Texas Register, Volume 19, Number 74, Pages 7855-7951, October 4, 1994

A weekly publication, the Texas Register serves as the journal of state agency rulemaking for Texas. Information published in the Texas Register includes proposed, adopted, withdrawn and emergency rule actions, notices of state agency review of agency rules, governor's appointments, attorney general opinions, and miscellaneous documents such as requests for proposals. After adoption, these rulemaking actions are codified into the Texas Administrative Code.

X-ray and neutron reflectivity (open access)

X-ray and neutron reflectivity

The intensity of X-rays and neutrons reflected from an interface at near-grazing incidence depends sensitively on the refractive index profile normal to the interface. As the refractive index depends on the density, the measured reflectivity vs. incidence angle can be used to determine the Interfacial density profile with sub {angstrom} resolution. The density sampled is, however, different for the two probes. As neutrons interact with the atomic nuclei, they probe the scattering amplitude density profile of the nuclei. This amounts effectively to probing the average mass density profile, where the contribution of each atomic species is weighted by its nucleus-neutron interaction strength, which varies irregularly throughout the periodic table. X-rays, however, interact with the electronic charge and thus probe the total electronic density profile of the interface. The two probes provide, therefore, slightly different, though related, information on the interface structure. Since modern synchrotron X-ray sources are 5-6 orders of magnitude brighter than the best neutron sources, X-ray reflectivity measurements routinely achieve much higher resolutions and accuracies than their neutron counterparts. However, the magnetic interaction and the large variation of the neutron scattering length upon isotopic substitution renders neutron reflectivity a method-of-choice in special cases such as studies of surface …

Gas liquid sampling for closed canisters in KW Basin: Test plan (open access)

Gas liquid sampling for closed canisters in KW Basin: Test plan

Characterization of the Spent Nuclear Fuel (SNF) sealed in canisters at KW-Basin is needed to determine the state of storing SNF wet. Samples of the liquid and the gas in the closed canisters will be taken to gain characterization information. Sampling equipment has been designed to retrieve gas and liquid from the closed canisters in KW Basin. This plan is written to outline the test requirements for this developmental sampling equipment.

Calcium metal as a scavenger for antimony from aluminum alloys (open access)

Calcium metal as a scavenger for antimony from aluminum alloys

Previous work has shown that trace amounts of antimony (Sb) can affect the mechanical properties of strontium (Sr) modified aluminum castings. ANL has been investigating technology to remove or neutralize Sb to reduce its negative effect on the physical properties of those alloys. Review of past work on processing and recovery of scrap aluminum inferred that calcium (Ca) is an effective scavenger of Sb, bismuth, lead and cadmium. Following up on that lead, we have found that Ca is, indeed, effective for removing Sb from molten aluminum alloys although its effectiveness can be compromised by a wide range of processing conditions. A minimum ratio of about four to one, by weight, of Ca to Sb appears necessary to insure an effective scavenging of contained Sb.in 356 aluminum alloys.

Analyses and characterization of double shell tank (open access)

Analyses and characterization of double shell tank

Evaporator candidate feed from tank 241-AP-108 (108-AP) was sampled under prescribed protocol. Physical, inorganic, and radiochemical analyses were performed on tank 108-AP. Characterization of evaporator feed tank waste is needed primarily for an evaluation of its suitability to be safely processed through the evaporator. Such analyses should provide sufficient information regarding the waste composition to confidently determine whether constituent concentrations are within not only safe operating limits, but should also be relevant to functional limits for operation of the evaporator. Characterization of tank constituent concentrations should provide data which enable a prediction of where the types and amounts of environmentally hazardous waste are likely to occur in the evaporator product streams.

Time-resolved EPR studies of the H atom: A stable heavy isotope of muonium (open access)

Time-resolved EPR studies of the H atom: A stable heavy isotope of muonium

Muonium physicists and chemists, when they talk about ``primary processes,`` are probably concerned mostly about end-of-track phenomena in the slowing down of a many-MeV charged particle, analogous to the proton. The author`s experience is with electron accelerators and radiolysis; hence, he will comment briefly on the differences and relative advantages of electron and proton radiolysis for the study of H atoms, as opposed to muonium. Then, he will take the liberty of defining primary processes to include the recombination reactions that may occur between geminate or quasi-geminate free radicals within radiolysis spurs.

Low-level waste characterization plan for the WSCF Laboratory Complex (open access)

Low-level waste characterization plan for the WSCF Laboratory Complex

The Waste Characterization Plan for the Waste Sampling and Characterization Facility (WSCF) complex describes the organization and methodology for characterization of all waste streams that are transferred from the WSCF Laboratory Complex to the Hanford Site 200 Areas Storage and Disposal Facilities. Waste generated at the WSCF complex typically originates from analytical or radiological procedures. Process knowledge is derived from these operations and should be considered an accurate description of WSCF generated waste. Sample contribution is accounted for in the laboratory waste designation process and unused or excess samples are returned to the originator for disposal. The report describes procedures and processes common to all waste streams; individual waste streams; and radionuclide characterization methodology.
