Smolt Monitoring at the Head of Lower Granite Reservoir and Lower Granite Dam, 2002 Annual Report.

This project monitored the daily passage of Chinook salmon Oncorhynchus tshawytscha, steelhead trout O. mykiss, and sockeye salmon smolts O. nerka during the 2002 spring out-migration at migrant traps on the Snake River and Salmon River. In 2002 fish management agencies released significant numbers of hatchery Chinook salmon and steelhead trout above Lower Granite Dam that were not marked with a fin clip or coded-wire tag. Generally, these fish were distinguishable from wild fish by the occurrence of fin erosion. Total annual hatchery Chinook salmon catch at the Snake River trap was 11.4 times greater in 2002 than in 2001. The wild Chinook catch was 15.5 times greater than the previous year. Hatchery steelhead trout catch was 2.9 times greater than in 2001. Wild steelhead trout catch was 2.8 times greater than the previous year. The Snake River trap collected 3,996 age-0 Chinook salmon of unknown rearing. During 2002, the Snake River trap captured 69 hatchery and 235 wild/natural sockeye salmon and 114 hatchery coho salmon O. kisutch. The wild spring/summer Chinook catch was 0.34 times less than the previous year. Hatchery steelhead trout catch was 0.67 times less than in 2004. This Cooperative Agreement was focuse on the development and dissemination of technologies, best-practices, energy-efficiency assessment programs, etc., that could support industry's drive to become more competitive in a rapidly chaning and highly competitive global marketplace. The Agreement covered a rane of collaborative activities between AIChE and DOE/ITP's various Industries of the Future ("IOF") Teams such as: 1. Help with technology evaluation adn support by providing industry experts to: a) Review solicitation proposals b) Review technology portfolios as deeped appropriate by DOE/ITP c) Market IOF Best Practices through outreach and technical assistance at the plant-level adn via meetings with operations staff. 2) Help establish various programs with industry, academia and National Laboratories to develop tools, methodologies and benchmarks that entities served by IOF would find valuable in establishing goals for improving energy consumption in specific processes. 3) Support IOF with Technology Vision 2020 programs.

LOCO with Constraints and Improved Fitting Technique

LOCO has been a powerful beam-based diagnostics and optics control method for storage rings and synchrotrons worldwide ever since it was established at NSLS by J. Safranek. This method measures the orbit response matrix and optionally the dispersion function of the machine. The data are then fitted to a lattice model by adjusting parameters such as quadrupole and skew quadrupole strengths in the model, BPM gains and rolls, corrector gains and rolls of the measurement system. Any abnormality of the machine that affects the machine optics can then be identified. The resulting lattice model is equivalent to the real machine lattice as seen by the BPMs. Since there are usually two or more BPMs per betatron period in modern circular accelerators, the model is often a very accurate representation of the real machine. According to the fitting result, one can correct the machine lattice to the design lattice by changing the quadrupole and skew quadrupole strengths. LOCO is so important that it is routinely performed at many electron storage rings to guarantee machine performance, especially after the Matlab-based LOCO code became available. GridStat – Cyber Security and Regional Deployment Project Report

GridStat is a developing communication technology to provide real-time data delivery services to the electric power grid. It is being developed in a collaborative effort between the Electrical Power Engineering and Distributed Computing Science Departments at Washington State University. Improving the cyber security of GridStat was the principle focus of this project. A regional network was established to test GridStat’s cyber security mechanisms in a realistic environment. The network consists of nodes at Pacific Northwest National Laboratory, Idaho National Laboratory, and Washington State University. Idaho National Laboratory (INL) was tasked with performing the security assessment, the results of which detailed a number or easily resolvable and previously unknown issues, as well as a number of difficult and previously known issues. Going forward we recommend additional development prior to commercialization of GridStat. The development plan is structured into three domains: Core Development, Cyber Security and Pilot Projects. Each domain contains a number of phased subtasks that build upon each other to increase the robustness and maturity of GridStat.

Development of a Hydrogen and Deuterium Polarized Gas Target for Application in Storage Rings

The exploration of spin degrees of freedom in nuclear and high-energy interactions requires the use of spin-polarized projectiles and/or spin-polarized targets. During the last two decades, the use of external beams from cyclotrons has to a large extent been supplanted by use of circulating beams stored in storage rings. In these experiments, the circulating particles pass millions of times through targets internal to the ring. Thus the targets need to be very thin to avoid beam loss by scattering out of the acceptance aperture of the ring.

Residential Electricity Demand in China -- Can Efficiency Reverse the Growth?

The time when energy-related carbon emissions come overwhelmingly from developed countries is coming to a close. China has already overtaken the United States as the world's leading emitter of greenhouse gas emissions. The economic growth that China has experienced is not expected to slow down significantly in the long term, which implies continued massive growth in energy demand. This paper draws on the extensive expertise from the China Energy Group at LBNL on forecasting energy consumption in China, but adds to it by exploring the dynamics of demand growth for electricity in the residential sector -- and the realistic potential for coping with it through efficiency. This paper forecasts ownership growth of each product using econometric modeling, in combination with historical trends in China. The products considered (refrigerators, air conditioners, fans, washing machines, lighting, standby power, space heaters, and water heating) account for 90percent of household electricity consumption in China. Using this method, we determine the trend and dynamics of demandgrowth and its dependence on macroeconomic drivers at a level of detail not accessible by models of a more aggregate nature. Fisk-Based Criteria to Support Validation of Detection Methods for Drinking Water and Air.

This report was prepared to support the validation of analytical methods for threat contaminants under the U.S. Environmental Protection Agency (EPA) National Homeland Security Research Center (NHSRC) program. It is designed to serve as a resource for certain applications of benchmark and fate information for homeland security threat contaminants. The report identifies risk-based criteria from existing health benchmarks for drinking water and air for potential use as validation targets. The focus is on benchmarks for chronic public exposures. The priority sources are standard EPA concentration limits for drinking water and air, along with oral and inhalation toxicity values. Many contaminants identified as homeland security threats to drinking water or air would convert to other chemicals within minutes to hours of being released. For this reason, a fate analysis has been performed to identify potential transformation products and removal half-lives in air and water so appropriate forms can be targeted for detection over time. The risk-based criteria presented in this report to frame method validation are expected to be lower than actual operational targets based on realistic exposures following a release. New Materials for NGNP/Gen IV

The bounding conditions were briefly summarized for the Next Generation Nuclear Plant (NGNP) that is the leading candidate in the Department of Energy Generation IV reactor program. Metallic materials essential to the successful development and proof of concept for the NGNP were identified. The literature bearing on the materials technology for high-temperature gas-cooled reactors was reviewed with emphasis on the needs identified for the NGNP. Several materials were identified for a more thorough study of their databases and behavioral features relative to the requirements ASME Boiler and Pressure Vessel Code, Section III, Division 1, Subsection NH.

Research, Monitoring, and Evaluation of Avian Predation on Salmonid Smolts in the Lower and Mid-Columbia River, 2006 Final Season Summary.

This study investigates predation by piscivorous waterbirds on juvenile salmonids (Oncorhynchus spp.) from throughout the Columbia River Basin. During 2006, study objectives in the Columbia River estuary, work funded by the Bonneville Power Administration, were to (1) monitor and evaluate previous management initiatives to reduce Caspian tern (Hydroprogne caspia) predation on juvenile salmonids (smolts); (2) measure the impact of double-crested cormorant (Phalacrocorax auritus) predation on smolt survival, and assess potential management options to reduce cormorant predation; and (3) monitor large colonies of other piscivorous waterbirds in the estuary (i.e., glaucous-winged/western gulls [Larus glaucescens/occidentalis]) to determine the potential impacts on smolt survival. Study objectives on the mid-Columbia River, work funded by the Walla Walla District of the U.S. Army Corps of Engineers, were to (1) measure the impact of predation by Caspian terns and double-crested cormorants on smolt survival; and (2) monitor large nesting colonies of other piscivorous waterbirds (i.e., California gulls [L. californicus], ring-billed gulls [L. delawarensis], American white pelicans [Pelecanus erythrorhynchos]) on the mid-Columbia River to determine the potential for significant impacts on smolt survival.
