A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Defense (DOD) issued the Mobility Capabilities Study (MCS), which was intended to identify and quantify the mobility capabilities needed to support U.S. strategic objectives into the next decade. The MCS found that projected capabilities are adequate to achieve U.S. objectives with an acceptable level of risk--that is, current U.S. inventory of aircraft, ships, prepositioned assets, and other capabilities are sufficient, in conjunction with host nation support, and assuming planned investments take place. The Senate report accompanying the bill for the fiscal year 2005 Defense Authorization Act required GAO to report on the adequacy and completeness of the MCS. GAO assessed the extent to which the MCS met generally accepted research standards that this type of study would be expected to meet to be considered sound and complete."

A letter report issued by the Government Accountability Office with an abstract that begins "GAO has previously reported on the Department of Defense's (DOD) ability to track reservists deployed to the theater of operations and made recommendations. Reliable mobilization and deployment data are critical for making decisions about reserve force availability and medical surveillance. Because of broad congressional interest, GAO initiated a review under the Comptroller General's authority to conduct evaluations on his own initiative to determine (1) what DOD data indicate are the number of reservists mobilized and deployed in support of the Global War on Terrorism (GWOT) and the selected demographic and deployment characteristics of those deployed and (2) whether DOD's reserve deployment and mobilization data and analyses are reliable. GAO analyzed data and data analyses from DOD's Contingency Tracking System (CTS) and interviewed agency officials."

A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Veterans Affairs (VA) estimates it will serve 5.4 million patients in fiscal year 2006. Medical services for these patients are funded with appropriations, after consideration by Congress of the President's budget request. VA formulates the medical programs portion of that request. VA is also responsible for budget execution--using appropriations and monitoring their use for providing care. For fiscal years 2005 and 2006, the President requested additional funding for VA medical programs, beyond what had been originally requested. GAO was asked to examine for fiscal years 2005 and 2006 (1) how the President's budget requests for VA medical programs were formulated, (2) how VA monitored and reported to Congress on its budget execution, and (3) which key factors in the budget formulation process contributed to requests for additional funding. To do this, GAO analyzed budget documents and interviewed VA and Office of Management and Budget (OMB) officials."

Testimony issued by the Government Accountability Office with an abstract that begins "People are critical to the success of the federal government's overall transformation effort. Yet the government has not transformed, in many cases for decades, how it classifies, compensates, develops, and motivates its employees to achieve maximum results with available resources and existing authorities. This is especially the case with the federal government's top leadership and federal justices and judges. Leading organizations understand that they must often change their culture to successfully transform themselves, and that such a change starts with top leadership. Most importantly, senior leaders who are drivers of continuous improvement are needed to stimulate and support efforts to facilitate change and achieve related transformation efforts for the federal government. At the Chairman's request, we recently reported on executive and judicial pay--Human Capital: Trends in Executive and Judicial Pay (GAO-06-708). However, expected increases in air-traffic--including the introduction of new vehicles into the national airspace, such as unmanned vehicles and very light jets--and human resource issues, present challenges that have the potential to strain the existing safety oversight system. GAO's testimony focuses on these questions: (1) How is the Federal Aviation Administration (FAA) ensuring that the areas of highest safety risk are addressed? (2) How is FAA ensuring that its staff maintain the skills and knowledge to consistently carry out the agency's oversight programs? and (3) What are the key safety challenges facing FAA? Testimony issued by the Government Accountability Office with an abstract that begins "Alternative mortgage products (AMPs) can make homes more affordable by allowing borrowers to defer repayment of principal or part of the interest for the first few years of the mortgage. Recent growth in AMP lending has heightened the importance of borrowers' understanding and lenders' management of AMP risks. GAO's report discusses the (1) recent trends in the AMP market, (2) potential AMP risks for borrowers and lenders, (3) extent to which mortgage disclosures discuss AMP risks, and (4) federal and selected state regulatory response to AMP risks. GAO used regulatory and industry data to analyze changes in AMP monthly payments under various scenarios; reviewed available studies; and interviewed relevant federal and state regulators and mortgage industry groups, and consumer groups."

Testimony issued by the Government Accountability Office with an abstract that begins "Business income taxes, both corporate and noncorporate, are a significant portion of federal tax revenue. Businesses also play a crucial role in collecting taxes from individuals, through withholding and information reporting. However, the design of the current system of business taxation is widely seen as flawed. It distorts investment decisions, hurting the performance of the economy. Its complexity imposes planning and record keeping costs, facilitates tax shelters, and provides potential cover for those who want to cheat. Not surprisingly, business tax reform is part of the debate about overall tax reform. The debate is occurring at a time when long-range projections show that, without a policy change, the gap between spending and revenues will widen. This testimony reviews the nation's long term fiscal imbalance and what is wrong with the current system of business taxation and provides some principles that ought to guide the debate about business tax reform. This statement is based on previously published GAO work and reviews of relevant literature."

This project's goal is to provide a proof of concept for mobile data collection applications, and identify the best ways such applications could be implemented and used. Such an application should decrease the time and resources users now need to devote to redundant data processes, and provide an easy of locating and retrieving data at a later time. The two types of available mobile devices, Personal Digital Assistants and Tablet Personal Computers, each have their particular strengths that suggest themselves for certain types of applications. As such, parallel data collection applications have been developed, with a common web application for uploading information to the database. While these aspects have been developed and proven, it still remains to refine these applications, develop the tables to hold their data, and field-test with users for their feedback.

Techniques to calculate one-loop radiative corrections to hyperfine splitting including binding corrections to all orders have been developed in the last decade for s states of atoms and ions. In this paper these methods are extended to p{sub 1/2} states for three cases. In the first case, the point-Coulomb 2p{sub 1/2} hyperfine splitting is treated for the hydrogen isoelectronic sequence, and the lowest order result, {alpha}/4{pi} E{sub F}, is shown to have large binding corrections at high Z. In the second case, neutral alkalis are considered. In the third case, hyperfine splitting of the 2p{sub 1/2} state of lithium-like bismuth is treated. In the latter two cases, correlation corrections are included and, in addition, the point is stressed that uncertainties associated with nuclear structure, which complicate comparison with experiment for s states, are considerably reduced because of the smaller overlap with the nucleus.

Biofilms are bacterial communities residing within a polysaccharide matrix that are associated with persistence and antibiotic resistance in chronic infections. We show that the opportunistic pathogen Pseudomonas aeruginosa forms biofilms within 8 hours of infection in thermally-injured mice, demonstrating that biofilms contribute to bacterial colonization in acute infections. P. aeruginosa biofilms were visualized within burned tissue surrounding blood vessels and adipose cells. Although quorum sensing (QS), a bacterial signaling mechanism, coordinates differentiation of biofilms in vitro, wild type and QS-deficient P. aeruginosa formed similar biofilms in vivo. Our findings demonstrate that P. aeruginosa forms biofilms on specific host tissues independent of QS.

A miniature electrostatic element has been designed to selectively apply a ninety-degree phase shift to the unscattered beam in the back focal plane of the objective lens, in order to realize Zernike-type, in-focus phase contrast in an electron microscope. The design involves a cylindrically shaped, biased-voltage electrode, which is surrounded by a concentric grounded electrode. Electrostatic calculations have been used to determine that the fringing fields in the region of the scattered electron beams will cause a negligible phase shift as long as the ratio of electrode length to the transverse feature-size is greater than 5:1. Unlike the planar, three-electrode einzel lens originally proposed by Boersch for the same purpose, this new design does not require insulating layers to separate the biased and grounded electrodes, and it can thus be produced by a very simple microfabrication process. Scanning electron microscope images confirm that mechanically robust devices with feature sizes of {approx}1 {micro}m can be easily fabricated. Preliminary experimental images demonstrate that these devices do apply a 90-degree phase shift between the scattered and unscattered electrons, as expected.

We review the development of a full 3D multiphysics code for the simulation of explosively driven Magnetic Flux Compression Generators (MFCG) and related pulse power devices. In a typical MFCG the device is seeded with an initial electric current and the device is then detonated. The detonation compresses the magnetic field and amplifies the current. This is a multiphysics problem in that detonation kinetics, electromagnetic diffusion and induction, material deformation, and thermal effects are all important. This is a tightly coupled problem in that the different physical quantities have comparable spatial and temporal variation, and hence should be solved simultaneously on the same computational mesh.
