River Protection Project (RPP) Dangerous Waste Training Plan

This supporting document contains the training plan for dangerous waste management at River Protection Project TSD Units. This document outlines the dangerous waste training program developed and implemented for all Treatment, Storage, and Disposal (TSD) Units operated by River Protection Project (RPP) in the Hanford 200 East, 200 West and 600 Areas and the <90 Day Accumulation Area at 209E. Operating TSD Units managed by RPP are: the Double-Shell Tank (DST) System, 204-AR Waste Unloading Facility, Grout, and the Single-Shell Tank (SST) System. The program is designed in compliance with the requirements of Washington Administrative Code (WAC) 173-303-330 and Title 40 Code of Federal Regulations (CFR) 265.16 for the development of a written dangerous waste training program and the Hanford Facility Permit. Training requirements were determined by an assessment of employee duties and responsibilities. The RPP training program is designed to prepare employees to operate and maintain the Tank Farms in a safe, effective, efficient, and environmentally sound manner. In addition to preparing employees to operate and maintain the Tank Farms under normal conditions, the training program ensures that employees are prepared to respond in a prompt and effective manner should abnormal or emergency conditions occur. Multi Canister Overpack (MCO) Handling Machine Trolley Seismic Uplift Constraint Design Loads

The MCO Handling Machine (MHM) trolley moves along the top of the MHM bridge girders on east-west oriented rails. To prevent trolley wheel uplift during a seismic event, passive uplift constraints are provided as shown in Figure 1-1. North-south trolley wheel movement is prevented by flanges on the trolley wheels. When the MHM is positioned over a Multi-Canister Overpack (MCO) storage tube, east-west seismic restraints are activated to prevent trolley movement during MCO handling. The active seismic constraints consist of a plunger, which is inserted into slots positioned along the tracks as shown in Figure 1-1. When the MHM trolley is moving between storage tube positions, the active seismic restraints are not engaged. The MHM has been designed and analyzed in accordance with ASME NOG-1-1995. The ALSTHOM seismic analysis (Reference 3) reported seismic uplift restraint loading and EDERER performed corresponding structural calculations. The ALSTHOM and EDERER calculations were performed with the east-west seismic restraints activated and the uplift restraints experiencing only vertical loading. In support of development of the CSB Safety Analysis Report (SAR), an evaluation of the MHM seismic response was requested for the case where the east-west trolley restraints are not engaged. This document presents the significant management features for polychlorinated biphenyl (PCB) wastes in the double-shell tank (DST) system, discussed in Sections 2.0 through 4.0. Section 2.0 delineates the decision limits for acceptance of PCB wastes into and within the DST system. Section 3.0 briefly discusses the process for obtaining a baseline PCB inventory. The PCB inventory tracking system for waste transfers into and within the DST system is described in Section 4.0. The implementation of this PCB management plan is described in Section 5.0. Section 6.0 names the organizations responsible for implementation of the plans elements.

Characterization, Washing, Leaching, and Filtration of C-104 Sludge

Approximately 1,400 g of wet Hanford Tank C-104 Sludge was evaluated by Battelle for the high-level waste (HLW) pretreatment processes of ultrafiltration, dilute caustic washing, and elevated-temperature caustic leaching. The filterability of diluted C-104 sludge was measured with a 0.1-{micro}m sintered metal Mott filter using a 24-inch-long, single-element, crossflow filtration system (cells unit filter [CUF]). While the filtrate was being recirculated prior to washing and leaching, a 6.9 wt% solids slurry was evaluated with a matrix of seven 1-hour conditions of varying trans-membrane pressure (30 to 70 psid) and axial velocity (9 to 15 ft/s). The filtrate flux and backpulse efficiency were determined for each condition. The slurry was concentrated to 23 wt% solids, a second matrix of six 1-hour conditions was performed, and data analogous to that recorded in the first matrix were obtained. The low-solids-concentration matrix produced filtrate flux rates that ranged from 0.038 to 0.083 gpm/ft{sup 2}. The high-solids-concentration matrix produced filtrate flux rates that ranged from 0.0095 to 0.0172 gpm/ft{sup 2}. In both cases, the optimum filtrate flux was at the highest axial velocity (15 ft/s) and transmembrane pressure had little effect. Component Technology for High-Performance Scientific Simulation Software

We are developing scientific software component technology to manage the complexity of modem, parallel simulation software and increase the interoperability and re-use of scientific software packages. In this paper, we describe a language interoperability tool named Babel that enables the creation and distribution of language-independent software libraries using interface definition language (IDL) techniques. We have created a scientific IDL that focuses on the unique interface description needs of scientific codes, such as complex numbers, dense multidimensional arrays, complicated data types, and parallelism. Preliminary results indicate that in addition to language interoperability, this approach provides useful tools for thinking about the design of modem object-oriented scientific software libraries. Finally, we also describe a web-based component repository called Alexandria that facilitates the distribution, documentation, and re-use of scientific components and libraries.
