In fiscal year 2009, GAO supported congressional decision making and oversight on a range of critical issues, including the government's efforts to help stabilize financial markets and address the most severe recession since World War II. In addition to providing oversight for the 2008 Economic Stabilization Act and the American Recovery and Reinvestment Act of 2009 (Recovery Act), we continued to provide the Congress updates on programs that are at high risk for waste, fraud, abuse, and mismanagement or are in need of broad reform, and delivered advice and analyses on a broad array of pressing domestic and international issues that demand urgent attention and continuing oversight. These include modernizing the regulatory structure for financial institutions and markets to meet 21st century demands; controlling escalating health care costs and providing more effective oversight of medical products; restructuring the U.S. Postal Service to ensure its financial stability; and improving the Department of Defense's management approaches to issues ranging from weapons system acquisitions to accounting for weapons provided to Afghan security forces. Other written product issued by the Government Accountability Office with an abstract that begins "The National Aeronautics and Space Administration's (NASA) total portfolio of major projects saw cost and schedule growth that remains low compared to GAO's first review of the portfolio. Some projects in this year's portfolio launched within their cost and schedule baselines; however, several others are undergoing replans, which could temper the portfolio's positive performance. For example, the Mars Atmosphere and Volatile EvolutioN project launched on time and cost about $35 million less than its baseline estimate, but NASA officials are reporting that issues with the Ice, Cloud, and Land Elevation Satellite-2 project's primary instrument are driving costs to exceed the original baseline by at least 15 percent, and that the project will miss its committed launch date."

Southwest Border: Border Patrol Operations on Federal Lands

Testimony issued by the Government Accountability Office with an abstract that begins "To stem the flow of illegal traffic from Mexico into the United States over the last 5 years along the U.S. southwestern border, the Border Patrol has nearly doubled the number of agents on patrol, constructed hundreds of miles of border fences, and installed a variety of surveillance equipment. About 40 percent of these border lands are managed by the Departments of the Interior and Agriculture, and coordination and cooperation between Border Patrol and land management agencies is critical to ensure national security. As requested, this statement summarizes GAO's findings from two reports issued on southwest border issues in the fall of 2010. The first report, GAO-11-38, focused on the key land management laws that Border Patrol must comply with and how these laws affect the agency's operations. The second report, GAO-11-177, focused on the extent to which Border Patrol and land management agencies' law enforcement units share threat information and communications."

Testimony issued by the Government Accountability Office with an abstract that begins "Since 2003, the Future Combat System (FCS) program has been the centerpiece of the Army's efforts to transition to a lighter, more agile, and more capable combat force. In 2009, however, concerns over the program's performance led to the Secretary of Defense's decision to significantly restructure and ultimately cancel the acquisition program. As a result, the Army is outlining a new approach to ground force modernization. This statement outlines the Army's preliminary post-FCS actions and identifies the challenges the Department of Defense (DOD) and the Army must address as they proceed. This testimony is based on GAO's report on the Army's Ground Force Modernization effort released on March 15, 2010. It emphasizes the December 2009 decision to begin low-rate initial production for Increment 1 of the Brigade Combat Team Modernization."

Improper Payments: Recent Efforts to Address Improper Payments and Remaining Challenges

Testimony issued by the Government Accountability Office with an abstract that begins "GAO's work over the past several years has highlighted long-standing, widespread, and significant problems with improper payments in the federal government. Fiscal year 2010 marked the 7th year of implementation of the Improper Payments Information Act of 2002 (IPIA). IPIA requires executive-branch agencies to identify programs and activities susceptible to significant improper payments, estimate annual amounts improperly paid, and report these estimates and actions taken to reduce them. On July 22, 2010, the Improper Payments Elimination and Recovery Act of 2010 (IPERA) was enacted. IPERA amended IPIA and expanded requirements for recovering overpayments across a broad range of federal programs. This testimony addresses (1) progress federal agencies have reported in estimating and reducing improper payments in fiscal year 2010, (2) challenges that continue to hinder full reporting of improper payment information, and (3) recent efforts by Congress and the executive branch intended to improve transparency and accountability for reporting, reducing, and recovering improper payments. Social Security Administration: Better Planning Needed to Improve Service Delivery

Testimony issued by the Government Accountability Office with an abstract that begins "Millions of people rely on the services of Social Security Administration (SSA) field offices. In fiscal year 2009, SSA's approximately 1,300 field offices provided service to a record 45.1 million customers. People visit field offices to apply for Social Security cards, apply for retirement and disability benefits, request replacement benefit checks, and a host of other services. Over the last several years, growing workloads have challenged field offices' ability to manage work while continuing to deliver quality customer service. The Subcommittee asked GAO to discuss our January 2009 report on SSA field office service delivery challenges. Specifically, this testimony will discuss (1) the state of SSA field office operations, and (2) the status of SSA's efforts to develop a plan to address future service delivery challenges. To respond to the request, GAO relied primarily on the January 2009 report titled Social Security Administration: Service Delivery Plan Needed to Address Baby Boom Retirement Challenges (GAO-09-24, Jan. 2009), and updated it with additional information provided by SSA. U.S. Postal Service: Action Needed to Facilitate Financial Viability

Testimony issued by the Government Accountability Office with an abstract that begins "The U.S. Postal Service's (USPS) financial condition and outlook deteriorated significantly during fiscal years 2007 through 2009. USPS was not able to cut costs fast enough to offset declines in mail volumes and revenues resulting from the economic recession and changes in the use of mail, such as electronic bill payment. In July 2009, GAO added USPS's financial condition to its high-risk list and reported that USPS urgently needed to restructure to improve its financial viability. The Postal Accountability and Enhancement Act (PAEA) of 2006 required GAO to evaluate strategies and options for USPS's long-term structural and operational reform and report by December 2011. Because of USPS's financial crisis and the need for urgent action, GAO accelerated its work and issued a report (GAO-10-455) on April 12, 2010. This testimony provides (1) information on USPS's financial condition and outlook and (2) GAO's perspective on the actions that are needed to facilitate progress toward USPS's financial viability. This testimony is based on GAO's recently issued report and recent testimonies on USPS's financial condition and outlook."

Oral History Interview with James Sigrist, April 15, 2011

The National Museum of the Pacific War presents an oral interview with James Sigrist. Sigrist was born in Rochester, Missouri 7 September 1921 and entered the Navy V-7 program while in college. After graduating from Midshipman’s school he went to Raleigh, North Carolina to attend electrical engineering school. This was followed by three months of intensive training at the General Motors Institute of Technology specializing in marine Diesel engines. He then reported aboard USS LCI-677 at Norfolk, Virginia, as the Diesel electrical engineer and supply officer. The ship proceeded to San Diego where the crew made practice landings with the 4th Marines. They then were ordered to Pearl Harbor where they transported liberty parties from Pearl Harbor to and from Maui for six months. In 1944, USS LCI-677, along with twenty-one other LCIs transported the 204th General Hospital to Guam. They then went to Saipan, where they encountered a typhoon. They then proceeded to Ulithi where they were subjected to attacks by Japanese kamikazes. After the surrender of Japan, USS LCI-677 was sent to the island of Yap. Sigrist describes the natives and their way of life. In 1946, he returned to the United States and was discharged.

The National Museum of the Pacific War presents an oral interview with Audrey Sigrist. Sigrist joined the Coast Guard in June 1944. She attended boot camp in Palm Beach, Florida and radio school in Atlantic City, New Jersey. Sigrist describes her training and daily life as a SPAR. She was stationed in Port Angeles, Washington and discusses he duties as a radioman receiving calls for ship pilots. Sigrist describes celebrating the end of the war and her departure from the service in November 1945.

Oral History Interview with Gerald Campbell, April 15, 2013

The National Museum of the Pacific War presents an interview with Gerald Campbell. Campbell joined the Army around 1943. He served as a replacement for the 77th Infantry Division, and worked aboard an Army personnel carrier. He participated in the amphibious assault on Guam, and the battles of Leyte Gulf and Okinawa. He remained in a convalescent hospital in Saipan, after receiving injuries during the Okinawa campaign. After the war, Campbell returned to the US and was discharged in January of 1946.

Oral History Interview with Lewis Brinson, April 15, 2014

The National Museum of the Pacific War presents an oral interview with Lewis Brinson. Brinson was drafted into the Army Air Forces in 1942. He completed basic training in Texas and Nebraska as an airplane mechanic, working on B-17s and B-29s. Brinson was in the 6th Bomb Group, 40th Bomb Squadron. In December 1943 he went to Tinian and served as crew chief on a B-29. He flew over Iwo Jima for two weeks looking for downed aircraft. He gives some description of seeing the Enola Gay, and of flying over a destroyed Japanese landscape, and of flying over the USS Missouri (BB-63) on 2 September 1945. He was discharged in December 1945. He utilized his G.I. Bill to go to college and earned his bachelor’s and master’s degrees.

Oral History Interview with Ray Murray, April 15, 2015

The National Museum of the Pacific War presents an oral interview with Ray Murray. Murray joined the Army Air Forces. Upon completing flight training at Lubbock, Texas, he graduated as a twin-engine pilot and spent the next year as an instructor. Next, he went overseas to transport supplies in the European Theater. Operating first out of Scotland, he carried anything and everything, from overcoats and tomatoes to gasoline and mail. In the whole of his career, he was only ever taken off one flight, and that was to be a trip to Paris in stormy weather. The pilot that replaced him perished, along with all 16 men aboard, after the engine caught fire. After the war, Murray remained in the service, retiring as a Lieutenant Colonel after the Cuban Missile Crisis.
