A letter report issued by the Government Accountability Office with an abstract that begins "The attacks on 9/11 underscored the federal government's need to facilitate terrorism-related information sharing among government, private sector, and foreign stakeholders. In response, the Intelligence Reform and Terrorism Prevention Act of 2004 mandated the creation of the Information Sharing Environment (ISE), which is described as an approach for the sharing of terrorism-related information. A presidentially appointed Program Manager oversees ISE development with assistance from the Information Sharing Council (ISC), a forum for 16 information sharing officials from federal agencies and departments. GAO was asked to report on (1) what actions have been taken to guide the design and implementation of the ISE and (2) what efforts have been made to report on progress in implementing the ISE. To perform this work, GAO reviewed related laws, directives, guidance, and ISE planning and reporting documents and interviewed officials from the Program Manager's office and key agencies who serve on the ISC."

Testimony issued by the Government Accountability Office with an abstract that begins "From the terrorist attacks of September 11, 2001, to Hurricane Katrina, homeland security risks vary widely. The nation can neither achieve total security nor afford to protect everything against all risks. Managing these risks is especially difficult in today's environment of globalization, increasing security interdependence, and growing fiscal challenges for the federal government. Broadly defined, risk management is a process that helps policymakers assess risk, strategically allocate finite resources, and take actions under conditions of uncertainty. GAO convened a forum of 25 national and international experts on October 25, 2007, to advance a national dialogue on applying risk management to homeland security. Participants included federal, state, and local officials and risk management experts from the private sector and academia. Forum participants identified (1) what they considered to be effective risk management practices used by organizations from the private and public sectors and (2) key challenges to applying risk management to homeland security and actions that could be taken to address them. Testimony issued by the Government Accountability Office with an abstract that begins "The U.S. Mission in Mexico is the Department of State's largest consular operation. In fiscal year 2007, it processed 1.5 million of the 8 million nonimmigrant visas (NIV) State handled worldwide. The U.S. Mission in Mexico also provided services, including passport processing and emergency assistance, to 20,000 American citizens in fiscal year 2007. This already significant consular workload is expected to increase dramatically in the coming years as millions of NIV Border Crossing Cards issued in Mexico between fiscal years 1998 and 2002 expire and need to be renewed. In addition, the implementation of new travel requirements under the Western Hemisphere Travel Initiative (WHTI) will, for the first time, require U.S. citizens to carry passports, or other approved documentation, when traveling between the United States and Mexico. This testimony addresses (1) State's estimates of the workload for consulates in Mexico through 2012 resulting from, in particular, new travel requirements and the reissue of Border Crossing Cards; and (2) the actions State has taken to ensure consulates in Mexico keep pace with projected workload increases through 2012. Testimony issued by the Government Accountability Office with an abstract that begins "The Kaiserslautern Military Community Center (KMCC) is one of many projects initiated at Ramstein Air Base to upgrade capabilities of the base as a result of the consolidation of military bases in Europe. The KMCC is intended to provide lodging, dining, shopping, and entertainment for thousands of U.S. military and civilian personnel and their families in the area. Construction on the project, which began in late 2003, was originally scheduled to be completed in early 2006. On June 28, 2007, GAO testified that construction deficiencies and mismanagement had drawn into question when the project would be completed and at what cost. This testimony discusses updated findings related to the KMCC project. The testimony describes (1) the current status of the KMCC construction project, (2) whether oversight and internal control improvements have been made by the Air Force since GAO's last testimony, and (3) if other projects recently completed in the KMCC area have experienced problems similar to those affecting the KMCC. Thermal-fluid and electrochemical modeling and performance study of a planar solid oxide electrolysis cell : analysis on SOEC resistances, size, and inlet flow conditions.

Argonne National Laboratory and Idaho National Laboratory researchers are analyzing the electrochemical and thermal-fluid behavior of solid oxide electrolysis cells (SOECs) for high temperature steam electrolysis using computational fluid dynamics (CFD) techniques. The major challenges facing commercialization of steam electrolysis technology are related to efficiency, cost, and durability of the SOECs. The goal of this effort is to guide the design and optimization of performance for high temperature electrolysis (HTE) systems. An SOEC module developed by FLUENT Inc. as part of their general CFD code was used for the SOEC analysis by INL. ANL has developed an independent SOEC model that combines the governing electrochemical mechanisms based on first principals to the heat transfer and fluid dynamics in the operation of SOECs. The ANL model was embedded into the commercial STAR-CD CFD software, and is being used for the analysis of SOECs by ANL. The FY06 analysis performed by ANL and reported here covered the influence of electrochemical properties, SOEC component resistances and their contributing factors, SOEC size and inlet flow conditions, and SOEC flow configurations on the efficiency and expected durability of these systems. Simulations of the Defense Waste Processing Facility (DWPF) Chemical Processing Cell vessels were performed with the primary purpose of producing melter feeds for the beaded frit program plus obtaining samples of simulated slurries containing high concentrations of noble metals for off-site analytical studies for the hydrogen program. Eight pairs of 22-L simulations were performed of the Sludge Receipt and Adjustment Tank (SRAT) and Slurry Mix Evaporator (SME) cycles. These sixteen simulations did not contain mercury. Six pairs were trimmed with a single noble metal (Ag, Pd, Rh, or Ru). One pair had all four noble metals, and one pair had no noble metals. One supporting 4-L simulation was completed with Ru and Hg. Several other 4-L supporting tests with mercury have not yet been performed. This report covers the calculations performed on SRNL analytical and process data related to the noble metals and hydrogen generation. It was originally envisioned as a supporting document for the off-site analytical studies. Significant new findings were made, and many previous hypotheses and findings were given additional support as summarized below. Longitudinal Single-Bunch Instability in the ILC Damping Rings: Estimate of Current Threshold

Characterization of single-bunch instabilities in the International Linear Collider (ILC) damping rings (DRs) has been indicated as a high-priority activity toward completion of an engineering design. In this paper we report on a first estimate ofthe current thresholds for the instability using numerical and analytical models of the wake potentials associated with the various machine components. The numerical models were derived (upon appropriate scaling) from designs of the correspondingcomponents installed in existing machines. The current thresholds for instabilities were determined by numerical solution of the Vlasov equation for the longitudinal dynamics. For the DR baseline lattice as of Feb. 2007 we find the critical current forinstability to be safely above the design specifications leaving room for further optimization of the choice of the momentum compaction.

Electron Cyclotron Resonances in Electron Cloud Dynamics

We report a previously unknown resonance for electron cloud dynamics. The 2D simulation code"POSINST" was used to study the electron cloud buildup at different z positions in the International Linear Collider positron damping ring wiggler. An electron equilibrium density enhancement of up to a factor of 3 was found at magnetic field values for which the bunch frequency is an integral multiple of the electron cyclotron frequency. At low magnetic fields the effects of the resonance are prominent, but when B exceeds ~;;(2 pi mec/(elb)), with lb = bunch length, effects of the resonance disappear. Thus short bunches and low B fields are required for observing the effect. The reason for the B field dependence, an explanation of the dynamics, and the results of the 2D simulations and of a single-particle tracking code used to elucidate details of the dynamics are discussed.

SALTSTONE CY07 TCLP RESULTS

Saltstone waste forms were prepared in the Savannah River National Laboratory from Tank 50H samples and Z-Area premix material for each of the four quarters of calendar year 2007 (CY07). After the prescribed 28 day cure, samples of the saltstone were collected, and the waste form was shown to meet the South Carolina Hazardous Waste Management Regulations (SCHWMR) R.61-79.261.24 and R.61-79.268.48(a) requirements for a nonhazardous waste form with respect to RCRA metals and underlying hazardous constituents. These analyses met all quality assurance specifications of USEPA SW-846.

This technical report reflects the results of a workshop that was held to share results of research and applied work related to performance assessments conducted at United States Department of Energy sites. Key findings of this research and applied work are discussed and recommendations for future activities are provided.

Timescales of spherulite crystallization in obsidian inferred from water concentration profiles

We determined the kinetics of spherulite growth in obsidians from Krafla volcano, Iceland. We measured water concentration profiles around spherulites in obsidian by synchrotron Fourier transform infrared spectroscopy. The distribution of OH? groups surrounding spherulites decreases exponentially away from the spherulite-glass border, reflecting expulsion of water during crystallization of an anhydrous paragenesis (plagioclase + SiO2 + clinopyroxene + magnetite). This pattern is controlled by a balance between the growth rate of the spherulites and the diffusivity of hydrous solute in the rhyolitic melt. We modeled advective and diffusive transport of the water away from the growing spherulites by numerically solving the diffusion equation with a moving boundary. Numerical models fit the natural data best when a small amount of post-growth diffusion is incorporated in the model. Comparisons between models and data constrain the average spherulite growth rates for different temperatures and highlight size-dependent growth among a small population of spherulites.

Test Results of the AC Field Measurements of Fermilab Booster Corrector Magnets

Multi-element corrector magnets are being produced at Fermilab that enable correction of orbits and tunes through the entire cycle of the Booster, not just at injection. The corrector package includes six different corrector elements--normal and skew orientations of dipole, quadrupole, and sextupole--each independently powered. The magnets have been tested during typical AC ramping cycles at 15Hz using a fixed coil system to measure the dynamic field strength and field quality. The fixed coil is comprised of an array of inductive pick-up coils around the perimeter of a cylinder which are sampled simultaneously at 100 kHz with 24-bit ADC's. The performance of the measurement system and a summary of the field results are presented and discussed.

Friction Anisotropy: A unique and intrinsic property of decagonal quasicrystals

We show that friction anisotropy is an intrinsic property of the atomic structure of Al-Ni-Co decagonal quasicrystals and not only of clean and well-ordered surfaces that can be prepared in vacuum [J.Y. Park et al., Science (2005)]. Friction anisotropy is manifested both in nanometer size contacts obtained with sharp atomic force microscope (AFM) tips as well as in macroscopic contacts produced in pin-on-disc tribometers. We show that the friction anisotropy, which is not observed when an amorphous oxide film covers the surface, is recovered when the film is removed due to wear. Equally important is the loss of the friction anisotropy when the quasicrystalline order is destroyed due to cumulative wear. These results reveal the intimate connection between the mechanical properties of these materials and their peculiar atomic structure.

RECOMMENDED FRIT COMPOSITION FOR INITIAL SLUDGE BATCH 5 PROCESSING AT THE DEFENSE WASTE PROCESSING FACILITY

The Savannah River National Laboratory (SRNL) Frit Development Team recommends that the Defense Waste Processing Facility (DWPF) utilize Frit 418 for initial processing of high level waste (HLW) Sludge Batch 5 (SB5). The extended SB5 preparation time and need for DWPF feed have necessitated the use of a frit that is already included on the DWPF procurement specification. Frit 418 has been used previously in vitrification of Sludge Batches 3 and 4. Paper study assessments predict that Frit 418 will form an acceptable glass when combined with SB5 over a range of waste loadings (WLs), typically 30-41% based on nominal projected SB5 compositions. Frit 418 has a relatively high degree of robustness with regard to variation in the projected SB5 composition, particularly when the Na{sub 2}O concentration is varied. The acceptability (chemical durability) and model applicability of the Frit 418-SB5 system will be verified experimentally through a variability study, to be documented separately. Frit 418 has not been designed to provide an optimal melt rate with SB5, but is recommended for initial processing of SB5 until experimental testing to optimize a frit composition for melt rate can be completed. Interactions of Oxygen and Hydrogen on Pd(111) surface

The coadsorption and interactions of oxygen and hydrogen on Pd(1 1 1) was studied by scanning tunneling microscopy and density functional theory calculations. In the absence of hydrogen oxygen forms a (2 x 2) ordered structure. Coadsorption of hydrogen leads to a structural transformation from (2 x 2) to a ({radical}3 x {radical}3)R30 degree structure. In addition to this transformation, hydrogen enhances the mobility of oxygen. To explain these observations, the interaction of oxygen and hydrogen on Pd(1 1 1) was studied within the density functional theory. In agreement with the experiment the calculations find a total energy minimum for the oxygen (2 x 2) structure. The interaction between H and O atoms was found to be repulsive and short ranged, leading to a compression of the O islands from (2 x 2) to ({radical}3 x {radical}3)R30 degree ordered structure at high H coverage. The computed energy barriers for the oxygen diffusion were found to be reduced due to the coadsorption of hydrogen, in agreement with the experimentally observed enhancement of oxygen mobility. The calculations also support the finding that at low temperatures the water formation reaction does not occur on Pd(1 1 1).

MRI of Heterogeneous Hydrogenation Reactions Using Parahydrogen Polarization

The power of magnetic resonance imaging (MRI) is its ability to image the internal structure of optically opaque samples and provide detailed maps of a variety of important parameters, such as density, diffusion, velocity and temperature. However, one of the fundamental limitations of this technique is its inherent low sensitivity. For example, the low signal to noise ratio (SNR) is particularly problematic for imaging gases in porous materials due to the low density of the gas and the large volume occluded by the porous material. This is unfortunate, as many industrially relevant chemical reactions take place at gas-surface interfaces in porous media, such as packed catalyst beds. Because of this severe SNR problem, many techniques have been developed to directly increase the signal strength. These techniques work by manipulating the nuclear spin populations to produce polarized} (i.e., non-equilibrium) states with resulting signal strengths that are orders of magnitude larger than those available at thermal equilibrium. This dissertation is concerned with an extension of a polarization technique based on the properties of parahydrogen. Jack Rabbit Pretest 2021E PT3 Photonic Doppler Velocimetry Data Volume 3 Section 1

The Jack Rabbit Pretest (PT) 2021E PT3 was fired on March 12, 2008 at the Contained Firing Facility, Site 300, Lawrence Livermore National Laboratory. This experiment is part of an effort to determine the properties of LX-17 in a regime where corner-turning behavior and dead-zone formation are not well understood. Photonic Doppler Velocimetry (PDV) measured diagnostic plate velocities confirming the presence of a persistent LX-17 dead-zone formation and the resultant impulse gradient applied under the diagnostic plate. The Jack Rabbit Pretest 2021E PT3, 120 millimeter diameter experiment returned data on all eight PDV probes. The probes measured on the central axis and at 10, 20, 25, 30, 35, 40, 50 millimeters from the central axis. The experiment was shot at an ambient room temperature of 65 degrees Fahrenheit. The earliest PDV signal extinction was 41.7 microseconds at 30 millimeters. The latest PDV signal extinction time was 65.0 microseconds at 10 millimeters. The measured velocity ranged from meters per second to thousands of meters per second. First detonation wave induced jump-off was measured at 40 millimeters at 10.9 microseconds. The PDV data provided an unambiguous indication of dead-zone formation and an impulse gradient applied to the diagnostic plate. The central axis …
