Management Report: Improvements Needed in SEC's Internal Controls and Accounting Procedures
Correspondence issued by the Government Accountability Office with an abstract that begins "On November 14, 2008, we issued our opinion on the U.S. Securities and Exchange Commission's (SEC) fiscal years 2008 and 2007 financial statements. We also issued our opinion on the effectiveness of SEC's internal control over financial reporting (including safeguarding of assets) and over compliance as of September 30, 2008, and our evaluation of SEC's compliance with selected provisions of laws and regulations during fiscal year 2008. The purpose of this report is to present issues identified during our fiscal year 2008 audit of SEC's internal controls and accounting procedures and to recommend actions to address these issues. Accordingly, in this report we are making 19 recommendations to SEC to strengthen internal controls and accounting procedures. These recommendations are in addition to 24 remaining recommendations included in prior year audits of SEC's financial statements that still need to be fully addressed."

Geostationary Operational Environmental Satellites: Acquisition Is Under Way, but Improvements Needed in Management and Oversight
A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Commerce's National Oceanic and Atmospheric Administration (NOAA), with the aid of the National Aeronautics and Space Administration (NASA), plans to procure the next generation of geostationary operational environmental satellites, called the Geostationary Operational Environmental Satellite-R series (GOES-R). GOES-R is to replace the current series of satellites, which will likely begin to reach the end of their useful lives in approximately 2014. This series is considered critical to the United States' ability to maintain the continuity of data required for weather forecasting through the year 2028. GAO was asked to (1) determine the status of the GOES-R program, (2) evaluate whether plans for the acquisition address problems experienced on similar programs, and (3) determine whether NOAA's plan will be adequate to support current data requirements. To do so, GAO analyzed contractor and program data and interviewed officials from NOAA and NASA."

PNNL Apatite Investigation at 100-NR-2 Quality Assurance Project Plan
In 2004, the U.S. Department of Energy, Fluor Hanford, Inc., Pacific Northwest National Laboratory (PNNL), and the Washington Department of Ecology agreed that the long-term strategy for groundwater remediation at the 100-N Area would include apatite sequestration as the primary treatment, followed by a secondary treatment if necessary. Since then, the agencies have worked together to agree on which apatite sequestration technology has the greatest chance of reducing strontium-90 flux to the Columbia River. This Quality Assurance Project Plan provides the quality assurance requirements and processes that will be followed by staff working on the PNNL Apatite Investigation at 100-NR-2 Project. The plan is designed to be used exclusively by project staff.

Letter Report Yucca Mountain Environmental Monitoring Systems Initiative - Air Quality Scoping Study for Crater Flat, Nye County, Nevada
The Desert Research Institute (DRI) is performing a scoping study as part of the U.S. Department of Energy's Yucca Mountain Environmental Monitoring Systems Initiative (EMSI). The main objective is to obtain baseline air quality information for Yucca Mountain and an area surrounding the Nevada Test Site (NTS). Air quality and meteorological monitoring and sampling equipment housed in a mobile trailer (shelter) (cover page figure) is collecting data at eight sites outside the NTS, including Ash Meadows National Wildlife Refuge (NWR), Beatty, Sarcobatus Flats, Rachel, Caliente, Pahranagat NWR, Crater Flat, and Tonopah Airport, and at four sites on the NTS (Engelbrecht et al., 2007a-d). The trailer is stationed at any one site for approximately eight weeks at a time. This letter report provides a summary of air quality and meteorological data, on completion of the site's sampling program.

Basin-Scale Hydrologic Impacts of CO2 Storage: Regulatory and Capacity Implications
Industrial-scale injection of CO{sub 2} into saline sedimentary basins will cause large-scale fluid pressurization and migration of native brines, which may affect valuable groundwater resources overlying the deep sequestration reservoirs. In this paper, we discuss how such basin-scale hydrologic impacts can (1) affect regulation of CO{sub 2} storage projects and (2) may reduce current storage capacity estimates. Our assessment arises from a hypothetical future carbon sequestration scenario in the Illinois Basin, which involves twenty individual CO{sub 2} storage projects in a core injection area suitable for long-term storage. Each project is assumed to inject five million tonnes of CO{sub 2} per year for 50 years. A regional-scale three-dimensional simulation model was developed for the Illinois Basin that captures both the local-scale CO{sub 2}-brine flow processes and the large-scale groundwater flow patterns in response to CO{sub 2} storage. The far-field pressure buildup predicted for this selected sequestration scenario suggests that (1) the area that needs to be characterized in a permitting process may comprise a very large region within the basin if reservoir pressurization is considered, and (2) permits cannot be granted on a single-site basis alone because the near- and far-field hydrologic response may be affected by interference between individual …

Steelhead Kelt Reconditioning and Reproductive Success, 2008 Annul Report.
Iteroparity, the ability to repeat spawn, is a natural life history strategy that is expressed by some species from the family Salmonidae. Current rates of observed steelhead Oncorhynchus mykiss iteroparity rates in the Columbia River Basin are severely depressed due to anthropogenic development which includes operation of the hydropower system and other habitat degradations. Artificial reconditioning, which is the process of culturing post-spawned fish (kelts) in a captive environment until they are able to reinitiate feeding, growth, and redevelop mature gonads, is evaluated in this study as method to restore depressed steelhead populations. To test the efficacy of steelhead kelt reconditioning as a management and recovery tool different scenarios were investigated ranging from very low intensity (collect and transport fish) to high intensity (collect and feed fish in captivity until rematuration). Examinations of gamete and progeny viability were performed for first-time spawners and reconditioned kelt steelhead. We have continued to examine reproductive success of reconditioned kelt steelhead in Omak Creek using microsatellite loci to perform parentage analysis on juvenile O. mykiss . FIRST STEPS INTO AN ENERGY EFFECIENT FUTURE
Red Lake Band of Chippewa Indians proposes to develop a more sustainable, affordable and autonomous energy future for Tribal Members. The Band will develop the capacity to conduct energy audits, to implement energy efficiency measures in tribal homes, and to build more energy efficient housing. This will be done by providing direct classroom and on the job training for Tribal members to conduct the energy audits and the installation of insulation.

Review of Recent Aging-Related Degradation Occurrences of Structures and Passive Components in U.S. Nuclear Power Plants
The Korea Atomic Energy Research Institute (KAERI) and Brookhaven National Laboratory (BNL) are collaborating to develop seismic capability evaluation technology for degraded structures and passive components (SPCs) under a multi-year research agreement. To better understand the status and characteristics of degradation of SPCs in nuclear power plants (NPPs), the first step in this multi-year research effort was to identify and evaluate degradation occurrences of SPCs in U.S. NPPs. This was performed by reviewing recent publicly available information sources to identify and evaluate the characteristics of degradation occurrences and then comparing the information to the observations in the past. Ten categories of SPCs that are applicable to Korean NPPs were identified, comprising of anchorage, concrete, containment, exchanger, filter, piping system, reactor pressure vessel, structural steel, tank, and vessel. Software tools were developed to expedite the review process. Results from this review effort were compared to previous data in the literature to characterize the overall degradation trends.
