This study is a survey of public community college speech programs in Texas. An investigation of the literature revealed that only three similar studies had been made concerning Texas junior colleges. Chapter Four concludes the study by reviewing the current status of public community college speech programs in Texas and making recommendations for the improvement of these speech programs.

Superintendents' Value Perceptions Regarding P.L. 94-142 as it Applies to Texas School Districts

This study addressed superintendents' value perceptions of nineteen component parts of P.L. 94-142, The Education For All Handicapped Children Act of 1975. In addition, the study sought to determine whether relationships existed between superintendents' value perceptions of P.L. 94-142 and (1) school district size and (2) total years experience as a superintendent. As a result of this research, twenty-one conclusions were drawn, consisting of Texas superintendents' perceptions of several aspects of P.L. 94-142 such as: its effectiveness, appropriateness, process hearing costs, funding, time/cost efficiency, feasibility, and ultimate goal. Additionally, there was no significant relationship between the total number years served as a superintendent, or the size of school districts served, and the superintendents' value perceptions concerning P.L. 94-142. In summary, twenty-one conclusions were reached regarding superintendents' value perceptions of P.L. 94-142. A total of seven implications were drawn from the conclusions. Finally, seven recommendations for future study were made.

An Examination of the Hawthorne Effect in a Verbal Learning Situation in an Educational Setting

This study was an examination of the Hawthorne Effect in a verbal learning situation in an educational setting. The Hawthorne Effect was defined as the facilitating effect(s) produced in experimental situations when the subjects of the experiment expect that they are the objects of special attention. The purpose of the study was to determine if contamination by the Hawthorne Effect existed in an educational setting. Comparisons were made between "experimentally inexperienced" subjects and "experimentally experienced" subjects at both undergraduate and graduate levels. The task was to learn a list of paired associate terms, and to show learning retention by immediate replication of those terms. The focus of the study was upon the expected differences in performance of the control and experimental groups produced as a result of an effort to persuade experimental subjects that they had "unique" characteristics which would cause them to be exceptionally proficient. The control groups were given the task by the course instructor in a usual classroom setting,as an example of a curriculum objective. Responsibilities of Department Chairpersons as Perceived by Exemplary High School Principals

The problem of this study was to identify a means for improving the administration of curriculum and instruction by exploring the utilization of leadership personnel in addition to the principal. This study focused on the determination of the responsibilities that should be delegated chairpersons and the degree of autonomy that should be associated with each responsibility. Major implications were as follows. 1) Job descriptions should be developed for department chairpersons listing responsibilities and specifying guidelines within which department chairpersons should function. 2) Effective communication channels must exist between principals and department chairpersons and between department chairpersons and teachers to insure that department chairpersons perform their duties in accordance with the will of the principal. Teachers must understand the position of department chairperson for optimum use of the departmental organization. 3) Another implication is that department chairpersons should be provided in-service training to assist them with understanding and fulfilling their responsibilities . Additionally, evaluation procedures should be developed based on assigned responsibilities to provide a means of improving effectiveness. 4) A major implication is that by effectively utilizing department chairpersons, principals will experience some relief and assistance . George I. Sanchez: Don Quixote of the Southwest

This historical study examines the career of George I. Sanchez, New Mexican educator, who led many political and educational battles in New Mexico and Texas to improve educational opportunities for Spanish-speaking children. Archival materials from the State Records' Center of New Mexico, the papers of Senator Bronson M. Cutting, the Rockefeller Foundation Archives, the papers of President Lyndon Baines Johnson, Sanchez's private papers, unpublished materials at the University of Texas in Austin, oral history, and published materials were used in this study. The author used oral history and archival materials to gather much of the information for this work. The author extends special thanks and appreciation to Mrs. George I. Sanchez for making Sanchez's private papers available for study. The author also wishes to thank Dr. Hector Garcia, Senator Ralph Yarborough, Judge Carlos Cadena, Tom Sutherland, Arthur Campa, J. W. Counselor Perception of Selected Client Attributes and the Relationship of These Perceptions to the Counselors' Own Possession of These Same Attributes

The purposes of this study were to determine the accuracy of counselor perception of client attributes after an initial interview, to determine the relationship that exists between counselors' perceptions of a client's attributes and the counselors' possession of the same attributes, to determine the accuracy of counselor self-perception and to determine whether there were significant differences between counselors who are accurate perceivers and counselors who are inaccurate perceivers of client attributes. The findings pointed to the need for more training in the area of person perception in the master's level counseling program. This need is two-fold. First, counselors-intraining need to become more aware of their own personality, needs and emotions and how these might affect what they see in their clients. Second, counselors-in-training need to become more aware of personality attributes, needs, and emotions in their clients.

The Personal, Social, and Academic Adjustment Problems of Arab Students at Selected Texas Institutions of Higher Education

The problem of this study was to determine the personal, social, and academic adjustment problems of Arab students at selected Texas institutions of higher education. The students in this study were 315 undergraduate and graduate Arab students attending four Texas institutions of higher education who were enrolled in the spring semester of 1979. The purpose of this study was twofold: (1) to identify the personal, social, and academic adjustment problems perceived by Arab students; and (2) to analyze and to interpret the data in relation to the adjustment problems of full-time Arab students included in this study. Results indicated that the Arab students were in general agreement concerning the questionnaires; no significant differences were found at the .05 level between male and female Arab students, married and single Arab students, and undergraduate and graduate Arab students. Recommendations were included which suggested that faculty and administrators who interact with Arab students be acquainted with the findings of the study. Orientation programs should be provided for Arab students, and the possibility of developing and enhancing the students' academic and non-academic experiences by identifying those individuals who have the ability and interest necessary for working with Arab students should be examined. Instructional Effectiveness of a Performance-Based Module on Individualized Instruction for a Student Teaching Course

The purpose of this study was to determine whether participation in an instructional module on procedures for individualizing instruction produced results different from those produced by a traditional education approach with respect to the performance, attitude, self-concept, and dogmatism of special education student teachers. The findings were (1) there was no significant difference between the experimental and comparison groups with respect to teaching-performance; (2) the experimental group's mean self-evaluation teaching-performance score was significantly different in a negative direction than the mean self-evaluation teaching-performance score for the comparison group; (3) both groups had positive correlations between teaching-performance scores and self-evaluation scores, but the experimental group had a significantly higher correlation; (4) there was no significant difference between the experimental group and the comparison group with respect to change in attitudes; (5) there was no significant difference between the experimental and comparison groups with respect to the degree of change in self-concept, and (6) there was no significant difference between the experimental and comparison groups with respect to degree of change in dogmatism.

Identification of the Cognitive Skills Expected of Graduating Nursing Students in Two-Year and Four-Year Programs

This study was undertaken to identify the differences in cognitive behaviors expected of graduating students in two and four-year nursing education programs as perceived by instructors. The problem to which this study was addressed was the uniformity of assignment for graduates of the two programs as they enter initial employment in episodic care agencies. Of concern also was the lack of uniformity in the admission requirements for two-year graduates seeking a baccalaureate degree in nursing. The identification of significantly different expectations of the two groups of nurse educators for their graduating students indicates a need to examine the assignments of graduates in their initial employment. Further, there was greater agreement in the expected behaviors among the four-year program respondents than among those from the two-year programs as groups viewed their respective graduating students.

A Study of the Organizational Climate of Elementary Schools in the Province of Sukhothai, Thailand

The problem with which this investigation is concerned is that of determining the extent to which the elementary schools in the province of Sukhothai, Thailand, reflect an open or closed organizational climate. This study has two purposes. The first is to identify the organizational climate of elementary schools in the province of Sukhothai, Thailand, as measured by the Organizational Climate Description Questionnaire (OCDQ). The second is to determine the differences between the organizational climate of elementary schools with enrollments of 300 students or less and elementary schools with enrollments of more than 300 students. The conclusions of the study indicated that the climate of the elementary schools in the province of Sukhothai, Thailand tended to be more closed than open. Principals tend to perceive the climate of the school to be more open than do the teachers. Teachers in elementary schools with enrollments of 300 or less perceived the climate of the schools to be more open than do teachers in elementary schools with enrollments of more than 300 students. And when the school size increases the climate is more likely to be closed.

A Study of Executive Professional Leadership of Principals within the Elementary Schools of Texas

This study investigated the relationship of Executive Professional Leadership of principals in the elementary schools of Texas with specific factors which influence the quality of instruction. The primary purpose was to determine the significance to which the level of Executive Professional Leadership correlates with teacher morale, teacher performance, school organizational climate, and selected personal attributes of the elementary school principal. This study concluded that the elementary school principal who is effective in motivating his staff and improving its standards and performance in teaching (1) creates a social climate conducive to the development of high morale in the teachers, (2) sets the standard of behavior expected of his staff, (3) creates the kind of organizational climate conducive to the development of a quality school program, and (4) has the ability to effectively handle delicate situations such as complaints by parents and problems of discipline. Also, this study concluded that (1) experience in elementary teaching, (2) level of self-assessment as an educational leader, (3) internalization of the professional leadership definition, and (4) importance of routine administrative functions have no bearing on the elementary school principal's effectiveness in motivating his staff and improving its standards and performance in teaching.

The Effects of a Group Vocational Counseling Method on Selected Variables Among Community College Students

The problem of this study is to evaluate the effectiveness of a group vocational counseling method among community college students. The purposes of this study are to present an application of developmental counseling to group vocational counseling with community college students, and to determine whether this vocational counseling program will have an effect upon certain selected variables. Self-concept congruence was measured by a semantic differential, the Personal Concept Scale; and vocational maturity was measured by the Attitude Scale of the Vocational Development Inventory. Anxiety associated with the concepts "myself," "other people," "choosing a career," and "five years from now" was assessed by the Concept-Specific Anxiety Scale. Certainty and satisfaction with vocational plans were assessed by eleven-point rating scales included on the Vocational Status Sheet, an instrument designed specifically for the present study. Included on this same instrument was a check list designed to measure vocational information gathering activity.

The Effect of Group Assertiveness Training on Selected Cognitive Variables

This study was conducted to investigate whether cognitive variables (as measured by six self-report inventories) covaried with changes in behavior following group assertiveness training as postulated by several assertiveness training theorists and practitioners. Statistical analysis of the data did not support any of the hypotheses. No significant differences were found between the groups on any of the self-report measures or the behavioral ratings, although experimental group subjects consistently scored higher (in the predicted direction) on all self-report measures or were rated higher than placebo group subjects. The hypotheses that experimental group subjects would exhibit significantly higher levels of self-reported assertiveness, self-acceptance, self-esteem, and self-confidence than placebo group subjects were rejected. The hypothesis that the experimental group would exhibit a significantly greater shift toward self-reported internal locus of control than the placebo group was rejected. The hypothesis that the experimental group would exhibit significantly larger decreases in levels of self-reported anxiety than the placebo group was also rejected. Furthermore, no support was found for the hypothesis that experimental group subjects would exhibit significantly higher levels of objectively-rated assertive behavior than placebo group subjects. The problem with which this investigation is concerned is that of describing the secondary school principalship as perceived by selected principals and teachers in Bangkok, Thailand. The purposes of this study are (1) to collect selected demographic data about the secondary school principals and teachers in government and private schools, and (2) to measure and determine the relative effectiveness of principals of government and private secondary schools in Bangkok, Thailand, as perceived by secondary school principals and teachers. The conclusions of this study are as follows: (1) principals in government and private secondary schools appear equivalent in professional preparation as measured by highest degree held, (2) principals in government and private secondary schools earn equivalent salaries, (3) teachers in private secondary schools have less professional preparation than teachers in government secondary schools, (4) teachers in government schools are better paid than teachers in private schools, (5) principals in both government and private secondary schools perceived their effectiveness as higher than did the teachers in those schools.

The Effects of Physical Exertion on Immediate Classroom Mental Performance of Second-Grade Elementary School Children

The aim of this investigation was to analyze the effects of induced physical exertion on the performance of an immediate mathematical mental ability task among second-grade students. The purpose of the study was to gain information concerning the effects of physical exertion on a mathematical mental task and to evaluate each of four experimental treatment periods (twenty, thirty, forty, and fifty minutes) used to induce physical exertion. Another purpose was to determine whether males or females were more affected by experimentally induced treatments of physical exertion. It was concluded that fifty minutes of prolonged physical exertion as induced by relay game activities had a positive effect on certain mathematical tasks. This conclusion was based on the comparison of the fifty minute treatment performance to the pre-test treatment performed without induced physical exertion. Another conclusion derived from the data was that physical exertion periods of twenty, thirty, and forty minutes had no significant positive or negative effect on certain mental performance when compared to a non-induced physical exertion treatment. It was also concluded that there were no significant differences between male and female mean difference performances.

Effects of a Symbolic Modeling Procedure on Seventh-Grade Socially Withdrawn Children

The purpose of this investigation was to determine the effects of a symbolic modeling procedure upon the social adjustment of socially-withdrawn seventh-grade students. The three hypotheses investigated in this study were the following. I. At the conclusion of the experimental period, the mean number of social interactions will be significantly greater for students in the experimental condition than for students in either the placebo or the control condition. II. At the conclusion of the experimental period, the social adjustment of each student in the classroom, as rated by his first-period teacher, will be significantly greater for students in the experimental condition than for students in either the placebo or the control conditions. III. At the conclusion of the experimental period, the personal social adjustment, as measured by a self-rating scale, for the students in the experimental condition will be significantly greater than for students in either the placebo or the control conditions. The Relationship Between Maternal Parents' Musical Experience and the Musical Development of Two- and Three-Year-Old Girls

The purpose of this study was twofold; to investigate the relationships between the musical development of two- and three-year-old girls and their mothers' musical backgrounds and the music in their home environments; and to investigate the significance of the differences in the musical development of two- and three-year-old girls with reference to their socio-economic status (SES) and ethnicity. The relationships between the musical development of all subjects and music in the home environment were positive, rendering correlation coefficients that were statistically significant. These statistical inferences indicated that the musical home environment (the product of the mother, the father, and other adults, and the availability of musical items and activities) has the strongest relationship to the musical development of the young child. This influence begins before the age of two and continues during the third year. It was also hypothesized that there would be a significant difference in the musical development of the two- and three- year- old girls with reference to SES and ethnicity. Analysis of variance was employed to ascertain these differences. The subjects remained in age groups and were statistically regrouped by SES and ethnicity for these analyses. Voiception: a Theoretical Study Employing the Highest Cognitive-Affective Processes in Vocal Pedagogy

The problem with which this investigation is concerned is that of developing a theory in vocal pedagogy, voiception, which could provide teaching techniques with tangibility for gaining control of both voluntary and involuntary functions of the singing act. This study appears to show that feeling tone and cognition are innately involved with singing, since the vocal instrument is actually a part of the singer. Analysis of the sung vowel through the singing sensation is the connecting link for gaining control of involuntary vocal functions.

A Comparison of Two Methods of Teacher Evaluation

This study reports on an investigation of the effects of two methods of teacher evaluation on the attitudes of teachers and principals concerning the method of teacher evaluation in which each subject participated. The data indicate several broad implications. Teachers who were evaluated by the CT method had a significantly more positive feeling that teacher evaluation is more likely to be used for the improvement of instruction than teachers who were evaluated by the ADT method. CT teachers also had a more positive attitude toward their evaluation as a professional process. CT teachers had a generally more positive attitude toward evaluation, Department Chairpersons/Lead Teachers, and the principal as an instructional leader than did the ADT teachers. However, these latter differences were not significant and represented only a general attitude. Principals showed no significant difference in their attitudes as affected by the two methods of teacher evaluation. Principals who had used both methods felt that the CT method provided them more opportunity to provide instructional leadership for their teachers. A Determination of the Perceived Competencies Needed by Supervisors for the Supervision of Instruction Which Is Conducted by Part-Time Faculty in a Selected Community College District

The problem of this study was to determine the perceived competencies needed by supervisors in order to supervise instruction conducted by part-time instructors in a junior/community college setting. The study was conducted in three phases. The purpose of phase one of the study was to determine the areas of responsibility and tasks which are appropriately delegated to the supervisors of part-time instructors. To accomplish this purpose, areas of responsibility and tasks were drawn from job descriptions for the position of supervisor of part-time instructors in the Dallas County Community College District. The areas of responsibility and tasks were reworded by the investigator to serve as items in a questionnaire to which participants in the First National Conference on Part-time Instructors in the Community College were asked to respond. Means and standard deviations were determined for each group in relation to each competency statement for both importance and adequacy. All 134 competency statements listed in the questionnaire were rated by all groups as important. All but four of the competencies were rated by all groups as adequately performed by present supervisors. A list of seven competencies which were deemed very important (mean score of 4.50 or more) was presented.

A Comparison of Job Corps Graduates and Non-Graduates with Respect to Selected Academic and Psychological Variables

The problem with which this investigation is concerned is that of determining the academic as well as psychological differences between the McKinney Texas Job Corps graduates and non-graduates. The purpose of the study is to gain knowledge that will be useful in the guidance of Job Corps students. Nine hypotheses were formulated to investigate the relationship between academic achievement and certain selected academic and psychological variables. It was concluded that significant personality differences do exist among the McKinney Job Corps graduates and non-graduates. Chronological age is a significant variable with respect to success at the Job Corps Center. Academic variables are not useful indicators of success at the Job Corps training program.

An Investigation of the Predictive Validity of the Tests of General Educational Development for Two-Year College Study

This study investigates the predictive value of the high-school-level battery of the Tests of General Educational Development (GED) for two-year college academic performance. Statistical analysis of the data was performed using a variety of statistical techniques including univariate and multivariate correlation methods, t-test, and analysis of variance. Of the thirteen hypotheses formulated and tested in the study, eleven were statistically significant at the .05 level. With the acceptance of the majority of the research hypotheses, it is concluded that the GED is a valid predictor of first semester, two-year college GPA. It is also concluded that the use of the standard scores of individual component subtests of the GED as predictors provides valid and slightly more efficient prediction of first semester, two-year college GPA than the use of only mean GED standard score as a predictor, and that GED Test 4, Interpretation of Literary Materials, is the single most effective GED subtest in predicting this criterion.

(3) The administrative staff must promote faculty unity, teamwork, and teacher-administrative relationships. (4) The Administrative Team agreed that the data indicated the necessity of the principal, teachers, parents, and students participating in improving the school program. Ultimately the study concluded that: (1) the Campus Level Information System assists administrators in securing information to identify areas needing improvement, and (2) the Campus Level Information System assisted the Administrative Team in identifying and defining their role. This system promises to be useful in the assessment of student, parent, and teacher attitudes and perceptions.
