Health Workforce: Ensuring Adequate Supply and Distribution Remains Challenging

Testimony issued by the General Accounting Office with an abstract that begins "This testimony discusses (1) the shortage of healthcare workers and (2) the lessons learned by the National Health Service Corps (NHSC) in addressing these shortages. GAO found that problems in recruiting and retaining health care professionals could worsen as demand for these workers increases. High levels of job dissatisfaction among nurses and nurses aides may also play a crucial role in current and future nursing shortages. Efforts to improve the workplace environment may both reduce the likelihood of nurses and nurse aides leaving the field and encourage more young people to enter the nursing profession. Nonetheless, demographic forces will continue to widen the gap between the number of people needing care and the nursing staff available. As a result, the nation will face a caregiver shortage very different from shortages of the past. More detailed data are needed, however, to delineate the extent and nature of nurse and nurse aide shortages to assist in planning and targeting corrective efforts. Better coordination of NHSC placements, with waivers for foreign U.S.-educated physicians, could help more needy areas. Small Business: More Transparency Needed in Prime Contract Goal Program

A letter report issued by the General Accounting Office with an abstract that begins "The Small Business Reauthorization Act of 1997 directed the President to set a goal of awarding not less than 23 percent of the federal government's prime contracting dollars to small business for each fiscal year. The Small Business Administration (SBA) is charged with working with federal agencies to ensure that agency goals, in the aggregate, meet or exceed the overall goal. To help SBA determine if agency goals are being met, the Federal Procurement Data Center (FPDC)--part of the General Services Administration--collects data on all federal contract actions and calculates the government's annual small business achievements on the basis of procurement information received from the agencies. This report reviews (1) SBA's process for establishing annual small business prime contract goals and the reasons for recent changes to the process; (2) the types of contracts that are excluded when achievements are calculated, as well as SBA's rationale for excluding them; and (3) the dollar value of the excluded contracts. Testimony issued by the General Accounting Office with an abstract that begins "This testimony discusses the Office of National Drug Control Policy's (ONDCP) advertising contract for Phase III of the National Youth Anti-Drug Media Campaign. GAO found that the contractor, Ogilvy & Mather, improperly charged the government for some of its labor costs incurred under this contract. Ogivley & Mather submitted time sheets claiming hours that some employees said they did not work on the anti-drug media campaign. In addition, the company made little progress toward restructuring its accounting system to meet government requirements until nearly two years after the contract was awarded. The government poorly managed aspects of the award and administration of the contract. The Department of Health and Human Services (HHS) should not have awarded this cost-reimbursement contract without determining whether the contractor had an adequate cost accounting system. In addition, HHS should have reviewed the appropriateness of the large amount of money that the technical representative recommended be disallowed from the contractor's invoices, or arranged for an audit of the contract. The technical representative appropriately brought allegations of improper billing to the attention of ONDCP management, but ONDCP management did not take prompt action to investigate …

Remote-Handled Transuranic Content Codes

The Remote-Handled Transuranic (RH-TRU) Content Codes (RH-TRUCON) document representsthe development of a uniform content code system for RH-TRU waste to be transported in the 72-Bcask. It will be used to convert existing waste form numbers, content codes, and site-specificidentification codes into a system that is uniform across the U.S. Department of Energy (DOE) sites.The existing waste codes at the sites can be grouped under uniform content codes without any lossof waste characterization information. The RH-TRUCON document provides an all-encompassing|description for each content code and compiles this information for all DOE sites. Compliance withwaste generation, processing, and certification procedures at the sites (outlined in this document foreach content code) ensures that prohibited waste forms are not present in the waste. The contentcode gives an overall description of the RH-TRU waste material in terms of processes and|packaging, as well as the generation location. This helps to provide cradle-to-grave traceability ofthe waste material so that the various actions required to assess its qualification as payload for the72-B cask can be performed. The Application of System Dynamics to the Integration of National Laboratory Research and K-12 Education

The Idaho National Engineering and Environmental Laboratory (INEEL) is dedicated to finding solutions to problems related to the environment, energy, economic competitiveness, and national security. In an effort to attract and retain the expertise needed to accomplish these challenges, the INEEL is developing a program of broad educational opportunities that makes continuing education readily available to all laboratory employees, beginning in the K–12 environment and progressing through post-graduate education and beyond. One of the most innovative educational approaches being implemented at the laboratory is the application of STELLA© dynamic learning environments, which facilitate captivating K–12 introductions to the complex energy and environmental challenges faced by global societies. These simulations are integrated into lesson plans developed by teachers in collaboration with INEEL scientists and engineers. This approach results in an enjoyable and involved learning experience, and an especially positive introduction to the application of science to emerging problems of great social and environmental consequence.

X-ray Measurements of a Thermo Scientific P385 DD Neutron Generator

Idaho National Laboratory is experimenting with electrical neutron generators, as potential replacements for californium-252 radioisotopic neutron sources in its PINS prompt gamma-ray neutron activation analysis (PGNAA) system for the identification of military chemical warfare agents and explosives. In addition to neutron output, we have recently measured the x-ray output of the Thermo Scientific P385 deuterium-deuterium neutron generator. X-rays are a normal byproduct from a neutron generator and depending on their intensity and energy they can interfere with gamma rays from the object under test, increase gamma-spectrometer dead time, and reduce PGNAA system throughput. The P385 x-ray energy spectrum was measured with a high-purity germanium (HPGe) detector, and a broad peak is evident at about 70 keV. To identify the source of the x-rays within the neutron generator assembly, it was scanned by collimated scintillation detectors along its long axis. At the strongest x-ray emission points, the generator also was rotated 60° between measurements. The scans show the primary source of x-ray emission from the P385 neutron generator is an area 60 mm from the neutron production target, in the vicinity of the ion source. Characterization of Nanostructural Features in Irradiated Reactor Pressure Vessel Model Alloys

Irradiation embrittlement in nuclear reactor pressure vessel steels results from the formation of a high number density of nanometer-sized copper rich precipitates and sub-nanometer defect-solute clusters. We present results of small angle neutron scattering (SANS) and positron annihilation spectroscopy (PAS) characterization of the nanostructural features formed in binary and ternary Fe-Cu-Mn alloys irradiated at {approx}290 C. These complementary techniques provide insight into the composition and character of both types of nanoscale features. The SANS measurements indicate populations of copper-manganese precipitates and smaller vacancy-copper-manganese clusters. The PAS characterization, including both Doppler broadening and positron lifetime measurements, indicates the presence of essentially defect-free Cu precipitates in the Fe-Cu-Mn alloy and vacancy-copper clusters in the Fe-Cu alloy. Thus the SANS and PAS provide a self-consistent picture of nanostructures composed of copper-rich precipitates and vacancy solute cluster complexes and tend to discount high Fe concentrations in the CRPs.

Containment and Analysis Capability Insights Gained from Drop Testing Representative Spent Nuclear Fuel Containers

The National Spent Nuclear Fuel Program (NSNFP), operating from the Idaho National Engineering and Environmental Laboratory (INEEL), developed the standardized Department of Energy (DOE) spent nuclear fuel (SNF) canister. This canister is designed to be loaded with DOE SNF (including other radioactive materials) and then be used during interim storage, during transportation to the nation’s repository, and for final disposal at the repository without having to be reopened. The canister has been fully designed and has completed significant testing that clearly demonstrates that it can safely achieve its intended design goals. During 1999, nine 457-mm diameter test canisters were fabricated at the INEEL to represent the standardized DOE SNF canister design. Various "worst case" internals were incorporated. Seven of the test canisters were 4.57 m long and weighed approximately 2721 kg, while two were 3.00 m long and weighed approximately 1360 kg and 1725 kg. Seven of the test canisters were dropped from 9 m onto an essentially unyielding flat surface and one of the test canisters was dropped from 1 m onto a 15-cm diameter puncture post. Experimental Results of NWCF Run H4 Calcine Dissolution Studies Performed in FY-98 and -99

Dissolution experiments were performed on actual samples of NWCF Run H-4 radioactive calcine in fiscal years 1998 and 1999. Run H-4 is an aluminum/sodium blend calcine. Typical dissolution data indicates that between 90-95 wt% of H-4 calcine can be dissolved using 1gram of calcine per 10 mLs of 5-8M nitric acid at boiling temperature. Two liquid raffinate solutions composed of a WM-188/aluminum nitrate blend and a WM-185/aluminum nitrate blend were converted into calcine at the NWCF. Calcine made from each blend was collected and transferred to RAL for dissolution studies. The WM-188/aluminum nitrate blend calcine was dissolved with resultant solutions used as feed material for separation treatment experimentation. The WM-185/aluminum nitrate blend calcine dissolution testing was performed to determine compositional analyses of the dissolved solution and generate UDS for solid/liquid separation experiments. Analytical fusion techniques were then used to determine compositions of the solid calcine and UDS from dissolution. The results from each of these analyses were used to calculate elemental material balances around the dissolution process, validating the experimental data. This report contains all experimental data from dissolution experiments performed using both calcine blends.

Synergistic air port corrosion in kraft recovery boilers

Localized hot corrosion can occur on the cold-side of air-ports in Kraft recovery boilers. Depending on the basicity of the molten salt, either acidic or basic fluxing takes place, with a solubility minima at the transition between the two reactions. For stainless steel, if the basicity of the fused salt is between the iron and chromium oxide solubility minima, then a synergistic effect can occur that leads to rapid corrosion. The products of one reaction are the reactants of the other, which eliminates the need for rate-controlling diffusion. This effect can explain why stainless steel is attacked more readily than carbon steel.

Cermet Filters for Diesel Engine Emissions Reduction

Pollution from diesel engines is a significant part of our nation's air-quality problem. Even under the more stringent standards for heavy-duty engines set to take effect in 2004, these engines will continue to emit large amounts of nitrogen oxides and particulate matter, both of which affect public health. To address this problem, the Idaho National Engineering and Environmental Laboratory (INEEL) invented a self-cleaning, high temperature, cermet filter that reduces heavy-duty diesel engine emissions. The main advantage of the INEEL cermet filter, compared to current technology, is its ability to destroy carbon particles and NOx in diesel engine exhaust. As a result, this technology is expected to improve our nation's environmental quality by meeting the need for heavy-duty diesel engine emissions control. This paper describes the cermet filter technology and the initial research and development effort.
