[Petition for building a school for the poor]

The citizens of Northumberland County agree to a charter allowing another academy of the same name within the same county for the poor. The funding is discussed and the land that was for public use will be used. Petitioners are against the school being built with public funds and believe that the poor should be paying for their school. The petitioners believe that in building the school it would go against the legislation of the county. The author gives examples of cases that disprove the petitioners evidence.

She voices her irritation and scolds her sister for not visiting or writing her, saying Ann missed many events and visitors who would've liked to see her. She also talks of their shared acquaintances Betsey Dennis, Louisa A Bowdoin, Leah Savage, Ann Billings Steele Upshur, Mary Nevett Steele. She says that the health of baby Virginia, daughter of her brother Arthur Upshur and Ann Billings Steele Upshur, is improving. She mentions that Lucy, an enslaved person of the Teackle's, helps breastfeed the baby. The last page(s) of the letter are missing.
