He proposes that the national commission on small business should study the effect of federal regulations on small businesses, the effectiveness of federal subsidy programs, and alternative solutions to create a favorable economic environment for small business. The Small Business Administration should serve as a information and resource center for small businesses to learn about ways to effectively compete.
