The Project Hanford Management Contract called for the enhancement of site-wide decision processes, and development of a Hanford Risk Management Plan to adopt or develop a risk management system for the Hanford Site. This Plan provides a consistent foundation for Site issues and addresses site-wide management of risks of all types. It supports the Department of Energy planning and sitewide decision making policy. Added to this requirement is a risk performance report to characterize the risk management accomplishments. This paper presents the development of risk management within the context of work planning and performance. Also discussed are four risk elements which add value to the context.

Drying radioactive wastewater salts using a thin film dryer

This paper describes the operational experience in drying brines generated at a radioactive wastewater treatment facility. The brines are composed of aqueous ammonium sulfate/sodium sulfate and aqueous sodium nitrate/sodium sulfate, The brine feeds receive pretreatment to preclude dryer bridging and fouling. The dryer products are a distillate and a powder. The dryer is a vertical thin film type consisting of a steam heated cylinder with rotor. Maintenance on the dryer has been minimal. Although many operability problems have had to be overcome, dryer performance can now be said to be highly reliable.

Hygroscopic Fine Mode Particle Deposition on Electronic Circuitsand Resulting Degradation of Circuit Performance: An ExperimentalStudy

A portion of electronic equipment failures is a consequenceof particle deposition on electronic circuits in normal indoorenvironments. Deposited hygroscopic particles reduce the electricalisolation (EI) between conductors. In laboratory experiments, weinvestigated the mechanisms, locations, and effects of particledeposition on electronic circuits with surface mounted chips (SMCs) andalso on small television sets. One set of electronics was exposed for 281h to an unusually high concentration of artificially-generated ammoniumsulfate particles while a second set (experimental controls) was exposedto normal indoor particles. The particle mass concentration in thehigh-exposure chamber was 500 times higher than normal. Televisionreliability was observed and the changes in EI between adjacent legs ofSMCs were measured. The experiments demonstrate the strong influence ofelectrostatic forces on the locations and rates of particle deposition.Although televisions did not fail after exposure to concentratedaerosols, the EI between adjacent legs of the SMCs was, in many cases,greatly diminished. Relative humidity had a very strong influence on themagnitude of EI. A qualitative explanation of the mechanisms of particledeposition and circuit degradation is proposed, including the role offibers. Finally, a potential method to reduce particle deposition onelectronic components is discussed.

Mechanisms for fast flow in unsaturated fractured rock

Although fractures in rock are well-recognized as pathways for fast percolation of water, the possibility that fast flow could occur along unsaturated fracture pathways is commonly not considered in vadose zone hydrology. In this study, two mechanisms for fast flow along unsaturated fractures were investigated, film flow and surface zone flow. The importance of fracture surface roughness was demonstrated through experiments conducted on ceramic blocks having simple surface topographies. Those experiments showed that film flow on fracture surfaces is largely due to flow along continuous surface channels which become water-filled at near-zero matric (capillary) potentials. The second mechanism, surface zone flow, is important when the permeability of the rock along fractures (fracture skin) is significantly greater than that of the bulk rock matrix. Surface zone fast flow was demonstrated through water imbibition (sorptivity) experiments. These mechanisms help explain observations of rapid solute transport in unsaturated subsurface environments.

The electron-cloud instability in the arcs of the PEP-II positron ring

We have applied our simulation code ''POSINST'' to evaluate, in linear approximation, the contribution to the growth rate of the electron-cloud instability (ECI) from the pumping sections and the dipole bending magnets in the arcs of the PEP-II positron ring. A key ingredient in our model is a detailed description of the secondary emission process off the TiN-coated chambers. Another important element is the analytic computation of the electric field produced by the beam, including the effects from surface charges. Space-charge forces of the electron cloud upon itself are also included, although these forces are negligible under nominal conditions. Bunch-length effects are optionally included by slicing the bunch into several kicks. We conclude that the growth rate is dominated by the pumping sections and scales linearly with the photoelectric yield Y'. For Y' = 1, our present estimate is in the range {approx} 1000-1300 s{sup -1}, depending upon the value of the photon reflectivity R. This is in the range controllable by the transverse feedback system. The contributions to the growth rate from other magnets and from other sections of the ring remain to be evaluated.

Matrix Description of Intersecting M5 Branes

Novel 3+1 dimensional N = 2 superconformal field theories (with tensionless BPS string solitons) are believed to arise when two sets of M5 branes intersect over a 3+1 dimensional hyperplane. We derive a DLCQ description of these theories as supersymmetric quantum mechanics on the Higgs branch of suitable 4d N = 1 supersymmetric gauge theories. Our formulation allows us to determine the scaling dimensions of certain chiral primary operators in the conformal field theories. We also discuss general criteria for quantum mechanical DLCQ descriptions of supersymmetric field theories (and the resulting multiplicities and scaling dimensions of chiral primary operators).

Mn k-edge x-ray absorption spectroscopy (XAS) studies of La{sub 1-x}Sr{sub x}MnO{sub 3}.

Systematic Mn K-edge x-ray absorption spectroscopy (XAS) measurements on samples of La{sub 1{minus}x}Sr{sub x}MnO{sub 3}, which are precursors to colossal magnetoresistive (CMR) materials, are reported. Detailed results on the edge or chemical shift as a function of Sr concentration (hole doping) and sample preparation (air vs oxygen annealed), are discussed. For comparison, a systematic XANES study of the Mn K-edge energy shift, denoting valence change in Mn, has been made in standard manganese oxide systems. Contrary to expectations, the variation in near-edge energies for Mn in La{sub 0.725}Sr{sub 0.275}MnO{sub 3} were small when compared to the difference between that for manganese oxide standards of nominal valence of +3 and +4 (Mn{sub 2}O{sub 3} and MnO{sub 2}).

Less minimal supersymmetric standard model

Most of the phenomenological studies of supersymmetry have been carried out using the so-called minimal supergravity scenario, where one assumes a universal scalar mass, gaugino mass, and trilinear coupling at M{sub GUT}. Even though this is a useful simplifying assumption for phenomenological analyses, it is rather too restrictive to accommodate a large variety of phenomenological possibilities. It predicts, among other things, that the lightest supersymmetric particle (LSP) is an almost pure B-ino, and that the {mu}-parameter is larger than the masses of the SU(2){sub L} and U(1){sub Y} gauginos. We extend the minimal supergravity framework by introducing one extra parameter: the Fayet'Iliopoulos D-term for the hypercharge U(1), D{sub Y}. Allowing for this extra parameter, we find a much more diverse phenomenology, where the LSP is {tilde {nu}}{sub {tau}}, {tilde {tau}} or a neutralino with a large higgsino content. We discuss the relevance of the different possibilities to collider signatures. The same type of extension can be done to models with the gauge mediation of supersymmetry breaking. We argue that it is not wise to impose cosmological constraints on the parameter space.

Advances in processing of Ag-sheathed (Bi,Pb){sub 2}Sr{sub 2}Ca{sub 2}Cu{sub 3}O{sub x} superconductors.

Advances in the processing and fabrication of Ag-sheathed (Bi,Pb){sub 2}Sr{sub 2}Ca{sub 2}Cu{sub 3}O{sub x} (Bi-2223) high-T{sub c} superconductors by the powder-in-tube technique continue to bring this material closer to commercial applications. Enhancement of the transport critical current density (J{sub c}) of Ag-sheathed Bi-2223 tapes was achieved by increasing the packing density of the precursor powder, improving mechanical deformation, and adjusting the cooling rate. Long lengths (>150 m) of multifilamentary Bi-2223 tapes have been fabricated and carry critical currents (I{sub c}) of >50 A (J{sub c} {approx} 25 kA/cm{sup 2}) at 77 K in self-field. A 1260-m-long tape carried an I{sub c} of 18 A (J{sub c} {approx} 12 kA/cm{sup 2}) from end-to-end. Several prototype coils have been assembled from these long-length tapes. Recent progress in the fabrication of Bi-2223 tapes is presented in this paper.

Measurement of low levels of alpha in {sup 99}Mo product solutions.

The conclusions of this report are that molybdenum can effectively be separated from uranium and plutonium using TRU-Resin; and that separation of the {sup 99}Mo from the actinides will reduce the analyst's exposure and simplify analysis for the actinide elements.

Modeling the effect of irradiation and post-irradiation annealing on grain boundary composition in austenitic Fe-Cr-Ni alloys.

Many irradiation effects in Fe-Cr-Ni alloys such as radiation-induced segregation, radiation-enhanced diffusion, and void swelling are known to vary with bulk alloy composition. The development of microstructural and microchemical changes during irradiation and during post-irradiation annealing is determined by the rate of diffusion of point defects and alloying elements. To accurately predict the changes in grain boundary chemistry due to radiation-induced segregation and post-irradiation annealing, the composition dependence of diffusion parameters, such as the migration energy, must be known. A model has been developed which calculates migration diffusivity. The advantages of this calculational method are that a single set of input parameters can be used for a wide range of bulk alloy compositions, and the effects of local order can easily be incorporated into the calculations. A description of the model is presented, and model calculations are compared to segregation measurements from seven different iron-chromium-nickel alloys, irradiated with protons to doses from 0.1 to 3.0 dpa at temperatures between 200 C and 600 C. Results show that segregation trends can be modeled using a single set of input parameters with the difference between model calculation and measurement being less than 5 at%, but usually less than 2 at%. In-situ observation of atomic self-organization processes in Xe nanocrystals embedded in Al.

Self-organization processes in Xe nanocrystals embedded in Al are observed with in-situ high-resolution electron microscopy. Under electron irradiation, stacking fault type defects are produced in Xe nanocrystals. The defects recover in a layer by layer manner. Detailed analysis of the video reveals that the displacement of Xe atoms in the stacking fault was rather small for the Xe atoms at boundary between Xe and Al, suggesting the possibility of the stacking fault in Xe precipitate originating inside of precipitate, not at the Al/Xe interface.

Physics results from polarized DIS.

We have extracted polarized nucleon distributions from recent data at CERN, SLAC and DESY. The flavor-dependent valence and sea quark spin distributions are determined for each experiment. We take into account possible differences in the up and down sea distributions, and assume that the strange sea contribution is suppressed by mass effects. Physics results determined from different experiments are compared, including higher order corrections.

Flash photolysis-shock tube studies.

Following earlier investigations on the dissociation rates of halogen containing molecules, we studied the thermal decompositions of CHCl{sub 3} and CF{sub 3}Br. In addition, we measured the branching ratio and rate constants for the thermal decomposition of H{sub 2}CO. We studied three bimolecular rate processes: H + H{sub 2}CC0, CF{sub 3} + H{sub 2}, and H + CF{sub 3}H. Decomposition studies in reflected shock waves on three reactions were completed using atomic resonance absorption spectroscopic (ARAS) detection and/or the laser schlieren density gradient (LS) method.

Recent advances in fabrication of high-T{sub c} superconductors for electric power applications.

The U.S. Department of Energy (DOE) supports an applied superconductivity program entitled ''Superconductivity Program for Electric Power Systems.'' Activities within this program contribute to development of the high-temperature superconductor (HTS) technology needed for industry to proceed with the commercial development of electric power applications such as motors, generators, transformers, transmission cables, and current limiters. Research is conducted in three categories: wire development, systems technology development, and Superconductivity Partnership Initiative (SPI). Wire development activities are devoted to improving the critical current density (J{sub c}) of short-length HTS wires, whereas systems technology development focuses on fabrication of long-length wires, coils, and on magnets. The SPI activities are aimed at development of prototype products. Significant progress has been made in the development of (HTSs) for various applications: some applications have already made significant strides in the marketplace, while others are still in the developmental stages. For successful electric power applications, it is very important that the HTS be fabricated into long-length conductors that exhibit desired superconducting and mechanical properties. Several parameters of the PIT technique must be carefully controlled to obtain the desired properties. Long lengths of Bi-2223 tapes with respectable superconducting properties have been fabricated by a carefully designed thermomechanical treatment process. …

Effects of stress waves on cells

Laser induced stress waves are being used in a variety of medical applications, including drug delivery and targeted tissue disruption. Stress waves can also be an undesirable side effect in laser procedures such as ophthalmology and angioplasty. Thus, a study of the effects of stress waves on a cellular level is useful. Thermoelastic stress waves were produced using a Q-switched frequency-doubled Nd:YAG laser (@.=532nm) with a pulse duration of 4 ns. The laser radiation was delivered to an absorbing media. A thermoelastic stress wave was produced in the absorbing media and propagated into plated cells. The energy per pulse delivered to a sample and the spot size were varied. Stress waves were quantified. We assayed for cell viability and damage using two methods. The laser parameters within which cells maintain viability were investigated and thresholds for cell damage were defined. A comparison of cell damage thresholds for different cell lines was made.

Short range spin correlations in the CMR material La{sub 1.4}Sr{sub 1.6}Mn{sub 2}O{sub 7}.

The (La{sub 1{minus}} x Sr{sub x}){sub 3}Mn{sub 2}O{sub 7} compounds are layered materials that exhibit higher magneto-resistance than the corresponding 3D manganite perovskites. Quasi-elastic neutron scattering on a polycrystalline sample of La{sub 1.4}Sr{sub 1.6}Mn{sub 2}O{sub 7} shows that the spin fluctuation spectrum of the these layered CMR materials is qualitatively similar to those found in the perovskite manganites (La,Ca)MnO{sub 3}; their concentration, lifetime, and coherence length increase as T decreases to T{sub c}. Unlike the perovskites we find a lower spin-diffusion constant above T{sub c} of {approximately}5 meV {angstrom}{sup 2}.

Photoionization-photoelectron research.

In the broad sense of a general definition, the fundamental goal of this research program is to explore, understand, and utilize the basic processes of interaction of vacuum UV light with atoms and molecules. In practical terms, this program uses photoionization mass spectrometry and other related techniques to study chemically relevant transient and metastable species that are intimately connected to energy-producing processes, such as combustion, or play-prominent roles in the associated environmental issues. Some recent examples of species that have been studied are: CH{sub 3}, CH{sub 2}, CH{sub 3}O, CH{sub 2}OH, CH{sub 3}S, CH{sub 2}SH, HCS, HNCO, NCO, HNCS, NCS, the isomers of C{sub 2}H{sub 5}O, HOBr, CF{sub 3} and CF{sub 3}OH. The ephemeral species of interest are produced in situ using various suitable techniques, such as sublimation, pyrolysis, microwave discharge, chemical abstraction reactions with H or F atoms, laser photodissociation, on-line synthesis, and others. The desired information is obtained by applying a variety of suitable photoionization methods, which use both conventional and coherent light sources in the vacuum W region. Risk assessment of nonhazardous oil-field waste disposal in salt caverns.

In 1996, Argonne National Laboratory (ANL) conducted a preliminary technical and legal evaluation of disposing of nonhazardous oil-field wastes (NOW) into salt caverns. Argonne determined that if caverns are sited and designed well, operated carefully, closed properly, and monitored routinely, they could be suitable for disposing of oil-field wastes. On the basis of these findings, Argonne subsequently conducted a preliminary evaluation of the possibility that adverse human health effects (carcinogenic and noncarcinogenic) could result from exposure to contaminants released from the NOW disposed of in domal salt caverns. Steps used in this evaluation included the following: identifying potential contaminants of concern, determining how humans could be exposed to these contaminants, assessing contaminant toxicities, estimating contaminant intakes, and calculating human cancer and noncancer risk estimates. Five postclosure cavern release scenarios were assessed. These were inadvertent cavern intrusion, failure of the cavern seal, failure of the cavern through cracks, failure of the cavern through leaky interbeds, and a partial collapse of the cavern roof. Assuming a single, generic, salt cavern and generic oil-field wastes, potential human health effects associated with constituent hazardous substances (arsenic, benzene, cadmium, and chromium) were assessed under each of these scenarios. Survey of high voltage electron microscopy worldwide in 1998.

High voltage TEMs were introduced commercially thirty years ago, with the installations of 500 kV Hitachi instruments at the Universities of Nagoya and Tokyo. Since that time 53 commercial instruments, having maximum accelerating potentials of 0.5-3.5 MV, will have been delivered by the end of 1998. Table 1 summarizes the sites and some information regarding those HVEMS which are available in 1998. This corrects, updates and expands an earlier report of this sort [2]. There have been three commercial HVEM manufacturers: AEI (UK), Hitachi and JEOL (Japan). The proportion of the total number of HVEMS produced by each manufacturer is similar to that reflected in Table 1: AEI and Kratos/AEI (12), Hitachi (20) and JEOL (21). The term Kratos/AEI refers to instruments delivered after the takeover of AEI by Grates in the late 1970's. In Table 1 only maximum accelerating potentials are listed, which is generally also the design value for which the resolution for imaging was optimized. It is important to realize that in many applications, especially those studying irradiation effects, much lower voltages may be employed somewhat routinely to minimize atom displacements by the incident electron beam during analysis. Combining Noise Factors and Process Parameters in a Response Surface

This presentation covers the strategy and analysis of an experiment to characterize a gas tungsten arc welding process. The experiment combined four uncontrolled noise factors and four controlled process parameters. A nontraditional response surface design was employed. Multiple responses were modeled. Optimal settings for the process parameters to successfully weld the widest range of the pertinent product features were identified. Thus, the process was made ''robust'' against ''noise'' factors. Comparisons are made between the experimental and analytical approach taken versus the Taguchi style of experimentation and analysis. This comparison is mainly done with respect to the information gained, such as product design criteria, incoming material specifications, and process adjustments for nonconforming material.

MM-wave cavity/klystron developments using deep x-ray lithography at the Advanced Photon Source.

Recent microfabrication technologies based on LIGA (German acronym for Li thographe, G alvanoformung, und A bformung) have been applied to build high-aspect-ratio, metallic or dielectric, planar structures suitable for high frequency rf cavity structures. The cavity structures would be used as parts of linear accelerators, microwave undulators, and mm-wave amplifiers. The microfabrication process includes manufacturing of precision x-ray masks, exposure of positive resist by x-rays through the mask, resist development, and electroforming of the final microstructure. Prototypes of a 32-cell, 108-GHz constant impedance cavity and a 66-cell, 94-GHz constant-gradient cavity were fabricated using the synchrotron radiation sources at APS. Preliminary design parameters for a 91- GHz modulator klystron along with an overview of the new technology are discussed.
