The monitoring and evaluation activities described in this report were determined by consensus of the scientists from the Yakama Nation (YN). Klickitat Subbasin Monitoring and Evaluation (M&E) activities have been subjected to scientific and technical review by members of YKFP's Science/Technical Advisory Committee (STAC) as part of the YKFP's overall M&E proposal. Yakama Nation YKFP project biologists have transformed the conceptual design into the tasks described. This report summarizes progress and results for the following major categories of YN-managed tasks under this contract: (1) Monitoring and Evaluation - Accurately characterize baseline available habitat and salmonid populations pre-habitat restoration and pre-supplementation. (2) EDT Modeling - Identify and evaluate habitat and artificial production enhancement options. (3) Genetics - Characterize the genetic profile of wild steelhead in the Klickitat Basin. (4) Ecological Interactions - Determine the presence of pathogens in wild and naturally produced salmonids in the Klickitat Basin and develop supplementation strategies using this information.

Genetic Analysis of Snake River Sockeye Salmon (Oncorhynchus Nerka), 2003 Technical Report.

A total of 1720 Oncorhynchus nerka tissue samples from 40 populations were characterized using mitochondrial DNA RFLPs (Restriction Fragment Length Polymorphisms). Analysis of anadromous sockeye populations indicated the historical presence of four major maternal lineages. Thirty-five composite mitochondrial haplotypes were observed from the 40 populations of O. nerka sampled throughout the Pacific Northwest. Six of these composite haplotypes ranged in frequency from 7-26% overall and were commonly observed in most populations. The six haplotypes together comprised 90% of the sampled O. nerka. An average of 4.6 composite haplotypes were observed per population. Genetic markers used were satisfactory in separating Redfish Lake anadromous sockeye, residual sockeye and outmigrants from the sympatric kokanee population that spawns in the Fishhook Creek tributary. Outmigrants appear to be primarily composed of progeny from resident residual sockeye, and captively-reared progeny of the captive broodstock program. Thus, residual sockeye may be considered a suitable source of genetic variation to maintain genetic diversity among captive broodstocks of anadromous sockeye. Fishhook Creek kokanee are genetically diverse and during spawning, are temporally and spatially isolated from the residual sockeye population. Columbia Plateau Basin and Fifteenmile Subbasin Water Rights Acquisitons; Oregon Water Trust Combined Work Plan, 2002-2003 Final Report.

This is the Final Report submitted regarding Oregon Water Trust's Combined Work Plan for fiscal year 2003, with the contract period April 2002 to May 2003. Of this 12 month period, six month were spent concluding our work for the 2002 irrigation season and six months were spent preparing for the 2003 irrigation season. After this grant was completed, projects were finished with funding from the Columbia Basin Water Transactions Program. Many of the 2003 irrigation season successes began in the fall of 2002, when projects were researched and partnerships were developed. Trout Creek Ranch was one of the large successes. During the 2003 irrigation season, 2.6 cfs was leased which led to a permanent instream transfer, protecting critical spawning habitat for summer steelhead in the Deschutes basin. Another success was the Walla Walla Lease Bank project. This project is an agreement between the OWT, the Walla Walla Irrigation District and 11 individual landowners. Through this single year lease, 7.9 cfs of water was legally protected in the Walla Walla River. The Vidando lease on Middle Fork John Day River was renewed for 2 more years, protecting 11.29 cfs. The Yakima Tributary Access and Habitat Program (YTAHP) was organized to restore salmonid passage to Yakima tributaries that historically supported salmonids and to improve habitat in areas where access is restored. This program intends to (a) screen unscreened diversion structures to prevent fish entrainment into artificial waterways; (b) provide for fish passage at man-made barriers, such as diversion dams, culverts, siphons and bridges; and (c) provide information and assistance to landowners interested in to contributing to the improvement of water quality, water reliability and stream habitat. The YTAHP developed from a number of groups actively engaged in watershed management, and/or habitat restoration within the Yakima River Basin. These groups include the Washington State Fish and Wildlife (WDFW), Kittitas County Conservation District (KCCD), North Yakima Conservation District (NYCD), Kittitas County Water Purveyors (KCWP), and Ahtanum Irrigation District (AID). The US Bureau of Reclamation (Reclamation) and Yakama Nation (YN) both participated in the development of the objectives of YTAHP. Other entities that will be involved during permitting or project review may include the YN, the federal Natural Resources Conservation Service (NRCS), the US Fish and Wildlife Service (USFWS), the National Marine Fisheries Service (NMFS), and US Army Corps of Engineers (COE). Implementation of Fisheries Enhancement Opportunities on the Coeur d'Alene Reservation, 2002 Annual Report.

Historically, the Coeur d'Alene Indian Tribe depended on runs of anadromous salmon and steelhead along the Spokane River and Hangman Creek, as well as resident and adfluvial forms of trout and char in Coeur d'Alene Lake, for survival. Dams constructed in the early 1900s on the Spokane River in the City of Spokane and at Little Falls (further downstream) were the first dams that initially cut-off the anadromous fish runs from the Coeur d'Alene Tribe. These fisheries were further removed by the construction of Chief Joseph and Grand Coulee Dams on the Columbia River. Together, these actions forced the Tribe to rely solely on the resident fish resources of Coeur d'Alene Lake (Staff Communication). The Coeur d'Alene Tribe is estimated to have historically harvested around 42,000 westslope cutthroat trout (Oncorhynchus clarki) per year (Scholz et al. 1985). In 1967, Mallet (1969) reported that 3,329 cutthroat were harvested from the St. Joe River, and a catch of 887 was reported from Coeur d'Alene Lake. This catch is far less than the 42,000 fish per year the tribe harvested historically. Today, only limited opportunities exist to harvest cutthroat trout in the Coeur d'Alene Basin. Emigration of Natural and Hatchery Chinook Salmon and Steelhead Smolts from the Imnaha River, Oregon, Progress Report 2000-2002.

This report summarizes the emigration studies of the Nez Perce Tribe in the Imnaha River subbasin during the 2001 and 2002 migration years. A migration year for the Imnaha River is defined here as beginning July 31 of the previous year and ending July 30 the following year. The conclusion of the studies at the end of migration year 2002 marked the 11th year of the Nez Perce Tribe's Lower Snake River Emigration Studies. The Nez Perce Tribe has participated in the Fish Passage Center's Smolt Monitoring Program for nine of the 11 years. These studies collect and tag juvenile chinook salmon and steelhead at two locations in the fall, rkm 74 and rkm 7, and at rkm 7 during the spring. Data from captured and tagged fish provide an evaluation of hatchery production and releases strategies, post release survival of hatchery chinook salmon, abundance of natural chinook salmon, and downstream survival and arrival timing of natural and hatchery chinook salmon and steelhead. The hydrologic conditions that migrating fish encountered in 2001 were characterized as a drought and conditions in 2002 were characterized as below average. Hood River Production Program Review, Final Report 1991-2001.

This document provides a comprehensive review of Bonneville Power Administration (BPA) funded activities within the Hood River Basin from 1991 to 2001. These activities, known as the Hood River Production Program (HRPP), are intended to mitigate for fish losses related to operation of federal dams in the Columbia River Basin, and to contribute to recovery of endangered and/or threatened salmon and steelhead, as directed by Nation Oceanic and Atmospheric Administration - Fisheries (NOAA Fisheries). The Environmental Impact Statement (EIS) for the HRPP, which authorized BPA to fund salmon and steelhead enhancement activities in the Hood River Basin, was completed in 1996 (BPA 1996). The EIS specified seven years of monitoring and evaluation (1996-2002) after program implementation to determine if program actions needed modification to meet program objectives. The EIS also called for a program review after 2002, that review is reported here.

Anomalous Flavor U(1)_X for Everything

We present an ambitious model of flavor, based on an anomalous U(1)_X gauge symmetry with one flavon, only two right-handed neutrinos and only two mass scales: M_{grav} and m_{3/2}. In particular, there are no new scales introduced for right-handed neutrino masses. The X-charges of the matter fields are such that R-parity is conserved exactly, higher-dimensional operators are sufficiently suppressed to guarantee a proton lifetime in agreement with experiment, and the phenomenology is viable for quarks, charged leptons, as well as neutrinos. In our model one of the three light neutrinos automatically is massless. The price we have to pay for this very successful model are highly fractional X-charges which can likely be improved with less restrictive phenomenological ansatze for mass matrices.

A Hidden Twelve-Dimensional SuperPoincare Symmetry In Eleven Dimensions

First, we review a result in our previous paper, of how a ten-dimensional superparticle, taken off-shell, has a hidden eleven-dimensional superPoincare symmetry. Then, we show that the physical sector is defined by three first-class constraints which preserve the full eleven-dimensional symmetry. Applying the same concepts to the eleven dimensional superparticle, taken off-shell, we discover a hidden twelve dimensional superPoincare symmetry that governs the theory.

BPA funding, in conjunction with contributions from numerous partners organizations, supports the McKenzie Watershed Council's efforts to coordinate restoration and monitoring programs of federal, state, local government, and residents within the watershed. A primary goal of the Council's program is to improve resource stewardship and conserve fish, wildlife, and water quality resources. The MWC will always have a baseline program centered on relationship building and information sharing. This watershed program is strengthened by the completion of the BPA funded Sub-basin Assessment, Conservation Strategy and the establishment of a Benchmarks system, thus, providing the MWC a prioritized framework for restoration efforts. Objectives for FY03 included: (1) Continued coordination of McKenzie Watershed activities among diverse groups that restore fish and wildlife habitat in the watershed, with a focus on the lower McKenzie, including private lands and the McKenzie-Willamette confluence area; (2) Influence behavior of watershed residents to benefit watershed function though a strategic and comprehensive outreach and education program, utilizing Assessment and Conservation Strategy information to provide a context for prioritized action; (3) Continue to maintain and sustain a highly functional watershed council; (4) Maintain and improve water quality concerns through the continuation of Council-sponsored monitoring and evaluation programs; and (5) Continue …

NOx Control for Utility Boiler OTR Compliance

Under sponsorship of the Department of Energy's National Energy Technology Laboratory (NETL), the Babcock and Wilcox Company (B and W), and Fuel Tech teamed together to investigate an integrated solution for NO{sub x} control. The system is comprised of B and W's DRB-4Z{trademark} ultra low-NO{sub x} pulverized coal (PC) burner technology and Fuel Tech's NOxOUT{reg_sign}, a urea-based selective non-catalytic reduction (SNCR) technology. Development of the low-NO{sub x} burner technology has been a focus in B and W's combustion program. The DRB-4Z{trademark} burner is B and W's newest low-NO{sub x} burner capable of achieving very low NO{sub x}. The burner is designed to reduce NO{sub x} by controlled mixing of the fuel and air. Based on data from several 500 to 600 MWe boilers firing PRB coal, NOx emissions levels of 0.15 to 0.20 lb/ 106 Btu have been achieved from the DRB-4Z{trademark} burners in combination with overfire air ports. Although NOx emissions from the DRB-4Z{trademark} burner are nearing the Ozone Transport Rule (OTR) level of 0.15 lb NO{sub x}/106 Btu, the utility boiler owners can still benefit from the addition of an SNCR and/or SCR system in order to comply with the stringent NO{sub x} emission levels facing them. LIGA microsystems aging : evaluation and mitigation.

The deployment of LIGA structures in DP applications requires a thorough understanding of potential long term physical and chemical changes that may occur during service. While these components are generally fabricated from simple metallic systems such as copper, nickel and nickel alloys, the electroplating process used to form them creates microstructural features which differ from those found in conventional (e.g. ingot metallurgy) processing of such materials. Physical changes in non-equilibrium microstructures may occur due to long term exposure to temperatures sufficient to permit atomic and vacancy mobility. Chemical changes, particularly at the surfaces of LIGA parts, may occur in the presence of gaseous chemical species (e.g. water vapor, HE off-gassing compounds) and contact with other metallic structures. In this study, we have characterized the baseline microstructure of several nickel-based materials that are used to fabricate LIGA structures. Solute content and distribution was found to have a major effect on the electroplated microstructures. Microstructural features were correlated to measurements of hardness and tensile strength. Dormancy testing was conducted on one of the baseline compositions, nickel-sulfamate. Groups of specimens were exposed to controlled thermal cycles; subsequent examinations compared properties of 'aged' specimens to the baseline conditions. Results of our testing indicate that …

The Status of Beryllium Research for Fusion in the United States

Use of beryllium in fusion reactors has been considered for neutron multiplication in breeding blankets and as an oxygen getter for plasma-facing surfaces. Previous beryllium research for fusion in the United States included issues of interest to fission (swelling and changes in mechanical and thermal properties) as well as interactions with plasmas and hydrogen isotopes and methods of fabrication. When the United States formally withdrew its participation in the International Thermonuclear Experimental Reactor (ITER) program, much of this effort was terminated. The focus in the U.S. has been mainly on toxic effects of beryllium and on industrial hygiene and health-related issues. Work continued at the INEEL and elsewhere on beryllium-containing molten salts. This activity is part of the JUPITER II Agreement. Plasma spray of ITER first wall samples at Los Alamos National Laboratory has been performed under the European Fusion Development Agreement. Effects of irradiation on beryllium structure are being studied at Oak Ridge National Laboratory. Numerical and phenomenological models are being developed and applied to better understand important processes and to assist with design. Presently, studies are underway at the University of California Los Angeles to investigate thermo-mechanical characteristics of beryllium pebble beds, similar to research being carried out …

In a superposition of quantum states, a bit can be in both the states '0' and '1' at the same time. This feature of the quantum bit or qubit has no parallel in classical systems. Currently, quantum computers consisting of 4 to 7 qubits in a 'quantum computing register' have been built. Innovative algorithms suited to quantum computing are now beginning to emerge, applicable to sorting and cryptanalysis, and other applications. A framework for overcoming slightly inaccurate quantum gate interactions and for causing quantum states to survive interactions with surrounding environment is emerging, called quantum error correction. Thus there is the potential for rapid advances in this field. Although quantum information processing can be applied to secure communication links (quantum cryptography) and to crack conventional cryptosystems, the first few computing applications will likely involve a 'quantum computing accelerator' similar to a 'floating point arithmetic accelerator' interfaced to a conventional Von Neumann computer architecture. This research is to develop a roadmap for applying Sandia's capabilities to the solution of some of the problems associated with maintaining quantum information, and with getting data into and out of such a 'quantum computing accelerator'. Development of experimental verification techniques for non-linear deformation and fracture.

This project covers three distinct features of thin film fracture and deformation in which the current experimental technique of nanoindentation demonstrates limitations. The first feature is film fracture, which can be generated either by nanoindentation or bulge testing thin films. Examples of both tests will be shown, in particular oxide films on metallic or semiconductor substrates. Nanoindentations were made into oxide films on aluminum and titanium substrates for two cases; one where the metal was a bulk (effectively single crystal) material and the other where the metal was a 1 pm thick film grown on a silica or silicon substrate. In both cases indentation was used to produce discontinuous loading curves, which indicate film fracture after plastic deformation of the metal. The oxides on bulk metals fractures occurred at reproducible loads, and the tensile stress in the films at fracture were approximately 10 and 15 GPa for the aluminum and titanium oxides respectively. Similarly, bulge tests of piezoelectric oxide films have been carried out and demonstrate film fracture at stresses of only 100's of MPa, suggesting the importance of defects and film thickness in evaluating film strength. First principles determination of dislocation properties.

This report details the work accomplished on first principles determination of dislocation properties. It contains an introduction and three chapters detailing three major accomplishments. First, we have used first principle calculations to determine the shear strength of an aluminum twin boundary. We find it to be remarkably small ({approx}17 mJ/m{sup 2}). This unexpected result is explained and will likely pertain for many other grain boundaries. Second, we have proven that the conventional explanation for finite grain boundary facets is wrong for a particular aluminum grain boundary. Instead of finite facets being stabilized by grain boundary stress, we find them to originate from kinetic effects. Finally we report on a new application of the Frenkel-Kontorova model to understand reconstructions of (100) type surfaces. In addition to the commonly accepted formation of rectangular dislocation arrays, we find numerous other possible solutions to the model including hexagonal reconstructions and a clock-rotated structure.
