Algorithm for Rapid Tomography of Gas Concentrations

We present a new computed tomography method, the low third derivative (LTD) method, that is particularly suited for reconstructing the spatial distribution of gas concentrations from path-integral data for a small number of optical paths. The method finds a spatial distribution of gas concentrations that (1) has path integrals that agree with measured path integrals, and (2) has a low third spatial derivative in each direction, at every point. The trade-off between (1) and (2) is controlled by an adjustable parameter, which can be set based on analysis of the path-integral data. The method produces a set of linear equations, which can be solved with a single matrix multiplication if the constraint that all concentrations must be positive is ignored; the method is therefore extremely rapid. Analysis of experimental data from thousands of concentration distributions shows that the method works nearly as well as Smooth Basis Function Minimization (the best method previously available), yet is 100 times faster.

Small Neutrino Masses from Supersymmetry Breaking

An alternative to the conventional see-saw mechanism is proposed to explain the origin of small neutrino masses in supersymmetric theories. The masses and couplings of the right-handed neutrino field are suppressed by supersymmetry breaking, in a way similar to the suppression of the Higgs doublet mass, $\mu$. New mechanisms for light Majorana, Dirac and sterile neutrinos arise, depending on the degree of suppression. Superpartner phenomenology is greatly altered by the presence of weak scale right-handed sneutrinos, which may have a coupling to a Higgs boson and a left-handed sneutrino. The sneutrino spectrum and couplings are quite unlike the conventional case - the lightest sneutrino can be the dark matter and predictions are given for event rates at upcoming halo dark matter direct detection experiments. Higgs decays and search strategies are changed. Copious Higgs production at hadron colliders can result from cascade decays of squarks and gluinos.

Waste Transfer Leaks Control Decision Record

Control decision meetings for Waste Transfer Leaks were held on April 24,25,26, and 27, 2000. The agenda for the control decision meetings is included in Appendix A, and attendee lists are included in Appendix B. The purpose of the control decision meetings was to review and revise previously selected controls for the prevention or mitigation of waste transfer leak accidents. Re-evaluation of the controls is warranted due to revisions in the hazard and accident analysis for these Tank Farm events. In particular, calculated radiological consequences are significantly reduced from those currently reported in the Final Safety Analysis Report (FSAR). Revised hazard and accident analysis and a revised control recommendation will be reflected in an Authorization Basis Amendment to be submitted at the Department of Energy, Office of River Protection's (ORP's) request by June 30, 2000 to satisfy ORP Performance Incentive (PI) 2.1.1, Revision 1, ''Authorization Basis Management Process Efficiency Improvement''. The scope of the control decision meetings was to address all waste transfer leak-related hazardous conditions identified in the Tank Farm hazard analysis database, excluding those associated with the use of the Replacement Cross-Site Transfer System (RCSTS) slurry line and sluicing of Tank 241-C-106, which is addressed in FSAR Addendum …

As a Department of Energy (DOE) Facility whose operations involve the use of radionuclides, Lawrence Livermore National Laboratory (LLNL) is subject to the requirements of 40 CFR 61, the National Emission Standards for Hazardous Air Pollutants (NESHAPs). Subpart H of this Regulation establishes standards for exposure of the public to radionuclides (other than radon) released from DOE Facilities (Federal Register, 1989). These regulations limit the emission of radionuclides to ambient air from DOE facilities (see Section 2.0). Under the NESHAPs Subpart H Regulation (hereafter referred to as NESHAPs), DOE facilities are also required to establish a quality assurance program for radionuclide emission measurements; specific requirements for preparation of a Quality Assurance Program Plan (QAPP) are given in Appendix B, Method 114 of 40 CFR 61. Throughout this QAPP, the specific Quality Assurance Method elements of 40 CFR 61 Subpart H addressed by a given section are identified. In addition, the US Environmental Protection Agency (US EPA) (US EPA, 1994a) published draft requirements for QAPP's prepared in support of programs that develop environmental data. A superconducting quadrupole magnet array for a heavy ion fusion driver

A multi-channel quadrupole array has been proposed to increase beam intensity and reduce space charge effects in a Heavy Ion Fusion Driver. A single array unit composed of several quadrupole magnets, each with its own beam line, will be placed within a ferromagnetic accelerating core whose cost is directly affected by the array size. A large number of focusing arrays will be needed along the accelerating path. The use of a superconducting quadrupole magnet array will increase the field and reduce overall cost. We report here on the design of a compact 3 x 3 superconducting quadrupole magnet array. The overall array diameter and length including the cryostat is 900 x 700 mm. Each of the 9 quadrupole magnets has a 78 mm warm bore and an operating gradient of 50 T/m over an effective magnetic length of 320 mm.

Dr. Bashar al-Asad seems poised to succeed his father, the late President Hafiz al-Asad, following the latter's death from a heart attack on June 10, 2000; however, Bashar is untested and may face challenges from other leading figures or dissidents. No major changes in Syria's position on peace talks with Israel or relations with the United States seem likely while the successor regime consolidates its control.

Ion storage techniques and time-of-flight mass spectrometry in physical forensic science

Effective investigative analysis requires proper selection of sample-collection procedures, preservation, and analysis methods. To achieve these objectives it is essential to tailor the collection and analysis methods to the application requirements, which are constrained by different parameters such as analysis time, sample concentration, matrix interferences, and analyte stability (e.g., surface activity (''stickiness'') and chemical reactivity). In addition, method optimization must be accomplished without compromising sample integrity. Maintaining sample integrity requires minimizing and characterizing contamination as well as reducing sample degradation and loss to prevent both false positive and negative detection, respectively. When specific constraints are defined, depending on target chemical(s) and application scenarios, it is sometimes necessary to modify or develop new equipment and methods to best satisfy the application requirements. For this work, we are interested in real-time monitoring of airborne chemicals, which are commonly referred to as volatile organic compounds (VOC). Although there are a number of techniques for remote analysis of VOCs, many of these applications do not provide the specificity and sensitivity needed in real-time application scenarios. For example, spectroscopic techniques are capable of providing low part-per-billion volume/volume (ppb v/v) detection if a compound is distributed over a large area, however, they provide limited compound structural …

The National Museum of the Pacific War presents an interview with Carl DuBose. DuBose joined the Army Air Forces in June of 1942. He served as a B-17 pilot with the 427th Bomb Squadron, 303rd Bomb Group. He deployed to England, and flew 36 combat missions over Germany, attacking airfields, submarine yards and railroads. DuBose returned to the US in October of 1944. He was assigned to Roswell, New Mexico, flying B-29s. He was discharged in December of 1945.

The training program for personnel performing waste management duties pertaining to the Plutonium Finishing Plant (PFP) Treatment and Storage Unit is governed by the general requirements established in the Plutonium Finishing Plant Dangerous Waste Training Plan (PFP DWTP). The PFP Treatment and Storage Unit DWTP presented below incorporates all of the components of the PFP DWTP by reference. The discussion presented in this document identifies aspects of the training program specific to the PFP Treatment and Storage Unit. The training program includes specifications for personnel instruction through both classroom and on-the-job training. Training is developed specific to waste management duties. Hanford Facility personnel directly involved with the PFP Treatment and Storage Unit will receive training to container management practices, spill response, and emergency response. These will include, for example, training in the cementation process and training pertaining to applicable elements of WAC 173-303-330(1)(d). Applicable elements from WAC 173-303-330(1)(d) for the PFP Treatment and Storage Unit include: procedures for inspecting, repairing, and replacing facility emergency and monitoring equipment; communications and alarm systems; response to fires or explosions; and shutdown of operations.

Clear Sky Identification Using Data From Remote Sensing Systems at ARM's Southern Great Plains Site

Clouds profoundly affect our weather and climate due, in large part, to their interactions with radiation. Unfortunately, our understanding of these interactions is, at best, incomplete, making it difficult to improve the treatment of atmospheric radiation in climate models. The improved treatment of clouds and radiation, and a better understanding of their interaction, in climate models is one of the Department of Energy's Atmospheric Radiation Measurement (ARM) Program's major goals. To learn more about the distribution of water and ice, i.e., clouds, within an atmospheric column, ARM has chosen to use the remote sensing of clouds, water vapor and aerosols at its three climatologically-diverse sites as its primary observational method. ARM's most heavily instrumented site, which has operated continuously for more than a decade, is its Southern Great Plains (SGP) Central Facility, located near Lamont, OK. Cloud-observing instruments at the Central Facility include the Whole Sky Imager, ceilometers, lidar, millimeter cloud radar, microwave radiometers and radiosondes.
