A letter written to Mr. T. N. Carswell, Clerk, Taylor County Local Board No. 1, Abilene, Texas from L. M. Fellbaum, Captain, Q.M.C., Policy Supervisor, Austin, Texas dated December 11, 1942. Fellbaum references a letter from Carswell dated December 8 and addressed to Colonel John R. Banister. He outlines an itinerary for Carswell for the dates of December 16, 1942 through the 28th of December. He instructs Carswell to accompany Mr. Jewel R. Stephens into the counties of District 18-A.

Carswell advises of and explains regarding testimony given by a registrant and a statement by a person "in a position to know" regarding some practices by individuals covered in the testimony. Carswell advises that "it is also revealed that the appeal agent is under the influence of liquor much of the time", that he made inquiry and is convinced that the official connection of the appeal agent tends to discredit the board and is a source of embarrassment to the board.

The letter regards a report on Subject OP 95040 as submitted by the Taylor County Parole Board.

Typewritten at the bottom of the page is correspondence from B C [Betty Christian] to Mr. Carswell expressing her appreciation for the receipt of the monthly report on Subject and for his assistance in this work.

Carswell advises White regarding a letter from Warden Swenson of the Minnesota State Prison advising that the letter is an unsolicited evaluation of the record of Subject 108,345 while in prison and is the result of considerable study of Subject's personality.
