Treasury has articulated broad principles for exiting TARP, including exiting TARP programs as soon as practicable and seeking to maximize taxpayer returns, goals that at times conflict. Some of the programs that Treasury continues to unwind, such as investments in American International Group, Inc. (AIG), require Treasury to actively manage the timing of its exit as it balances its competing goals. For other programs, such as the Capital Purchase Program (CPP)—which was created to provide capital to financial institutions—Treasury’s exit will be driven primarily by the financial condition of the participating institutions. A letter report issued by the Government Accountability Office with an abstract that begins "During the initial implementation of mandatory reporting for non-group health plans (NGHP), the workloads of and Centers for Medicare & Medicaid Services (CMS) payments to Medicare Secondary Payer (MSP) contractors, and Medicare savings, all increased. From 2008 through 2011, the NGHP workloads of all three contractors CMS uses to implement the process for MSP situations—the Coordination of Benefits Contractor (COBC), the Medicare Secondary Payer Recovery Contractor (MSPRC), and the Workers’ Compensation Review Contractor (WCRC)—increased to varying degrees. For example, from 2008 through 2011, the number of NGHP MSP situations voluntarily reported to the COBC increased from about 142,000 to about 392,000, the number of NGHP cases established by the MSPRC increased from about 238,000 to about 480,000, and the number of Medicare set-aside proposals submitted to the WCRC increased from about 20,000 to almost 29,000. From 2008 through 2011, the total CMS payments to the MSP contractors increased by about $21 million, and Medicare savings from known NGHP situations that CMS is able to track—including savings from claims denials and conditional payment recoveries—increased by about $124 million. Since the act was passed on December 23, 2011, there has been limited activity subject to air emission regulations or permitting on the OCS off Alaska's north coast, according to officials at the EPA and Interior. EPA officials stated that, before the act was passed, EPA had issued to Shell Gulf of Mexico Inc. and Shell Offshore, Inc., collectively, three air emission permits for drilling and other activities on the OCS off Alaska's north coast. These programs provide offenders with intensive court supervision, mandatory drug testing, substance-abuse treatment, and other social services as an alternative to adjudication or incarceration. As of June 2010, there were over 2,500 drug courts operating nationwide, of which about 1,400 target adult offenders. The Department of Justice's (DOJ) Bureau of Justice Assistance (BJA) administers the Adult Drug Court Discretionary Grant Program, which provides financial and technical assistance to develop and implement adult drug-court programs. DOJ requires grantees that receive funding to provide data that measure their performance. In response to the Fair Sentencing Act of 2010, this report assesses (1) data DOJ collected on the performance of federally funded adult drug courts and to what extent DOJ used these data in making grant- related decisions, and (2) what is known about the effectiveness of drug courts. GAO assessed performance data DOJ collected in fiscal year 2010 and reviewed evaluations of 32 drug- court programs and 11 cost-benefit studies issued from February 2004 through March 2011."

A letter report issued by the Government Accountability Office with an abstract that begins "A significant amount of water is produced daily as a byproduct from drilling of oil and gas. A 2009 Argonne National Laboratory study estimated that 56 million barrels of water are produced onshore every day, but this study may underestimate the current total volume because it is based on limited, and in some cases, incomplete data generated by the states. In general, the volume of produced water generated by a given well varies widely according to three key factors: the hydrocarbon being produced, the geographic location of the well, and the method of production used. For example, some gas wells typically generate large volumes of water early in production, whereas oil wells typically generate less. Generally, the quality of produced water from oil and gas production is poor, and it cannot be readily used for another purpose without prior treatment. The specific quality of water produced by a given well, however, can vary widely according to the same three factors that impact volume—hydrocarbon, geography, and production method."

Today's threats are diffuse and ambiguous, making it difficult--if not impossible--for any single federal agency to address them alone. Effective collaboration among multiple agencies and across federal, state, and local governments is critical. A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Health and Human Services’ (HHS) use of special hiring authorities under 42 U.S.C. §§ 209(f) and (g) has increased in recent years. Nearly all HHS Title 42 employees work in one of three HHS operating divisions: the National Institutes of Health (NIH), the Food and Drug Administration (FDA), and the Centers for Disease Control and Prevention (CDC). Title 42 employees at HHS serve in a variety of areas, including scientific and medical research support and in senior, director-level leadership positions. At NIH, one-quarter of all employees, and 44 percent of its researchers and clinical practitioners, were Title 42 appointees. HHS reported that Title 42 enables the agency to quickly fill knowledge gaps so medical research can progress and to respond to medical emergencies. HHS further reported Title 42 provides the compensation flexibility to compete with the private sector. In fiscal year 2011, HUD awarded $113 million to the Housing Choice Voucher Family Self-Sufficiency (FSS), Public Housing FSS, and Resident Opportunity and Self-Sufficiency Service Coordinators (ROSS SC) programs. Public housing agencies (PHA) with HOPE VI grants or designated as Moving to Work (MTW) agencies spent a portion of their funds on activities that encourage self-sufficiency, but the amounts MTW agencies spent are not known for the program as a whole. Additionally, data on resident participation in the five programs were limited. The number of families that participated in the FSS programs and ROSS SC cannot be reliably assessed due to missing start dates, end dates, and annual updates, and a lack of reporting guidance. HOPE VI data on residents' participation does not include information on the elderly or persons with disabilities. Programwide MTW data on participation generally were unavailable. Since April 2009, GAO has published bimonthly reports on our findings related to federal, state, and local implementation of the Recovery Act. Currently, we are examining the efforts of selected states and local educational agencies (LEA) to ensure appropriate uses of Recovery Act funds. In North Carolina, we have been reviewing efforts undertaken by the North Carolina Department of Public Instruction (DPI) and selected LEAs to administer and oversee the use of Recovery Act funds under the State Fiscal Stabilization Fund (SFSF) education stabilization funds; Title I of the Elementary and Secondary Education Act of 1965 (ESEA Title I), as amended; and Part B of the Individuals with Disabilities Education Act (IDEA); as amended. The Corps relies heavily on these structures--including some with more recent designs--in the Middle Mississippi, between the confluences of the Missouri and Ohio Rivers. Over the past few decades, some researchers have raised concerns about the structures' cumulative impacts on the environment and the height of floodwaters. For the Corps' river training structures in the Middle Mississippi, GAO was asked to examine (1) key requirements and directives that govern their use, (2) how the Corps has addressed key environmental requirements, (3) the extent to which their hydrologic and environmental impacts are monitored, and (4) concerns that researchers have raised about hydrologic and environmental impacts and how the Corps has responded. A letter report issued by the Government Accountability Office with an abstract that begins "The eight federal agencies GAO reviewed generally developed, but inconsistently implemented, policies and procedures for responding to a data breach involving personally identifiable information (PII) that addressed key practices specified by the Office of Management and Budget (OMB) and the National Institute of Standards and Technology. The agencies reviewed generally addressed key management and operational practices in their policies and procedures, although three agencies had not fully addressed all key practices. For example, the Department of the Army (Army) had not specified the parameters for offering assistance to affected individuals. In addition, the implementation of key operational practices was inconsistent across the agencies. The Army, VA, and the Federal Deposit Insurance Corporation had not documented how risk levels had been determined and the Army had not offered credit monitoring consistently. Further, none of the agencies we reviewed consistently documented the evaluation of incidents and resulting lessons learned. Incomplete guidance from OMB contributed to this inconsistent implementation. As a result, these agencies may not be taking corrective actions consistently to limit the risk to individuals from PII-related data breach incidents."

Nearly the same number of suppliers submitted a similar number of bids for both the CBP round 1 rebid and round 1. Many suppliers continued to have difficulty complying with financial documentation requirements; however, the number of bids disqualified in the round 1 rebid was significantly less than for round 1. After being notified of their bid results, some suppliers were found to have bids that were disqualified incorrectly and were subsequently offered round 1 rebid contracts. About one-third of the bidding suppliers were awarded CBP contracts."
