This report reviews several issues relating to alternative fuels and vehicles, mainly to combat dependence on petroleum imports and reduce greenhouse gas emissions. The report discusses the advantages and drawbacks of various alternative fuels and vehicles, as well as related legislation.

Climate change and greenhouse gas (GHG) emissions have been an issue in the 108th Congress, as they have been over the past decade. Bills directly addressing climate change issues range from those focused primarily on climate change research (H.R. 1578 and S. 1164) to comprehensive emissions cap and trading programs for all six greenhouse gases (S. 139 and H.R. 4067). This report briefly discusses basic concepts on which these bills are based, and compares major provisions of the bills in each of the following categories: climate change research, GHG reporting and registries, and cap and trade programs.

For more than a century, the federal government has constructed water resource projects for a variety of purposes, including flood control, navigation, power generation, and irrigation. While most municipal and industrial water supplies have been built by non-federal entities, most of the large, federal water supply projects in the West, including Hoover and Grand Coulee dams, were constructed by the Bureau of Reclamation (Department of the Interior) to provide water for irrigation.

This report discusses projected agricultural imports and exports for FY2004, as well as legislation that deals with federal programs in support of agricultural exports and federal aid dedicated to farms and agricultural reform.

The history of omnibus energy legislation in the 108th Congress has been protracted. The House passed the conference version of H.R. 6 on November 18, 2003. On November 21, a cloture motion to limit debate in the Senate on the H.R. 6 conference report failed (57-40). Efforts to bring the bill back to the Senate floor early in the second session were unsuccessful. Some argued that any major changes to the legislation would not be viable because of the careful regional and political compromises that were reached to get a bill out of conference and through the House. The closest consensus was that the cost of the bill had to be reduced.

This discusses a range of issues likely to be raised during any reauthorization debate, the reasons behind them, and possible proposals that could be offered to address these concerns.

The national and international response to the plight of Afghan and Iraqi women, even to their most recent experience under the Taliban in Afghanistan or Baathist regime in Iraq, will impact their future role and the long-term developments in each country, such as the implementation of a new constitution, the incorporation of women in local and national governance, the role of Islam and the state, the growth of the economy, the curbing of security concerns, and the role of U.S. and international assistance. Medicaid, a means-tested federal/state program that provides health care coverage to certain groups of individuals, requires that states continue Medicaid benefits for certain low-income families who would otherwise lose coverage because of changes in their income. This continuation of benefits is known as transitional medical assistance (TMA). The law permanently requires four months of TMA for families who lose Medicaid eligibility due to increased child or spousal support collections, as well as those who lose eligibility due to an increase in earned income or hours of employment. Congress expanded work-related TMA under Section 1925 of the Social Security Act as part of the Family Support Act of 1988, and states currently must provide TMA to families who lose Medicaid eligibility for work-related reasons for at least six, and up to 12, months.

The federal government operates two major student loan programs: the Federal Family Education Loan (FFEL) program, authorized by Part B of Title IV of the Higher Education Act (HEA), and the William D. Ford Direct Loan (DL) program, authorized by Part D of Title IV of the HEA. These programs provide loans to undergraduate and graduate students and the parents of undergraduate students to help them meet the costs of postsecondary education.

This report compares each of the provisions in S. 129, as passed by the Senate and as ordered to be reported to the House, with current law. The S. 129 is a bill considered by the 108th Congress related to the management of the federal workforce, the Federal Workforce Flexibility Act of 2003.

This report will first review the current Supreme Court case law with respect to the Commerce Clause. Second, it will examine the analysis used and the results of the three lower court opinions. Finally, two areas of tension that appear to exist within the Court’s jurisprudence, and the potential implications that resolution of these conflicts may have on congressional power under the Commerce Clause will be examined.

This report explains the various cotton subsidy programs and provides quantitative data on market revenues, production costs, and the size of the subsidies. Also, it characterizes the relative position of the United States vis-a-vis other countries as a producer, exporter and importer of cotton. The purpose of this examination is to provide U.S. policy makers with a complete overview of U.S. cotton production and the federal programs that support that production.

While the federal government continues to be the primary supporter of university based research and development (R&D), the financial composition of support for university-based research has changed considerably over the past 31 years. This report discusses national R&D expenditures for university based research, which reached $36.333 billion in 2002.
