The letter provides notification of a new LULAC Council organized in Eagle Lake, Texas on January 21, 1951. Herrera lists provisional officers and members. Herrera next visited Palacios, Texas, and presented the charter to the new Palacios LULAC Council. Herrera also confirms delivery of charter to the Wharton Ladies LULAC Council.

The main topic of the article is the contest between John J. Herrera and George J. Garza for the office of National President. The voting resulted in a technical tie, with Vice President Herrera granted the right to cast the deciding vote, whereupon he cast his vote for his opponent.

Evans writes concerning a city lot in Bay City, Texas, in connection with oil and gas leases. Evans requests execution of paperwork by LULAC officers to straighten up the issue.

Letter from Oscar M. Laurel, LULAC Executive Secretary, to John J. Herrera, LULAC National Organizer, dated November 6, 1951. Laurel requests plans for the reorganization of LULAC councils; he mentions a highly publicized divorce in Juarez, Mexico, in which Herrera represented one of the parties; and Laurel asks for legal advice on a question of property ownership in connection with the Bay City LULAC Council.

Letter from Oscar M. Laurel, LULAC Executive Secretary, to John J. Herrera, LULAC National Organizer, dated January 22, 1952. Laurel conveys the approval of the LULAC Supreme Council for sociological and statistical data contained in the report by Lyle Saunders and Olen T. Leonard, entitled, "The Wetback in the Lower Rio Grande Valley of Texas." Laurel writes that the council also condemns the false and prejudiced statements attributed to three people interviewed by the sociologists. This report is to be discussed at an upcoming LULAC Convention.

Herrera apologizes for not congratulating Laurel at the moment that the counts were completed and he had been elected. Herrera explains, "I know that you understand why I had to help Brother Pinedo under the circumstances [...] a man must follow the dictates of his conscience." Herrera also expresses to Laurel that Laurel can count on Herrera for sincere cooperation and in any other way that Herrera can assist Laurel throughout his administration.

Letter from Oscar M. Laurel to John J. Herrera dated September 16, 1955 requesting Herrera's presence at the first Supreme Council meeting at Pecos, Texas. The meeting was to take place on September 24 and 25.

Letter from Oscar M. Laurel to John J. Herrera dated October 29, 1955, requesting Herrera to provide information to Albert Q. Maisel from Reader's Digest for a future issue on American Citizens of Mexican Descent. Laurel expresses to Herrera that he is the best candidate to provide information on how American citizens of Mexican American descent have made an impact in the Gulf Coast area. "No article regarding the history of such progress would be complete without including the rich contribution which you have made towards the same."

Letter from Oscar M. Laurel to John J. Herrera, dated November 1, 1955, requesting Herrera's presence at the LULAC Area Reunion meetings at El Campo on November 5 and 6. Laurel informs Herrera that there will be a banquet and a dance on Saturday night.

Letter to Oscar Laurel, LULAC National President, dated December 12, 1955. At the top of the letter there is a note to John J. Herrera with the signature of "Ed": "We don't know if Laurel has "sold out" Lulac to the Shivers forces." In the letter to Laurel it is stated that Laurel should not endorse nor aid politicians with an agenda that goes against the "people." "I am sure you will agree with me that Lulac should in no manner lend itself to efforts of politicians designed to divide and weaken the people which both our organizations represent."

Letter from Lyndon B. Johnson expressing his gladness at John J. Herrera's interest in Luciano Richard Santoscoy, who was trying to become a Senate Page. Johnson also writes he was looking forward to seeing Herrera at the LULAC Convention in Laredo in June. The letter is typed on United States Senate Office of the Democratic Leader letterhead. In pencil, a note at the top reads: "Make 2 copies to send to Santoscoy."
