To accomplish these goals, the Army focused on upgrading and modernizing existing equipment, rapidly fielding new equipment, incorporating new technologies as they became available, and restructuring aviation warfighting units. Initially, fielding the developmental Comanche helicopter was a key focus of modernization, but when the Comanche program was terminated in 2004, an investment strategy was presented to Congress that would redistribute $14.6 billion of planned Comanche funding through fiscal year 2011 to enhance a broad range of Army aviation modernization efforts. Furthermore, the Army is currently re-evaluating the plans that were established in 2004 by conducting several assessments, tracking progress, and assessing future capability requirements, and intends to develop an updated Aviation Modernization Plan in 2010. Our objectives were to (1) examine any programs with significant increases from the prior year and any significant unexpended balances and (2) review any new programs in the budget request. To do our work, we compared prior and current year budget requests, reviewed key budget-related documents, and interviewed TTB officials. Given the objectives and scope of this work, we conducted this work in accordance with all sections of GAO's Quality Assurance Framework that are relevant to our objectives. The framework requires that we plan and perform the engagement to obtain sufficient and appropriate evidence to meet our stated objectives and to discuss any limitations in our work. We believe that the information and data obtained, and the analysis conducted, provide a reasonable basis for any findings and conclusions. Combat vehicles generally move on tracks versus wheels and include the Abrams tank, Bradley Fighting vehicle, and the Paladin self-propelled howitzer. Tactical vehicles generally move on wheels and include the High Mobility Multi-purpose Wheeled Vehicle (HMMWV), the Mine Resistant Ambush Protected (MRAP) vehicle, and families of trucks and trailers. For fiscal years 2009 and 2010, the Department of Defense (DOD) has requested an estimated $16 billion for the procurement of those tactical wheeled vehicles described in this report, including an estimated $6 billion for MRAP variants. Since submitting an initial plan to Congress in 2004 that outlined regionalization, consolidation, and colocation opportunities, DHS officials said the agency considered the potential implementation of a unified regional field office structure through two major initiatives--the 2004 I-Staff review and the department's 2010 BUR. However, the I-Staff Regional Concept of Operations was not finalized or adopted, and in April 2012 a senior DHS official involved in the BUR effort stated that DHS no longer intends to implement the BUR recommendation related to regionalization because it is no longer the department's preferred approach. DHS had limited or no documentation related to either of these reviews, including the resulting key decisions from the efforts. As a result, we are unable to determine the extent to which DHS has fully considered the realignment of its regional/field office structure, including costs and benefits, since 2004. Traditionally, the use of WMD--which include chemical, biological, radiological, or nuclear weapons--has been constrained by the logic of deterrence and of diplomacy, but these constraints may be of less utility in preventing the use of WMD by rogue states or terrorist groups. The Department of Defense (DOD) assigns top priority to dissuading, deterring, and defeating those who seek to harm the United States directly, especially extremist enemies with WMD. In 1994, Congress established an interagency committee, now known as the Counterproliferation Program Review Committee (CPRC), with a variety of duties related to coordinating the activities and programs of federal agencies that address improvements in the U.S. government's efforts to combat WMD. The Secretary of Defense, as chairman of the CPRC, is required to report its findings biennially. The Departments of Energy, State, and Homeland Security and the Office of the Director of National Intelligence are also members of the CPRC, and must provide it with access to information on all pertinent programs, projects, and activities. Correspondence issued by the Government Accountability Office with an abstract that begins "Elderly persons use drugs at a higher rate than younger persons, in part because elderly persons experience higher rates of certain diseases--such as cancer, Parkinson's disease, and heart disorders. Elderly persons--those age 65 and older--are also more likely than younger adults to experience complications when taking some prescription drugs. For example, because of their decreased liver and kidney functions, elderly persons often lack the ability to eliminate drugs from their bodies as efficiently as younger adults, making elderly persons more likely to experience side effects associated with drugs. As a result, the Food and Drug Administration (FDA) has noted that it is important that drugs be studied for use by elderly persons during the clinical drug trials--that is, those drug studies conducted by drug sponsors before they submit an application to have a drug approved for marketing. FDA is responsible for oversight of clinical drug trials and deciding whether to approve new drugs for marketing in the United States. Correspondence issued by the Government Accountability Office with an abstract that begins "Since 1992, GAO has published long-term fiscal simulations of what might happen to federal deficits and debt levels under varying policy assumptions. GAO developed its long-term model in response to a bipartisan request from Members of Congress who were concerned about the longterm effects of fiscal policy. GAO's simulations were updated with the CBO's August budget projections and economic assumptions and continue to indicate that the long-term federal fiscal outlook remains unsustainable. This update combined with our analysis of the fiscal outlook of state and local governments demonstrates that the fiscal challenges facing all levels of government are linked and should be considered in a strategic and integrated manner. GAO updates its simulations three times a year as new estimates become available from: CBO's Budget and Economic Outlook (January), Social Security and Medicare Trustees Reports (spring), and CBO's Budget and Economic Outlook: An Update (late summer). This product responds to congressional interest in receiving updated simulation results."

Correspondence issued by the Government Accountability Office with an abstract that begins "From 1945 through 1962, the United States conducted a series of above-ground atomic weapons tests as it built up its Cold War nuclear arsenal. Many people who were exposed to radiation resulting from the nuclear weapons development and testing program subsequently developed serious diseases, including various types of cancer. On October 15, 1990, in order to establish a procedure to make partial restitution to these victims for their suffering associated with the radiation exposure, the Radiation Exposure Compensation Act (RECA) was enacted. RECA provided that the Attorney General be responsible for processing and adjudicating claims under the act. The Department of Justice (DOJ) established the Radiation Exposure Compensation Program (RECP), which is administered by its Civil Division. RECP began processing claims in April 1992. RECA has been amended several times, including on July 10, 2000, when the RECA Amendments of 2000 were enacted. The amendments of 2000 broadened the scope of eligibility for benefits coverage to include new victim categories and modified the criteria for determining eligibility for compensation. Correspondence issued by the Government Accountability Office with an abstract that begins "In January 2007, the President stated that the high levels of violence in Iraq had overwhelmed the political gains that the Iraqis had made and required a new U.S. strategy for stabilizing the country. The new strategy recognized that until the Iraqi people have a basic measure of security, they would not be able to make significant and sustainable political and economic progress. To help Iraqi leaders provide security for their population, the United States deployed about 30,000 additional troops to Iraq during the spring of 2007, bringing the total number of U.S. military personnel up to about 160,000 as of mid-June 2007. Enemy-initiated attacks data are a key indicator of progress in improving Iraq's security situation, an important condition that, according to the administration, must be met before the United States can reduce its military presence in Iraq. While attacks data alone may not provide a complete picture of Iraq's security situation, Department of Defense (DOD) and Multinational Force-Iraq (MNF-I) officials state that the data provide a reasonably sound depiction of general security trends in the country. Testimony issued by the Government Accountability Office with an abstract that begins "In 1936, the Social Security Administration (SSA) established the Social Security number (SSN) to track workers' earnings for social security benefit purposes. Today, private and public sector entities frequently ask individuals for SSNs in order to conduct their businesses and sometimes to comply with federal laws. Although uses of SSNs can be beneficial to the public, SSNs are also a key piece of information in creating false identities either for financial misuse or for assuming an individual's identity. The retention of SSNs in the public and private sectors can create opportunities for identity theft. In addition, the aggregation of personal information, such as SSNs, in large corporate databases, as well as the public display of SSNs in various records accessed by the public, may provide criminals the opportunity to easily obtain this personal information. Given the heightened awareness of identity crimes, this testimony focuses on describing (1) how private sector entities obtain, use, and protect SSNs, and (2) public sector uses and protections of SSNs."

In our May 2004 report and June 2004 testimony before the House Government Reform Committee, GAO recommended that the NCR develop a strategic plan to establish and monitor the achievement of regional goals and priorities for emergency preparedness and response. GAO subsequently testified on the status of the NCR's strategic planning efforts before the Subcommittee on Oversight of Government Management, the Federal Workforce, and the District of Columbia in July 2005 and March 2006. The Subcommittee asked GAO to provide comments on the NCR's strategic plan, which the NCR partners approved in September 2006. In this testimony, GAO discusses its assessment of the recently completed NCR homeland security strategic plan and the extent to which the new plan includes desirable strategic plan characteristics and how the substance of the plan might be further strengthened when the plan is reviewed and possibly revised."

Testimony issued by the Government Accountability Office with an abstract that begins "The federal executive boards (FEB) bring together federal agency and community leaders in major metropolitan areas outside Washington, D.C., to discuss issues of common interest, including pandemic influenza. This testimony addresses the FEBs' emergency support roles and responsibilities, their potential role in pandemic influenza preparedness, and some of the key challenges they face in providing emergency support services. The issues discussed in the testimony are based on the GAO report, The Federal Workforce: Additional Steps Needed to Take Advantage of Federal Executive Boards' Ability to Contribute to Emergency Operations (GAO-07- 515, May 2007). GAO selected 14 of the 28 FEBs for review because they coordinate the greatest number of federal employees or had recent emergency management experience. In this report, GAO recommended that the Director of the Office of Personnel Management (OPM) work with the Federal Emergency Management Agency (FEMA) to formally define the FEBs' role in emergency planning and response. In completing the FEB strategic plan, OPM should also establish accountability for the boards' emergency support activities and develop a proposal to address the uncertainty of funding sources for the boards. Although women's representation across the general workforce is growing, there remains a need for information about the challenges women face in advancing their careers. In 2001, using 1995 and 2000 data from the Current Population Survey, we found women were less represented in management than in the overall workforce in 4 of the 10 industries reviewed. We also found differences in the characteristics and pay of male and female managers, which we explored using statistical modeling techniques. To respond to Congress' request that we update this information to 2007, we addressed the following three questions: (1) What is the representation of women in management positions compared to their representation in nonmanagement positions by industry? (2) What are the key characteristics of women and men in management positions by industry? and (3) What is the difference in pay between women and men in full-time management positions by industry?"

The Department of Defense (DOD) has responsibility for a significant portion of the reconstruction effort. Amid signs of progress, the coalition faces numerous political, security, and economic challenges in rebuilding Iraq. Within this environment, many reconstruction projects have fallen short of expectations, resulting in increased costs, schedule delays, reduced scopes of work, and in some cases project cancellations. This testimony (1) discusses the overall progress that has been made in rebuilding Iraq and (2) describes challenges faced by DOD in achieving successful outcomes on individual projects. This testimony reflects our reviews of reconstruction and DOD contract management issues, as well as work of the Special Inspector General for Iraq Reconstruction. In September 2001, GAO made recommendations to address variances in the Department of Defense's (DOD) Federal Voting Assistance Program (FVAP). Along with the military services, FVAP is responsible for educating and assisting military personnel in the absentee voting process. Leading up to the 2004 presidential election, Members of Congress raised concerns about efforts under FVAP to facilitate absentee voting. Testimony issued by the Government Accountability Office with an abstract that begins "The Department of Veterans Affairs (VA) provides mental health services to veterans with conditions such as post-traumatic stress disorder (PTSD) and substance abuse disorders. To address gaps in services needed by veterans, VA approved a mental health strategic plan in 2004. VA planned to increase its fiscal year 2005 allocations for plan initiatives by $100 million above fiscal year 2004 levels. VA also planned to increase its fiscal year 2006 allocations for plan initiatives by $200 million above fiscal year 2004 levels--composed of $100 million for continuation of fiscal year 2005 initiatives and an additional $100 million identified in the President's fiscal year 2006 budget request. GAO was asked to provide preliminary information on VA's allocation and use of funding for mental health strategic plan initiatives in fiscal years 2005 and 2006. A report on this work will be issued later in the fall of 2006. Since the onset of OIF and OEF, the Department of Defense (DOD) has reported that more than 15,000 servicemembers have been wounded in combat. Those who are seriously injured require comprehensive health care services and may be treated at either DOD or VA medical facilities. Because VA is expected to provide health care to many of the injured OIF and OEF servicemembers, concerns have been raised about the ease with which these individuals and their health care information transition from DOD's to VA's health care system. This statement is based on GAO's preliminary work on "seamless transition" and focuses on (1) the policies and outreach efforts that VA has instituted to provide timely access to health care to OIF and OEF servicemembers and (2) the extent to which individually identifiable health information is shared systematically between DOD and VA. Since GAO's work is still in the early stages of review, the statement is limited to information gathered to date."
