Oral History Interview with Dr. Dan Wallace Bacon, March 3, 1998

Interview with Dr. Dan Wallace Bacon, a physician from Kerrville, Texas, who also served as the city and Kerr County health officer. Dr. Bacon discusses his family history, as well as his education, medical career, brief stint in the Air Force, and general town life in Kerrville. While working at Peterson Hospital in Kerrville, he treated trauma victims from car accidents on Highway 27. In the Air Force, he briefly practiced psychiatry, served as a prison doctor, and finally switched to obstetrics and gynecology. He relates stories from his time as an obstetrician, as well as a general practitioner and family physician. He also discusses the history of minority communities in Kerrville, especially during integration, and the founding of the Kerrville Veteran's Hospital. Dr. Bacon's further remembrances, as well as a historical profile of the Kerrville VA Hospital, are included at the end of the interview transcript.

Precision characterization of gyrotron window materials. Final report, September 1, 1995--April 30, 1997

An optical resonator has been constructed to measure dielectric properties of materials at millimeter wavelengths. The objectives are the identification and loss measurements of window materials for high power gyrotrons. The source of radiation is from a backward wave oscillator (BWO) with enhanced power, good stability, and spectral purity. The measurement technique is based on the application of a high Q Fabry-Perot resonator which provides a means of determining the difference in the reciprocal Q-factors with high accuracy. Initial loss measurements at 150 GHz at room temperature are performed on sapphire. Preliminary loss tangent results on sapphire is found to be around 10{sup {minus}4} and are reported here. Work is in progress to develop a system which will scan the resonance rapidly to produce a measurement in less than a minute and to measure the loss as a function of temperature.

Mars ascent propulsion on a minimum scale

A concept is presented for a single stage vehicle intended to lift a Mars sample to an orbital rendezvous. At 200 kg liftoff mass, it can potentially be delivered by a Mars Pathfinder size aeroshell. Based on launch vehicle design principles, propellants are pumped from thin-walled low pressure tanks into compact high pressure thrusters. Technical risk is reduced by using non-cryogenic propellants, and by driving piston pumps with heated helium.

Status and use of the Rocky Flats Environmental Technology Site Pipe Overpack Container for TRU waste storage and shipments

The Pipe Overpack Container was designed to optimize shipments of high plutonium content transuranic waste from Rocky Flats Environmental Technology Site (RFETS) to Waste Isolation Pilot Plant (WIPP). The container was approved for use in the TRUPACT-II shipping container by the Nuclear Regulatory Commission in February 1997. The container optimizes shipments to WIPP by increasing the TRUPACT-II criticality limit from 325 fissile grams equivalent (FGE) to 2,800 FGE and provides additional shielding for handling wastes with high americium-241 (Am-241) content. The container was subsequently evaluated and approved for storage of highly dispersible TRU wastes and residues at RFETS. Thermal evaluation of the container shows that the container will mitigate the impact of a worst case thermal event from reactive or potentially pyrophoric materials. These materials contain hazards postulated by the Defense Nuclear Facilities Safety Board for interim storage. Packaging these reactive or potentially pyrophoric residues in the container without stabilizing the materials is under consideration at RFETS. The design, testing, and evaluations used in the approvals, and the current status of the container usage, will be discussed.

Forcast of TEXT plasma disruptions using soft X-rays as input signal in a neural network

A feed-forward neural network with two hidden layers is used in this work to forecast major and minor disruptive instabilities in TEXT discharges. Using soft X-ray signals as input data, the neural net is trained with one disruptive plasma pulse, and a different disruptive discharge is used for validation. After being properly trained the networks, with the same set of weights. is then used to forecast disruptions in two others different plasma pulses. It is observed that the neural net is able to predict the incoming of a disruption more than 3 ms in advance. This time interval is almost three times longer than the one already obtained previously when magnetic signal from a Mirnov coil was used to feed the neural networks with. To our own eye we fail to see any indication of an upcoming disruption from the experimental data this far back from the time of disruption. Finally, from what we observe in the predictive behavior of our network, speculations are made whether the disruption triggering mechanism would be associated to an increase of the m = 2 magnetic island, that disturbs the central part of the plasma column afterwards or, in face of the results from …

Cementation of residue ion exchange resins at Rocky Flats

Ion exchange resins have been used to purify nitric acid solutions of plutonium at Rocky Flats since the 1950s. Spent ion exchange resins were retained for eventual recovery of residual plutonium, typically by incineration followed by the aqueous extraction of plutonium from the resultant ash. The elimination of incineration as a recovery process in the late 1980s and the absence of a suitable alternative process for plutonium recovery from resins led to a situation where spent ion exchange resins were simply placed into temporary storage. This report describes the method that Rocky Flats is currently using to stabilize residue ion exchange resins. The objective of the resin stabilization program is: (1) to ensure their safety during interim storage at the site, and (2) to prepare them for ultimate shipment to the Waste Isolation Pilot Plant (WIPP) in New Mexico. Included in the discussion is a description of the safety concerns associated with ion exchange resins, alternatives considered for their stabilization, the selection of the preferred treatment method, the means of implementing the preferred option, and the progress to date.

Creating a strategy for science-based national policy: Addressing conflicting views on the health risk of low-level ionizing radiation. Final report, Wingspread Conference

Significant cancer risk for adults exposed to more than 100 millisieverts (10 REM) of ionizing radiation. More research on low-level ionizing radiation is needed in molecular and cellular mechanisms of injury and ongoing exposed populations. Implementation costs should be considered in regulating low-level ionizing radiation. Comparative risk assessment is a powerful tool for risk-based policy formation, and conflicting legal statutes should become harmonized for radiation regulation. More public dialog on low-level radiation is needed. A high level commission should evaluate radiation hazard control practices.

Laboratory stabilization/solidification of surrogate and actual mixed-waste sludge in glass and grout

Grouting and vitrification are currently the most likely stabilization/solidification technologies for mixed wastes. Grouting has been used to stabilize and solidify hazardous and low-level waste for decades. Vitrification has long been developed as a high-level-waste alternative and has been under development recently as an alternative treatment technology for low-level mixed waste. Laboratory testing has been performed to develop grout and vitrification formulas for mixed-waste sludges currently stored in underground tanks at Oak Ridge National Laboratory (ORNL) and to compare these waste forms. Envelopes, or operating windows, for both grout and soda-lime-silica glass formulations for a surrogate sludge were developed. One formulation within each envelope was selected for testing the sensitivity of performance to variations ({+-}10 wt%) in the waste form composition and variations in the surrogate sludge composition over the range previously characterized in the sludges. In addition, one sludge sample of an actual mixed-waste tank was obtained, a surrogate was developed for this sludge sample, and grout and glass samples were prepared and tested in the laboratory using both surrogate and the actual sludge. Increasing Heavy Oil Reserves in the Wilmington Oil Field Through Advanced Reservoir Characterization and Thermal Production Technologies

The project involves improving thermal recovery techniques in a slope and basin clastic (SBC) reservoir in the Wilmington field, Los Angeles Co., Calif. using advanced reservoir characterization and thermal production technologies. The existing steamflood in the Tar zone of Fault Block (FB) II-A has been relatively inefficient because of several producibility problems which are common in SBC reservoirs. Inadequate characterization of the heterogeneous turbidite sands, high permeability thief zones, low gravity oil, and nonuniform distribution of remaining oil have all contributed to poor sweep efficiency, high steam-oil ratios, and early steam breakthrough. Operational problems related to steam breakthrough, high reservoir pressure, and unconsolidated formation sands have caused premature well and downhole equipment failures. In aggregate, these reservoir and operational constraints have resulted in increased operating costs and decreased recoverable reserves. The advanced technologies to be applied include: (1) Develop three-dimensional (3-D) deterministic and stochastic geologic models. (2) Develop 3-D deterministic and stochastic thermal reservoir simulation models to aid in reservoir management and subsequent development work. (3) Develop computerized 3-D visualizations of the geologic and reservoir simulation models to aid in analysis. SNF sludge treatment system preliminary project execution plan

The Fluor Daniel Hanford, Inc. (FDH) Project Director for the Spent Nuclear Fuel (SNF) Project has requested Numatec Hanford Company (NHC) to define how Hanford would manage a new subproject to provide a process system to receive and chemically treat radioactive sludge currently stored in the 100 K Area fuel retention basins. The subproject, named the Sludge Treatment System (STS) Subproject, provides and operates facilities and equipment to chemically process K Basin sludge to meet Tank Waste Remediation System (TWRS) requirements. This document sets forth the NHC management approach for the STS Subproject and will comply with the requirements of the SNF Project Management Plan (HNF-SD-SNFPMP-011). This version of this document is intended to apply to the initial phase of the subproject and to evolve through subsequent revision to include all design, fabrication, and construction conducted on the project and the necessary management and engineering functions within the scope of the subproject. As Project Manager, NHC will perform those activities necessary to complete the STS Subproject within approved cost and schedule baselines and turn over to FDH facilities, systems, and documentation necessary for operation of the STS.
