The Congressional Research Service and the American Legislative Process
The Legislative Reference Service, it was charged with responding to congressional requests for information. For more than 50 years, this department assisted Congress primarily by providing facts and publications and by transmitting research and analysis done largely by other government agencies, private organizations, and individual scholars. In 1970, Congress enacted a law transforming the Legislative Reference Service into the Congressional Research Service (CRS) and directing CRS to devote more of its efforts and increased resources to performing research and analysis that assists Congress in direct support of the legislative process.

War Powers Resolution: Presidential Compliance
Two separate but closely related issues confront Congress each time the President introduces armed forces into a situation abroad that conceivably could lead to their involvement in hostilities. One issue concerns the division of war powers between the President and Congress, whether the use of armed forces falls within the purview of the congressional power to declare war and the War Powers Resolution. The other issue is whether or not Congress concurs in the wisdom of the action. A longer-term issue is whether the War Powers Resolution is an appropriate and effective means of assuring congressional participation in actions that might get the United States involved in war.

Dispute Settlement in the World Trade Organization (WTO): An Overview
This report describes the Understanding on Rules and Procedures Governing the Settlement of Disputes (DSU), which is the World Trade Organization's (WTO) means of resolving disputes arising under WTO agreements. The report includes criticisms of certain flaws in the DSU, as well as WTO Members' suggestions for improvement. The report also describes the Office of the United States Trade Representative (USTR), which represents the United States in WTO disputes. Also discussed are pieces of legislation that dictate procedures for specifically the United States in instances of WTO disputes.

Broadband Internet Access and the Digital Divide: Federal Assistance Programs
The "digital divide" is a term used to describe a perceived gap between "information haves and have-nots," or in other words, between those Americans who use or have access to telecommunications and information technologies and those who do not. Whether or not individuals or communities fall into the "information haves" category depends on a number of factors, ranging from the presence of computers in the home, to training and education, to the availability of affordable Internet access.

Cuba: U.S. Restrictions on Travel and Remittances
This report discusses details of policy changes regarding travel to Cuba, which have been a key and often contentious component in U.S. efforts to isolate Cuba's communist government since the early 1960s. In January 2011, the Obama Administration announced policy changes further easing restrictions on travel and remittances. In the first session of the 112th Congress, there were several attempts aimed at rolling back the Obama Administration's actions easing restrictions on travel and remittances. Several initiatives were also introduced that would further ease or lift such restrictions altogether.

This report discusses the Trans-Pacific Partnership Agreement (TPP), a free trade agreement that includes nations on both sides of the Pacific. Original members of the TPP were Brunei, Chile, New Zealand, and Singapore. The United States, Australia, Peru, and Vietnam have committed themselves to joining and expanding this group. Keystone XL Pipeline Project: Key Issues
This report describes the Keystone XL pipeline proposal and the process required for federal approval. It summarizes key arguments for and against the pipeline put forth by the pipeline's developers, federal agencies, environmental groups, and other stakeholders. The report discusses potential consistency challenges faced by the State Department in reviewing the pipeline application given its recent prior approvals of similar pipeline projects. Finally, the report reviews the constitutional basis for the State Department's authority to issue a Presidential Permit, and opponents' possible challenges to this authority.

Iran Sanctions
This report focuses on the United States' relationship with Iran and how the Obama Administration is handling prior administrations' economic sanctions against Iran. The Obama Administration's policy approach toward Iran has contrasted with the Bush Administration's by attempting to couple the imposition of sanctions to an active and direct U.S. effort to negotiate with Iran on the nuclear issue. That approach was not initially altered because of the Iranian dispute over its June 12, 2009, elections. However, with subsequent negotiations yielding no firm Iranian agreement to compromise, since early 2010 the Administration has focused on achieving the imposition of additional U.N., U.S., and allied country sanctions whose cumulative effect would be to compel it to accept a nuclear bargain.

Iran: U.S. Concerns and Policy Responses
This report discusses how the Obama Administration differs from the Bush Administration regarding strategy in Iran relations; it also discusses the current political state of Iran, including incidents of violence and unrest.
