WICHITA--Two counts of fourth degree manslaughter were filed against the driver of an empty cattle truck that rammed into two tollbooths of the Kansas turnpike Wednesday, killing two attendants. The charges were filed against John L. Pettyjohn, 35, of Hugo, Okla. He was arraigned on the two counts by Common Pleas Court Judge Nicholas Klein. A bond of $1,000 was set and the case was placed on the May 27 court docket at which time a preliminary hearing may be scheduled. Killed in the accident were Albert J. Engbrecht, 58, Wichita, and Wilbert Kunkel, 54, of Douglass, Kan. Both victims had received their 10-year employment pins last fall from Kansas Turnpike Authority officials. Pettyjohn received only a bump on his head and did not require hospitalization."

This Work Plan outlines the scope of work for targeted sampling at Webber, Kansas (Figure 1.1). This activity is being conducted at the request of the Kansas Department of Health and Environment (KDHE), in accordance with Section V of the Intergovernmental Agreement between the KDHE and the Commodity Credit Corporation of the U.S. Department of Agriculture (CCC/USDA). Data obtained in this sampling event will be used to (1) evaluate the current status of previously detected contamination at Webber and (2) determine whether the site requires further action. This work is being performed on behalf of the CCC/USDA by the Environmental Science Division of Argonne National Laboratory. Argonne is a nonprofit, multidisciplinary research center operated by the University of Chicago for the U.S. Department of Energy (DOE). The CCC/USDA has entered into an interagency agreement with DOE, under which Argonne provides technical assistance to the CCC/USDA with environmental site characterization and remediation at its former grain storage facilities. Argonne has issued a Master Work Plan (Argonne 2002) that describes the general scope of and guidance for all investigations at former CCC/USDA facilities in Kansas. In September 2005, periodic sampling of groundwater was initiated by the Commodity Credit Corporation of the U.S. Department of Agriculture (CCC/USDA) in the vicinity of a grain storage facility formerly operated by the CCC/USDA at Centralia, Kansas. The sampling at Centralia is being performed on behalf of the CCC/USDA by Argonne National Laboratory, in accord with a monitoring program approved by the Kansas Department of Health and Environment (KDHE). The objective is to monitor levels of carbon tetrachloride contamination identified in the groundwater at Centralia (Argonne 2003, 2004, 2005a). Under the KDHE-approved monitoring plan (Argonne 2005b), the groundwater is being sampled twice yearly (for a recommended period of two years) for analyses for volatile organic compounds (VOCs), as well as measurement of selected geochemical parameters to aid in the evaluation of possible natural contaminant degradation (reductive dechlorination) processes in the subsurface environment. The sampling is presently conducted in a network of 10 monitoring wells and 6 piezometers (Figure 1.1), at locations approved by the KDHE (Argonne 2006a). The results of groundwater sampling and VOCs analyses in September-October 2005, March 2006, September 2006, and March 2007 were documented previously (Argonne 2006a,b, 2007a). From introduction: The Cordilleran Foreland (King. 1951, p. 58-62; Horberg and others, 1949, p. 192194) forms a broad north-south belt, parallel to and east of the Cordilleran geanticline (fig. 1), in which the predominant geologic structure is a series of anticlinal mountains and broad asymmetric basins that contrast sharply with the folds and overthrusts related to the Cordilleran geanticline. A tectonic map of most of the Cordilleran Foreland (fig. 2) is being compiled as an aid to study the geologic setting of uranium deposits within the region, and to determine what relationships may exist between the distribution of uranium deposits and the regional tectonic pattern (Osterwald, 1955). The map will show the distribution of faults, uranium deposits, areas of volcanic activity, and crestlines and troughs of folds.

On February 15, 2007, the Commodity Credit Corporation of the U.S. Department of Agriculture (CCC/USDA) submitted Recommendations for Remedial Action at Everest, Kansas. Those Recommendations were accepted by the Kansas Department of Health and Environment (KDHE) in a letter to the CCC/USDA dated March 5, 2007. The approved Recommendations document outlines a plan for systematic groundwater sampling and monitoring at Everest to provide data necessary for the critical evaluation of remedial options - including a phytoremediation alternative - for restoration of the groundwater and protection of the surface waters of the intermittent creek at this site. Phase I of the KDHE-approved monitoring plan includes the following activities: (1) Groundwater sampling at existing monitoring wells, with analyses for volatile organic compounds (VOCs) and selected biodegradation parameters; (2) Sampling of surface waters along the intermittent creek for VOCs analyses; and (3) Periodic manual measurement and automated recording of groundwater and surface water levels in the vicinity of the intermittent creek. The locations selected for groundwater and surface water sampling and analyses under the approved monitoring program were determined in consultation with the KDHE. The Commodity Credit Corporation of the U.S. Department of Agriculture (CCC/USDA) operated a grain storage facility at Barnes, Kansas, in 1949-1974. Carbon tetrachloride contamination was initially detected in 1986 in the town's public water supply wells. In 2006-2007, the CCC/USDA conducted a comprehensive targeted investigation at and near its former property in Barnes to characterize this contamination. Those results were reported previously (Argonne 2008a). The results of that investigation indicated that carbon tetrachloride contamination is present in groundwater at low to moderate levels in the vicinity of the former CCC/USDA grain storage facility. Information obtained during the 2006-2007 investigation also indicated that at least one other potential source might have contributed to the groundwater contaminant plume (Argonne 2008a). The former agriculture building owned by the local school district, located immediately east of well PWS3, is also a potential source of the contamination. In November 2007, the CCC/USDA began periodic groundwater monitoring at Barnes. The monitoring is being conducted on behalf of the CCC/USDA by Argonne National Laboratory, under the direction of the Kansas Department of Health and Environment (KDHE). The Commodity Credit Corporation of the U.S. Department of Agriculture (CCC/USDA) operated a grain storage facility at the western edge of Everest, Kansas, from the early 1950s to the early 1970s. Sampling by the Kansas Department of Health and Environment (KDHE) in 1997 resulted in the detection of carbon tetrachloride in one domestic well (the Nigh well) northwest of the former facility. On behalf of the CCC/USDA, Argonne National Laboratory subsequently conducted a series of investigations to characterize the contamination (Argonne 2003, 2006a,b,c). Automatic, continuous monitoring of groundwater levels began in 2002 and is ongoing at six locations. The results have consistently indicated groundwater flow toward the north-northwest from the former CCC/USDA property to the Nigh property, then west-southwest from the Nigh property to the intermittent creek. Sitewide periodic groundwater and surface water sampling with analysis for volatile organic compounds (VOCs) began in 2008. Argonne's combined data indicate no significant downgradient extension of contamination since 2000. At present, the sampling is annual, as approved by the KDHE (2009) in response to a plan developed for the CCC/USDA (Argonne 2009).
