Fair and transparent elections are seen by experts and policymakers as a necessary step in Palestinian democratization and for the peace process. Palestinian political reform is an important element in the U.S. policy of promoting democracy, civil society, and good governance in the Middle East. It remains unclear how U.S. policy toward the Palestinian will change now that a designated terrorist organization -- Hamas -- is set to head the government. Some in Congress support restricting or ending economic assistance to the Palestinians so that U.S. aid does not benefit a foreign terrorist organization. Others are wary of initiatives that may weaken Palestinian President Abbas.

Climate Change Legislation in the 109th Congress

Climate change and greenhouse gas (GHG) emissions are a continuing issue in the 109th Congress. Bills directly addressing climate change issues range from those focused primarily on climate change research to comprehensive emissions cap-and-trade programs. Additional bills focus on GHG reporting and registries, or on power plant emissions of carbon dioxide, as part of wider controls on pollutant emissions. The bills vary in their approaches to climate change issues. This report briefly discusses the basic concepts on which these bills are based and compares major provisions of the bills in each of the following categories: climate change research, technology deployment, GHG reporting and registries, and emissions reduction programs.

Pay increases for current federal employees and cost-of-living adjustments (COLAs) for retired federal employees often differ because they are based on changes in different economic variables. Increases in pay for civilian federal workers are indexed to wage and salary increases in the private-sector, as measured by the Employment Cost Index (ECI), while federal retirement and disability benefits are indexed to price increases as measured by the Consumer Price Index (CPI). Jamaica: Political and Economic Conditions and U.S. Relations

Although Jamaica has a stable parliamentary democracy and is a middle-income developing country, the government of Prime Minister P.J. Patterson faces several significant challenges. These include a violent crime wave fueled by gangs and drug trafficking; high external debt, estimated at 135% of gross domestic product, that could constrain the government’s social expenditures; and an adult HIV/AIDS infection rate of over 1%. This report discusses U.S. relations with Jamaica, which are close and characterized by significant economic linkages and cooperation on such bilateral issues as anti-drug trafficking measures, hurricane reconstruction support, and efforts to combat the AIDS epidemic.
