Accelerated Closure of the Hanford Site

Cleanup of the Hanford Site is currently planned to take until 2046 and another approximately $SOB. In the summer of 1999, Fluor Hanford initiated an ''Accelerated Closure Team'' to evaluate opportunities to reduce this long schedule and high cost for the parts of the Hanford Site which they manage. To-date, this breakthrough team has developed two approaches which will move > 50 million curies away from the Columbia River sooner than planned and at a significantly reduced cost. The approaches successfully applied so far are presently being applied to other opportunities at Hanford.

Evaluation of Need and Location for a Thermogravimetric Analyzer in the Plutonium Finishing Plant (PFP) Materials Stabilization

This plan provides an analysis for locating a TGA to support PFP Thermal Stabilization processes. The scope of this document is to evaluate the need for, and location for, installation of a TGA system as a supplement to the SFE equipment for moisture measurement in pure oxides. A location assessment for the SFE equipment was previously performed (HNF 1999). Based on that assessment, co-location of the TGA system with the SFE system is the preferred option. This would enable thermally stabilized material to be analyzed for residual moisture by either the TGA system or SFE system or both This evaluation considers glovebox locations in the PFP 234-52 Building Analytical Laboratory or operating areas for the installation of the TGA system and it's supporting equipment. This evaluation considers using existing gloveboxes along with an alternative of adding a new glovebox to existing process lines. The location evaluation criteria focuses mainly on glovebox size, with qualitative consideration of relative cost and schedule impacts associated with system implementation, radiological control, and interaction with other laboratory operations and processes. In addition, the possible co-location of a TGA furnace system with the SFE system was considered.

Probability of Potential Multi-Canister Overpack Loading System Drop of Proof Load in the K West Basin South Loadout Pit

This document presents the results of a probabilistic analysis of the potential for load drop during the load test of the K West Basin South Loadout Pit Gantry. The calculations are in support of the cask loading system (CLS) subproject load test of the gantry. The purpose of this calculation note is to document the probabilistic calculation of the per lift potential for drop of a test load by the Multi-Canister Overpack (MCO) Loading System (MLS) during load testing at the K West Basin south loadout pit. The MLS subproject needs to load test the MLS in the K West Basin south loadout pit. To perform this test, a basket mockup weighing approximately 4,500 lb (125% of a fully loaded MCO basket accounting for water displacement) needs to be used for one or more load tests. The test load will comprise a standard basket lifting attachment with several ring-shaped steel segments to provide the required weight. The test load will exceed the K Basin Safety Analysis Report (WHC-SD-WM-SAR-062) (SAR) allowances for load drop in the K West Basin south loadout pit. In support of the SST Interim Closure Project, Project W-523 ''Tank 241-C-104 Waste Retrieval System'' will provide systems for retrieval and transfer of radioactive waste from tank 241-C-104 (C-104) to the DST staging tank 241-AY-101 (AY-101). At the conclusion of Project W-523, a retrieval system will have been designed and tested to meet the requirements for Acceptance of Beneficial Use and been turned over to operations. Completion of construction and operations of the C-104 retrieval system will meet the recently proposed near-term Tri-Party Agreement milestone, M-45-03F (Proposed Tri-Party Agreement change request M-45-00-01A, August, 30 2000) for demonstrating limits of retrieval technologies on sludge and hard heels in SSTs, reduce near-term storage risks associated with aging SSTs, and provide feed for the tank waste treatment plant. This Project Plan documents the methodology for managing Project W-523; formalizes responsibilities; identifies key interfaces required to complete the retrieval action; establishes the technical, cost, and schedule baselines; and identifies project organizational requirements pertaining to the engineering process such as environmental, safety, quality assurance, change control, design verification, testing, and operational turnover.

Engineering Task Plan for Fourth Generation Hanford Corrosion Monitoring System

This Engineering Task Plan (ETP) describes the activities associated with the installation of cabinets containing corrosion monitoring equipment on tanks 241-AN-102 and 241-AN-107. The new cabinets (one per tank) will be installed adjacent to existing corrosion probes already installed in riser WST-RISER-016 on both tanks. The corrosion monitoring equipment to be installed utilizes the technique of electrochemical noise (EN) for monitoring waste tank corrosion. Typically, EN consists of low frequency (4 Hz) and small amplitude signals that are spontaneously generated by electrochemical reactions occurring at corroding or other surfaces. EN analysis is well suited for monitoring and identifying the onset of localized corrosion, and for measuring uniform corrosion rates. A typical EN based corrosion-monitoring system measures instantaneous fluctuations in corrosion current and potential between three nominally identical electrodes of the material of interest immersed in the environment of interest. Time-dependent fluctuations in corrosion current are described by electrochemical current noise, and time-dependent fluctuations of corrosion potential are described by electrochemical noise. The corrosion monitoring systems are designed to detect the onset of localized corrosion phenomena if tank conditions should change to allow these phenomena to occur. The purpose of this section of the welding manual is to: (1) Provide a general description of the major responsibilities of the organizations involved with welding. (2) Provide general guidance concerning the application of codes related to welding. This manual contains requirements for welding for all Fluor Hanford (FH) welding operators working on the W460 Project, in the Plutonium Finishing Plant (PFP) at the U. S. Department of Energy (DOE) Hanford facilities. These procedures and any additional requirements for these joining processes can be used by all FH welding operators that are qualified. The Welding Procedure Specifications (WPS) found in this document were established from Procedure Qualification Records (PQR) qualified by FH specifically for the W460 Project. PQRs are permanent records of the initial testing and qualification program and are used to backup, and support, the WPS. The identification numbers of the supporting PQR(s) are recorded on each WPS. All PQRs are permanently stored under the supervision of the Fluor Hanford Welding Engineer (FHWE). New PQRs and WPSs will continue to be developed as necessary. This Corrective Action Decision Document identifies and rationalizes the U.S. Department of Energy, Nevada Operations Office's selection of a recommended corrective action alternative (CAA) appropriate to facilitate the closure of Corrective Action Unit (CAU) 230, Area 22 Sewage Lagoons, and CAU 320, Area 22 Desert Rock Airport Strainer Box, under the Federal Facility Agreement and Consent Order. Referred to as CAU 230/320, both CAUs are located at the Nevada Test Site (NTS) and comprise two Corrective Action Sites (CASs), 22-03-01 (Sewage Lagoons) and 22-99-01 (Strainer Box). The Area 22 Sewage Lagoons site also includes a buried Imhoff Tank, sludge bed, and associated sewer piping. A September 1999 corrective action investigation identified the only contaminant of concern above preliminary action levels at this CAU (i.e., total petroleum hydrocarbons as diesel-range organics). During this same investigation, three Corrective Action Objectives (CAOs) were identified to prevent or mitigate exposure to subsurface debris and contaminated soil. Based on these CAOs, a review of existing data, future use, and current operations in Area 22 of the NTS, three CAAs were developed for consideration: Alternative 1 - No Further Action, Alternative 2 - Closure in Place with Administrative Controls, and Alternative 3 - Excavation and Removal. …

Process Test Plan for 4TH Generation Hanford Corrosion Monitoring System

Instrumentation and cabinets for the 241-AN-107 and 241-AN-102 corrosion monitoring systems will be upgraded in FY 2000. The bulk of the field work involved in this task will involve placement of the corrosion monitoring data collection hardware closer to the risers that house the existing corrosion probes. This will be accomplished by placing a new climate controlled cabinet by the risers containing corrosion probes on these two tanks (one cabinet per tank). Once installed the systems will feed data back to a centralized corrosion monitoring station in the 241-AN-271 instrument building. The upgraded systems will be operated under the bounds of this Process Test Plan (PTP) for six principle reasons. These reasons were established prior to installing the original systems in 1997 (241-AN-107) and 1998 (241-AN-102). They are as follows: (1) Acquire corrosion data on the waste in 241-AN-107 and 241-AN-102. (2) Provide supporting data to the site's Integrity Assessment program. (3) Demonstrate that corrosion monitoring by evaluation of electrochemical noise data is possible in waste tank systems, particularly with regard to the detection of general corrosion and (if present) pitting and stress corrosion cracking. First-principles calculation of optical absorption spectra in conjugated polymers: Role of electron-hole interaction

Experimental and theoretical studies have shown that excitonic effects play an important role in the optical properties of conjugated polymers. The optical absorption spectrum of trans-polyacetylene, for example, can be understood as completely dominated by the formation of exciton bound states. We review a recently developed first-principles method for computing the excitonic effects and optical spectrum, with no adjustable parameters. This theory is used to study the absorption spectrum of two conjugated polymers: trans-polyacetylene and poly-phenylene-vinylene(PPV).

Evaluation of Flygt Propeller Xixers for Double Shell Tank (DST) High Level Waste Auxiliary Solids Mobilization

The River Protection Project (RPP) is planning to retrieve radioactive waste from the single-shell tanks (SST) and double-shell tanks (DST) underground at the Hanford Site. This waste will then be transferred to a waste treatment plant to be immobilized (vitrified) in a stable glass form. Over the years, the waste solids in many of the tanks have settled to form a layer of sludge at the bottom. The thickness of the sludge layer varies from tank to tank, from no sludge or a few inches of sludge to about 15 ft of sludge. The purpose of this technology and engineering case study is to evaluate the Flygt{trademark} submersible propeller mixer as a potential technology for auxiliary mobilization of DST HLW solids. Considering the usage and development to date by other sites in the development of this technology, this study also has the objective of expanding the knowledge base of the Flygt{trademark} mixer concept with the broader perspective of Hanford Site tank waste retrieval. More specifically, the objectives of this study delineated from the work plan are described.

This report documents the verification and validation (V&V) activities undertaken to support the use of the RADNUC2-A and ORIGEN2 S.2 computer codes for the specific application of calculating isotopic inventories and decay heat loadings for Spent Nuclear Fuel Project (SNFP) activities as described herein. Two recent applications include the reports HNF-SD-SNF-TI-009, 105-K Basin Material Design Basis Feed Description for Spent Nuclear Fuel Project Facilities, Volume 1, Fuel (Praga, 1998), and HNF-3035, Rev. 0B, MCO Gas Composition for Low Reactive Surface Areas (Packer, 1998). Representative calculations documented in these two reports were repeated using RADNUC2-A, and the results were identical to the documented results. This serves as verification that version 2A of Radnuc was used for the applications noted above; the same version was tested herein, and perfect agreement was shown. Comprehensive V&V is demonstrated for RADNUC2-A in Appendix A.

APPLICATION OF CERAMICS TO HIGH PRESSURE FUEL SYSTEMS

Diesel fuel systems are facing increased demands as engines with reduced emissions are developed. Injection pressures have increased to provide finer atomization of fuel for more efficient combustion, Figure 1. This increases the mechanical loads on the system and requires tighter clearances between plungers and bores to prevent leakage. At the same time, fuel lubricity has decreased as a byproduct of reducing the sulfur levels in fuel. Contamination of fuel by water and debris is an ever-present problem. For oil-lubricated fuel system components, increased soot loading in the oil results in increased wear rates. Additionally, engine manufacturers are lengthening warranty periods for engines and systems. This combination of factors requires the development of new materials to counteract the harsher tribological environment.
