Carswell advises of the needs of a "wholly dependent mother, helplessly ill, of an enlisted man" and requests information regarding U. S. Army help for the families of enlisted men. He requests that the proper authority in their Department reply as to "what the Army can do if it wants to", that the Army can do something if it wants to, therefore, this inquiry is to find out what it can do.

He closes the letter announcing that he is to be a grandfather, again.
