Final environmental assessment for vegetation control at VHF stations, microwave stations, electrical substations, and pole yards

Southwestern Power Adm. operates very high frequency (VHF) and microwave radio stations, electrical substations, and pole yards for electric power transmission throughout AR, MO, and OK. Vegetation growth at the stations must be suppressed for safety of operation and personnel. Southwestern has been using a combination of mechanical/manual and herbicide control for this purpose; Federally- mandated reductions in staff and budgetary resources require Southwestern to evaluate all potentially efficient methods for vegetation control. Three alternatives were examined: no action, mechanical/manual control, and (proposed) a combination of mechanical/manual and herbicide control. Environmental impacts on air and water quality, wetlands, wildlife, endangered species, archaeological and other resources, farmland, human health, transportation, etc. were evaluated.

Meteorological forecasting for emergency preparedness and response at the Kennedy Space Center of Florida

The NORAPS model has been used to simulate the motion of Hurricane Erin over Florida. A triplynested grid was used to capture the meteorological features which span from regional to local scales with the highest resolution nest centered at the Kennedy Space Center area. The simulated storm track agreed remarkably well with the observed path of the hurricane. There was also good qualitative agreement between the computed surface precipitation pattern and observations based on radar signatures. Although the validity of the Kuo- type cumulus parameterization scheme used in the model was marginal and even questionable on the finest resolution (4 km) nest, the simulated results were nevertheless qualitatively reasonable. The results generated by NORAPS from the simulation of such a numerical challenging meteorological event were very encouraging. Our next step is to use the meteorological information from the model to provide wind fields for dispersion model simulations of potential atmospheric releases.

The intelligence oversight inspection of the Special Technologies Laboratory

Executive Order (EO) 12863, {open_quotes}President`s Foreign Intelligence Advisory Board,{close_quotes} dated September 13, 1993, requires Inspectors General of the Intelligence Community to submit reports to the Intelligence Oversight Board, on at least a quarterly basis, on intelligence activities that the Inspectors General have reason to believe may have been unlawful or contrary to Executive order or Presidential directive. Within the Department of Energy (DOE) office of Inspector General, responsibility for oversight of DOE`s intelligence activities, pursuant to EO 12863, has been assigned to the Deputy Inspector General for Inspections. To carry out this responsibility, the Office of Inspections performs reviews to determine if intelligence activities within DOE are in compliance with restrictions set forth in selected intelligence-related laws, Executive orders, and DOE orders, guidelines or implementing procedures. Accordingly, the purpose of this inspection was to determine if intelligence activities conducted by the Special Technologies Laboratory (STL) were in compliance with such restrictions. Our primary objectives were to: (1) evaluate STL intelligence personnel`s knowledge of these restrictions, and (2) review procedures implemented by STL to identify, investigate, and report questionable intelligence activities and/or abuses to higher officials.
