We evaluated fiscal year 2005 activity affecting distributions to the UTF. In performing the agreed-upon procedures, we conducted our work in accordance with U.S. generally accepted government auditing standards, which incorporate financial audit and attestation standards established by the American Institute of Certified Public Accountants. These standards also provide guidance for performing and reporting the results of agreed-upon procedures. The procedures we agreed to perform relate to (1) transactions that represent the underlying basis of amounts distributed to the UTF and (2) key reconciliations of the Internal Revenue Service records to the Department of the Treasury records."

A statement of record issued by the Government Accountability Office with an abstract that begins "Concern has been rising about the nation's preparedness to respond to vaccine shortages that could occur in future annual influenza seasons or during an influenza pandemic--a global influenza outbreak. Although the timing or extent of a future influenza pandemic cannot be predicted, studies suggest that its effect in the United States could be severe, and shortages of vaccine could occur. For the 2004-05 annual influenza season, the nation lost about half its expected influenza vaccine supply when one of two major manufacturers announced in October 2004 that it would not release any vaccine. GAO examined federal, state, and local actions taken in response to the shortage, including lessons learned. The nation's experience during the unexpected 2004-05 vaccine shortfall offers insights into some of the challenges that government entities will face in a pandemic. GAO was asked to provide a statement on lessons learned from the 2004-05 vaccine shortage and their relevance to planning and preparing for similar situations in the future, including an influenza pandemic. Correspondence issued by the Government Accountability Office with an abstract that begins "The Department of Energy's (DOE) Hanford site in southeastern Washington state was established in 1943 to produce nuclear materials, especially plutonium, for the nation's defense. The site occupies 586 square miles northwest of the cities of Richland, Pasco, and Kennewick, with a combined regional population of over 200,000. The Columbia River, the nation's second largest river and a source of hydropower production and drinking water for downstream communities, as well as a major route for salmon migration, flows through the site for almost 50 miles. DOE built nine nuclear reactors to produce plutonium and other materials near the river shore to take advantage of river water for reactor cooling. Several miles away from the river, DOE built other facilities used in making nuclear materials. During operations from 1943 to 1989, activity at these reactors and other facilities generated large volumes of hazardous and radioactive waste. Some of this waste was deposited directly into the ground in trenches, injection wells, or other facilities designed to allow the waste to disperse into the soil. While chemicals play an important role in everyday life, some may be harmful to human health and the environment. Some chemicals, such as lead and mercury, are highly toxic at certain doses and need to be regulated because of health and safety concerns. In 1976, the Congress passed the Toxic Substances Control Act (TSCA) in part to authorize the Environmental Protection Agency (EPA) to regulate chemicals that pose an unreasonable risk to human health or the environment. TSCA addresses chemicals that are manufactured, imported, processed, distributed in commerce, used, or disposed of in the United States and authorizes EPA to assess chemicals before they enter commerce (new chemicals) and review those already in commerce (existing chemicals). The National Museum of the Pacific War presents an oral interview with Jackie Redstone and Chris Jenkins. Redstone and Jenkins are sisters who were born in Belgium. They moved to China when their father took a job as an engineer at a coal mine north of Peking. When the Japanese invaded, the Belgian engineers were kept on, in order to keep production running. Food was scarce, and the flour they were given for rations had worms, but the family was able to maintain a robust garden and tend to their livestock. Their father kept a radio well hidden in the home, and the girls were petrified every time Japanese soldiers came looking for it. Their town was eventually liberated by Marines, whom the family then visited in the United States after the war. They later returned to China as it was coming under communist rule, and their father began working for the Marshall Plan. The girls eventually immigrated to the United States, and they each married a military man.

The National Museum of the Pacific War presents an oral interview with Robert Dillon. Dillon was born 24 January 1919. He was drafted into the Army in 1942. After having thirteen weeks of basic training at Fort Jackson, South Carolina he was sent to Sentinel, Arizona where he was assigned to the 77th Infantry Division to undergo desert training. The unit was then sent to Hawaii where they remained until called to participate in the invasion of Guam. He describes the conditions encountered on the island and tells of an action in which he was involved for which he was awarded the Bronze Star. He also describes combat situations in which he was involved on Leyte and Okinawa.

Large fires can be blamed for some polluted air. In addition to ash and smoke, fires release carbon monoxide into the atmosphere as they burn. This false-color image shows the atmospheric column of carbon monoxide, with yellow and red indicating high levels of pollution. In this document (Panel 2), panelists discuss strategies to respond to weather and climate information. There are many opportunities to improve the highway system through an inclusive approach, taking into account the strengths of the research community, the private sector and the state and federal practitioners. As a first step, the weather community must better understand the mission and expectations of the highway manager and the highway manager must be able to understand the limitations and near term improvements of the weather community.
