that the next Texas senator should be elected by Texans and touches on the segregation question for Texas.

A letter written to Mr. T. N. Carswell, Abilene, Texas, from David W. Ratliff, The Senate of The State of Texas, Austin, dated January 14, 1957. Ratliff expresses his appreciation for the note from Carswell and of his interest in the Probation Law. He describes the 1956 campaigns as rough and advises of his knowledge regarding Carswell's "terrific activites" on behalf of the political principles in which he believes. He commends Carswell for his hard work in swinging Taylor County "in spite of all the obstacles".
