ATF: Thefts of Explosives from State and Local Government Storage Facilities Are Few but May Be Underreported
Testimony issued by the Government Accountability Office with an abstract that begins "More than 5.5 billion pounds of explosives are used each year in the United States by private sector companies and government entities. The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) has authority to regulate explosives and to license privately owned explosives storage facilities. After the July 2004 theft of several hundred pounds of explosives from a local government storage facility, concerns arose about vulnerability to theft. This testimony provides information about (1) the extent of explosives thefts from state and local government facilities, (2) ATF's authority to regulate and oversee state and local government storage facilities, and (3) security measures in place at selected state and local government storage facilities. This information is based on a report GAO is releasing today on these issues."

United Nations: Preliminary Observations on Internal Oversight and Procurement Practices
Testimony issued by the Government Accountability Office with an abstract that begins "This testimony discusses internal oversight and procurement in the United Nations (UN). The findings of the Independent Inquiry Committee into the UN's Oil for Food Program have rekindled long-standing concerns about internal oversight and procurement at the United Nations. In addition, the UN's 2005 World Summit called for a host of reforms, from human rights, terrorism, and peace-building to economic development and management reform. Specifically, this testimony conveys our preliminary observations on the UN's budgeting processes as it relates to the ability of the UN's Office of Internal Oversight Services (OIOS) to perform independent and effective oversight. We will also discuss some of the UN's efforts to address problems affecting the openness and professionalism of its procurement system. We would like to emphasize that our comments reflect the preliminary results of two ongoing GAO engagements examining the UN's internal oversight and procurement services. We will issue reports covering a wide range of issues in both areas early next year."

Wastewater Facilities: Experts' Views on How Federal Funds Should Be Spent to Improve Security
A chapter report issued by the Government Accountability Office with an abstract that begins "Since the events of September 11, 2001, the security of the nation's drinking water and wastewater infrastructure has received increased attention from Congress and the executive branch. Wastewater facilities in the United States provide essential services to residential, commercial, and industrial users by collecting and treating wastewater and discharging it into receiving waters. These facilities, however, may possess certain characteristics that terrorists could exploit either to impair the wastewater treatment process or to damage surrounding communities and infrastructure. GAO was asked to obtain experts' views on (1) the key security-related vulnerabilities affecting the nation's wastewater systems, (2) the activities the federal government should support to improve wastewater security, and (3) the criteria that should be used to determine how any federal funds are allocated to improve security, and the best methods to distribute these funds. GAO conducted a systematic, Web-based survey of 50 nationally recognized experts to seek consensus on these key wastewater security issues. EPA expressed general agreement with the report, citing its value as the agency works with its partners to better secure the nation's critical wastewater infrastructure."

Social Security Disability Insurance: SSA Actions Could Enhance Assistance to Claimants with Inflammatory Bowel Disease and Other Impairments
A letter report issued by the Government Accountability Office with an abstract that begins "Advocates for patients with inflammatory bowel disease (IBD) believe that the Social Security Administration's (SSA) process for determining eligibility for Disability Insurance (DI) may treat some claimants unfairly. As a result, claimants with IBD believe they are likely to be denied benefits at the initial decision and reconsideration levels, making it necessary for them to appeal to SSA's hearings level to have their claims allowed. This congressionally mandated study focuses on (1) how SSA evaluates claims involving IBD to establish disability under Title II of the Social Security Act and (2) what unique challenges claimants with IBD encounter when applying for DI benefits, and what actions, if any, SSA has taken to address these challenges."

Federal-Aid Highways: FHWA Needs a Comprehensive Approach to Improving Project Oversight
A letter report issued by the Government Accountability Office with an abstract that begins "The federal-aid highway program provides over $25 billion a year to states for highway and bridge projects, often paying 80 percent of these projects' costs. The federal government provides funding for and oversees this program, while states largely choose and manage the projects. Ensuring that states effectively control the cost and schedule performance of these projects is essential to ensuring that federal funds are used efficiently. We reviewed the Federal Highway Administration's (FHWA) approach to improving its federal-aid highway project oversight efforts since we last reported on it in 2002, including (1) FHWA's oversight-related goals and performance measures, (2) FHWA's oversight improvement activities, (3) challenges FHWA faces in improving project oversight, and (4) best practices for project oversight."

Clean Air Act: Emerging Mercury Control Technologies Have Shown Promising Results, but Data on Long-Term Performance Are Limited
A letter report issued by the Government Accountability Office with an abstract that begins "In March 2005, the Environmental Protection Agency (EPA) issued a rule that will limit emissions of mercury--a toxic element that causes neurological problems--from coal-fired power plants, the nation's largest industrial source of mercury emissions. Under the rule, mercury emissions are to be reduced from a baseline of 48 tons per year to 38 tons in 2010 and to 15 tons in 2018. In the rule, EPA set the emissions target for 2010 based on the level of reductions achievable with technologies for controlling other pollutants--which also capture some mercury--because it believed emerging mercury controls had not been adequately demonstrated. EPA and the Department of Energy (DOE) coordinate research on mercury controls. In this context, GAO was asked to (1) describe the use, availability, and effectiveness of technologies to reduce mercury emissions at power plants; and (2) identify the factors that influence the cost of these technologies and report on available cost estimates. Unfunded Mandates: Views Vary About Reform Act's Strengths, Weaknesses, and Options for Improvement
A letter report issued by the Government Accountability Office with an abstract that begins "The Unfunded Mandates Reform Act of 1995 (UMRA) was enacted to address concerns about federal statutes and regulations that require nonfederal parties to expend resources to achieve legislative goals without being provided federal funding to cover the costs. UMRA generates information about the nature and size of potential federal mandates on nonfederal entities to assist Congress and agency decision makers in their consideration of proposed legislation and regulations. However, it does not preclude the implementation of such mandates. At various times in its 10-year history, Congress has considered legislation to amend various aspects of the act to address ongoing questions about its effectiveness. Most recently, GAO was asked to consult with a diverse group of parties familiar with the act and to report their views on (1) the significant strengths and weaknesses of UMRA as the framework for addressing mandate issues and (2) potential options for reinforcing the strengths or addressing the weaknesses. To address these objectives, we obtained information from 52 organizations and individuals reflecting a diverse range of viewpoints. Needs Assessment Toolkit: Guidelines and Data Collection Tools
This report is part of the Web-at-Risk project. The Web-at-Risk project is one of eight digital preservation projects funded in 2004 by the Library of Congress. Each of the projects represents a collaborative effort to preserve for future generations born-digital or digitized cultural heritage materials and collections. The Web-at-Risk project is a 3-year collaborative effort of the California Digital Library, the University of North Texas (UNT), and New York University. The project will develop a Web Archiving Service that enables curators to build collections of web-published materials. The content will be collected largely from US federal and state government agencies, but will also include political policy documents, campaign literature, and information surrounding political movements. The project work will be conducted along four paths of overlapping activities. The Web-at-Risk Project work paths include (1) Content identification, selection, and acquisition; (2) Content harvest and analysis; (3) Content ingest, retention, and transfer; and (4) Partnership building.
