The Robert T. Stafford Disaster Relief and Emergency Assistance Act (the Stafford Act) imposes flood insurance requirements upon eligibility for disaster assistance in two general cases: (1) if the entity seeking disaster assistance has received disaster assistance in the past, or (2) if the entity seeking disaster assistance is a state or local government or private nonprofit located in a federally designated special flood hazard area (SFHA) as determined under the National Flood Insurance Act of 1968. The requirements imposed by the Stafford Act operate independently of each other, and a potential applicant for disaster assistance may fall into both categories. This report will discuss the specific requirements imposed in each situation after briefly discussing the history of flood insurance and the relevant types of disaster assistance.

This report discusses the Special Inspector General provisions in the Emergency Economic Stabilization Act of 2008, H.R. 1424, which was enacted as P.L. 110-343 on October 3, 2008. This Act created a Special Inspector General (SIG) for the Troubled Asset Relief Program (TARP). This report will compare the duties and authorities of the SIG TARP to those of the Special Inspector General for Iraq Reconstruction (SIGIR) and the Special Inspector General for Afghanistan Reconstruction (SIGAR), as well as statutory IGs under the Inspector General Act of 1978, as amended (IG Act).

The central government's limited writ and its perceived corruption are helping sustain a Taliban insurgency and painting President Hamid Karzai as a weak leader. However, factional and ethnic differences have remained confined to political debate, regional strongmen have been marginalized, and Karzai is focused on improving coordination with international donors and force contributors in the runup to his reelection bid in the fall of 2009. Iraq's current government, the result of a U.S.-supported election process designed to produce democracy, is instead a sectarian government incapable of reconciliation. The Administration says that the passage of some key laws represents progress on national reconciliation, and is a result of the U.S. "troop surge." Others say that combat among Shiite groups since March 2008, possibly motivated by provincial elections planned for October 2008, shows that force will not stabilize Iraq.

The Kurdish-inhabited region of northern Iraq is relatively peaceful and prospering economically, but the Iraqi Kurds' political autonomy and political strength in post- Saddam Iraq is causing friction with Arab leaders in Iraq, Turkey, and Iran. However, an overall reduction in violence in Iraq, coupled with continued U.S. political influence over the Kurds, is likely to prevent a destabilizing escalation of the Iraqi Kurd-Arab disputes. The cyclical behavior of the economy is of great interest to Congress, yet the onset of an economic downturn is seldom recognized promptly. Policymakers frequently search for reliable recession predictors. The behavior of interest rates may provide advanced warning of an impending downturn. The easing of monetary policy in evidence since September 2007 is consistent with efforts to forestall or minimize an economic downturn. Economic growth has been low since the last quarter of 2007, and some forecasters are now predicting a recession in 2008.

The Unemployment Compensation (UC) program contains several provisions relevant to current and former military service personnel and their families. The UC program does not provide benefits for military servicemembers on active duty. However, former active duty military personnel (and certain reservists) separated from active duty may be eligible for Unemployment Compensation for Ex-Servicemembers (UCX). Spouses of military service personnel who voluntarily quit a job to accompany their spouses on account of a military transfer may be eligible for UC benefits, based on the laws of the state where the civilian spouse was employed. States may choose to create provisions that remove or limit these tax increases in certain situations.

Names for Navy ships traditionally have been chosen and announced by the Secretary of the Navy. Congress in recent years has proposed, and sometimes passed, legislation regarding the naming of specific ships.

The Educational and Cultural Exchange Visitor program has become a gateway for foreign medical graduates (FMGs) to gain admission to the United States as nonimmigrants for the purpose of graduate medical education and training. These FMGs either enter under the J-1 nonimmigrant visa or receive waivers that require them to work in a designated healthcare professional shortage area for a minimum of three years. The ability of states to request such waivers is known as the "Conrad State Program," and was added temporarily to the Immigration and Nationality Act (INA) in 1994. It has been extended by the last several Congresses. Legislation has been introduced in the 110th Congress to address the program's expiration.

NATO held a summit in Bucharest, Romania, April 2-4, 2008. The summit did not become the occasion to adopt major new ideas or initiatives. A "Strategic Vision" paper on Afghanistan clarified several issues but did not lead to a greater sharing of the combat burden among NATO governments. Croatia and Albania, but not Macedonia, were invited to begin accession negotiations for membership. In a contentious debate, neither Georgia nor Ukraine were admitted to the MAP process. We present the first evidence for B semileptonic decays into the charmed baryon {Lambda}{sub c}{sup +} based on 420 fb{sup -1} of data collected at the {Upsilon}(4S) resonance with the BABAR detector at the PEP-II e{sup +}e{sup -} storage rings. Events are tagged by fully reconstructing one of the B mesons in a hadronic decay mode. We measure the relative branching fraction {Beta}({bar B} {yields} {Lambda}{sub c}{sup +} X{ell}{sup -}{bar {nu}}{sub {ell}})/{Beta}({bar B} {yields} {Lambda}{sub c}{sup +}/{bar {Lambda}}{sub c}{sup -}X) = (3.2 {+-} 0.9{sub stat.} {+-} 0.9{sub syst.})%. The significance of the signal including the systematic uncertainty is 4.9 standard deviations.
