The Enron Collapse: An Overview of Financial Issues

This report briefly examines the accounting system that failed to provide a clear picture of the firm’s true condition, the independent auditors and board members who were unwilling to challenge Enron’s management, the Wall Street stock analysts and bond raters who missed the trouble ahead, the rules governing employer stock in company pension plans, and the unregulated energy derivatives trading that was the core of Enron’s business. The report also describes related legislation that has received floor or committee action and will be updated regularly.

U.S. National Science Foundation: An Overview

The National Science Foundation (NSF) was created by the National Science Foundation Act of 1950, as amended (P.L. 81-507). The NSF has the broad mission of supporting science and engineering in general and funding basic research across many disciplines. The agency provides support for investigator-initiated, merit-reviewed, competitively selected awards, state-of-the-art tools, and instrumentation and facilities. The majority of the research supported by the NSF is conducted at U.S. colleges and universities. Approximately 82% ($2,790.2 million) of NSF’s FY2003 $3,403.6 million research and development (R&D) budget was awarded to U.S. colleges and universities.1 Preliminary data reveal that for FY2003, the NSF provided approximately 53.4% of all federally funded basic research conducted at the nation’s colleges and universities, with the exclusion of biomedical research sponsored by the National Institutes of Health. In addition, NSF provides almost 30% of the total federal support for science and mathematics education. This report will be updated periodically.

Federal Research and Development Funding: FY2007 (open access)

Federal Research and Development Funding: FY2007

This report discusses federal research and development (R&D) funding. The Bush Administration requested $137.2 billion in R&D funding for FY2007. This sum represents a 2.6% increase over the estimated $133.7 billion that was approved in FY2006. As in the recent past, the FY2007 increase over the FY2006 estimated funding levels is due to significant funding increases in the Department of Defense (DOD) and the National Aeronautics and Space Administration’s (NASA’s) space vehicles development program.
