Onionskin paper carbon copy of a letter from John J. Herrera to Houston Chief of Police B. W. Payne dated August 15, 1950. This is a reference letter for Rufus L. Ramirez who would like to apply to be a policeman for the City of Houston. Ramirez is one-half inch short of the height requirement, and Herrera feels his personal and military qualifications should be considered.
