Governance of the International Linear Collider Project

Governance models for the International Linear Collider Project are examined in the light of experience from similar international projects around the world. Recommendations for one path which could be followed to realize the ILC successfully are outlined. The International Linear Collider (ILC) is a unique endeavour in particle physics; fully international from the outset, it has no 'host laboratory' to provide infrastructure and support. The realization of this project therefore presents unique challenges, in scientific, technical and political arenas. This document outlines the main questions that need to be answered if the ILC is to become a reality. It describes the methodology used to harness the wisdom displayed and lessons learned from current and previous large international projects. From this basis, it suggests both general principles and outlines a specific model to realize the ILC. It recognizes that there is no unique model for such a laboratory and that there are often several solutions to a particular problem. Nevertheless it proposes concrete solutions that the authors believe are currently the best choices in order to stimulate discussion and catalyze proposals as to how to bring the ILC project to fruition. UC Davis Fuel Cell, Hydrogen, and Hybrid Vehicle (FCH2V) GATE Center of Excellence

This is the final report of the UC Davis Fuel Cell, Hydrogen, and Hybrid Vehicle (FCH2V) GATE Center of Excellence which spanned from 2005-2012. The U.S. Department of Energy (DOE) established the Graduate Automotive Technology Education (GATE) Program, to provide a new generation of engineers and scientists with knowledge and skills to create advanced automotive technologies. The UC Davis Fuel Cell, Hydrogen, and Hybrid Vehicle (FCH2V) GATE Center of Excellence established in 2005 is focused on research, education, industrial collaboration and outreach within automotive technology. UC Davis has had two independent GATE centers with separate well-defined objectives and research programs from 1998. The Fuel Cell Center, administered by ITS-Davis, has focused on fuel cell technology. The Hybrid-Electric Vehicle Design Center (HEV Center), administered by the Department of Mechanical and Aeronautical Engineering, has focused on the development of plug-in hybrid technology using internal combustion engines. The merger of these two centers in 2005 has broadened the scope of research and lead to higher visibility of the activity. UC Davis’s existing GATE centers have become the campus’s research focal points on fuel cells and hybrid-electric vehicles, and the home for graduate students who are studying advanced automotive technologies. Balance of Nanostructure and Bimetallic Interactions in Pt Model Fuel Cell Catalysts: An in Situ XAS and DFT Study

We have studied the effect of nanostructuring in Pt monolayer model electrocatalysts on a Rh(111) single-crystal substrate on the adsorption strength of chemisorbed species. In situ high energy resolution fluorescence detection X-ray absorption spectroscopy at the Pt L(3) edge reveals characteristic changes of the shape and intensity of the 'white-line' due to chemisorption of atomic hydrogen (H(ad)) at low potentials and oxygen-containing species (O/OH(ad)) at high potentials. On a uniform, two-dimensional Pt monolayer grown by Pt evaporation in ultrahigh vacuum, we observe a significant destabilization of both H(ad) and O/OH(ad) due to strain and ligand effects induced by the underlying Rh(111) substrate. When Pt is deposited via a wet-chemical route, by contrast, three-dimensional Pt islands are formed. In this case, strain and Rh ligand effects are balanced with higher local thickness of the Pt islands as well as higher defect density, shifting H and OH adsorption energies back toward pure Pt. Using density functional theory, we calculate O adsorption energies and corresponding local ORR activities for fcc 3-fold hollow sites with various local geometries that are present in the three-dimensional Pt islands.

Hydroacoustic Evaluation of Juvenile Salmonid Passage and Distribution at Lookout Point Dam, 2010

Pacific Northwest National Laboratory evaluated juvenile salmonid passage and distribution at Lookout Point Dam (LOP) on the Middle Fork Willamette River for the U.S. Army Corps of Engineers, Portland District (USACE), to provide data to support decisions on long-term measures to enhance downstream passage at LOP and others dams in USACE's Willamette Valley Project. This study was conducted in response to the listing of Upper Willamette River Spring Chinook salmon (Oncorhynchus tshawytscha) and Upper Willamette River steelhead (O. mykiss) as threatened under the Endangered Species Act. We conducted a hydroacoustic evaluation of juvenile salmonid passage and distribution at LOP during February 2010 through January 2011. Findings from this 1 year of study should be applied carefully because annual variation can be expected due to variability in adult salmon escapement, egg-to-fry and fry-to-smolt survival rates, reservoir rearing and predation, dam operations, and weather. Fish passage rates for smolt-size fish (> {approx}90 mm and < 300 mm) were highest during December-January and lowest in mid-summer through early fall. Passage peaks were also evident in early spring, early summer, and late fall. The National Museum of the Pacific War presents an oral interview with Martin Mehron. Mehron joined the Navy in February 1941 after spending a year working for Western Electric while attending night school at the Newark College of Engineering. Upon completion of boot camp at Newport, he attended radio school in Jacksonville, which ended with a secret two-week course in radar. After learning to operate radar in PBYs, he stayed on at Jacksonville as an instructor until being sent to a more rigorous radar school at Corpus Christi. From there, he was assigned to a PB4Y unit, VPB-117, flying 12-hour patrols in search of ships and ground targets. One night, after a patrol off of Leyte Gulf, his crew returned to a darkened base and was told to continue to reconnoiter until it was safe to return. After they were given the okay, they came in for the landing but ran out of fuel and crashed 10 seconds before hitting the strip. They hit the water, several of the crew sustaining serious injuries, some fatal. Mehron was rescued and treated for a head injury at a converted hospital. Upon his recovery, he returned to the States as a radar maintenance …

The National Museum of the Pacific War presents an oral interview with Robert Owens. Owens joined the Navy in 1943, aspiring to be a fighter pilot. He enrolled in the V-12 program but by 1944 there was declining interest in pilots with as little experience as he would have had, so he volunteered for gunnery school. He joined a PBY4-2 Privateer crew in Florida as a turret gunner and deployed to the Philippines. Flying over the South China Sea and along the coastline of Indochina, his crew was often accompanied in the air by nonconfrontational Japanese fighters. On one mission over a targeted ship, however, Owens's crew flew too closely to the lead plane and struck a column of water splashing up from their bomb. This caused engine trouble and made them an easy target for nine aggressive enemy fighters. The crew escaped after shooting down three Oscars and diverted to Palawan for an emergency landing. In their haste to lighten the load on the damaged plane, they tossed out their life rafts before crossing the sea. Fortunately, they arrived without incident. After 23 combat missions in both the PBY4-1 and 4-2, Owens returned home and became an engineer for …

The National Museum of the Pacific War presents an interview with Harold Priddy. Priddy joined the Army Air Corps around 1938. He completed Officer Candidate School in mid-1942. He deployed to England, and served as chief of Materials Section, Air Transport Service. Priddy was able to commandeer sufficient resources within the European Theater to assist Patton’s 3rd Army in their drive into Germany in late 1944. For his contribution, General Charles de Gaulle awarded Priddy the French War Cross with Silver Star. He was discharged in 1946.

Upon completion of aviation radio and gunnery school, he was assigned to VPB-117, alternating between the top turret and radio of a PBY4-1 Catalina. In early 1944, he deployed to the Pacific in a secret operation that was somehow known to Tokyo Rose, who nicknamed them the Blue Raiders. Being one of the first squadrons equipped with radar, they performed classified patrol missions and bombed opportunistically. On one mission, the crew became lost; running low on fuel, they unloaded their plane by throwing out oxygen system and guns. They landed at their base just as the engines cut out. O'Shaughnessy was administered Dramamine to help him through 24-hour-long missions out of Mindoro, tracking the Japanese fleet. Near the end of the war, his crew faced their first enemy fire and shot down six aircraft. O'Shaughnessy was transferred to Corpus Christi but found he could not advance due to nepotism. He was discharged into the Reserves and retired as a master chief.

Cyber Security Audit and Attack Detection Toolkit

This goal of this project was to develop cyber security audit and attack detection tools for industrial control systems (ICS). Digital Bond developed and released a tool named Bandolier that audits ICS components commonly used in the energy sector against an optimal security configuration. The Portaledge Project developed a capability for the PI Historian, the most widely used Historian in the energy sector, to aggregate security events and detect cyber attacks.

Final report of a project to determine habitat parameters influencing distributions of Golden Orb (Q.aurea) mussels in the Guadalupe-San Antonio river basin: "The objectives of this study can be summarized by the following task: 1) Identify four samples with sufficient populations of Q.aurea to evaluate habitat parameters. 2) Evaluate the distribution of Q.aurea at selected sample sites in relation to habitat parameters and monitor flow conditions at these locations. 3) Calculate the shear stress ratio (RSS) for multiple flow conditions and the relationship with mussel density at selected sites. 4) Compile and summarize life history information for Q.aurea and related species" (p. 8).

Reaching the Debt Limit: Background and Potential Effects on Government Operations

The gross federal debt, which represents the federal government's total outstanding debt, consists of two types of debt: (1) debt held by the public and (2) debt held in government accounts, also known as intragovernmental debt. Federal government borrowing increases for two primary reasons: (1) budget deficits and (2) investments of any federal government account surpluses in Treasury securities, as required by law. Nearly all of this debt is subject to the statutory limit. The federal debt limit currently stands at $14,294 billion.

Countering Violent Extremism in the United States

In August 2011, the Obama Administration announced its counter-radicalization strategy. It is devised to address the forces that influence some people living in the United States to acquire and hold radical or extremist beliefs that may eventually compel them to commit terrorism. This is the first such strategy for the federal government, which calls this effort “combating violent extremism” (CVE). This report provides examples of recent Administration CVE activity and examines some of the risks and challenges evident in the SIP's three objectives. The report also diagrams and briefly discusses the “future activities and efforts” outlined in the SIP for each of these three objectives. A number of areas may call for oversight from Congress. These include the following: picking partners and establishing "rules of the road," intervention with at-risk individuals, identifying programs to assist grassroots CVE efforts, countering extremist ideas, the lack of a lead agency, and transparency.
