State Department: Staffing Shortfalls and Ineffective Assignment System Compromise Diplomatic Readiness at Hardship Posts

A letter report issued by the General Accounting Office with an abstract that begins "Foreign service employees often experience difficult environmental and living conditions while assigned to U.S. embassies and consulates that are designated as "hardship posts." These conditions include inadequate medical facilities, few opportunities for spousal employment, poor schools, high levels of crime, and severe climate. Because the State Department is understaffed, both in terms of the number and types of employees, it is difficult to ensure that it has the right people in the right place at the right time. The impact of these staffing shortfalls is felt most strongly at hardship posts, some of which are of strategic importance to the United States. As a result, diplomatic programs and management controls at hardship posts could be vulnerable and the posts' ability to carry out U.S. foreign policy objectives effectively could be weakened. State's assignment system is not effectively meeting the staffing needs of hardship posts. Although American Foreign Service employees are obligated to serve anywhere in the world, State rarely directs employees to serve in locations for which they have not shown interest by bidding on a position. A statement of record issued by the General Accounting Office with an abstract that begins "The National Association of Insurance Commissioners (NAIC), through its Accreditation Program, has made considerable progress in achieving uniformity among state insurance regulators. In addition, competitive pressures from further consolidation in the financial services sector and enactment of the Gramm-Leach-Bliley Act has focused attention on regulator reforms in the insurance industry. NAIC's Producer Licensing Reciprocity and Uniformity initiative aims to streamline the licensing process for selling insurance in multiple states. State regulators are also trying to streamline regulatory processes to bring new insurance products to market more quickly. NAIC's Speed to Market initiative focuses both on developing a more centralized filing and approval process for life and health insurance products and on improving existing state-based approval processes for other types of products. Finally, NAIC's National Treatment of Companies initiative aims to facilitate the licensing process for conducting business on a multistate basis. However, NAIC and the states face significant challenges in implementing their initiatives."

Life history and habitat associations of the broad wood cockroach, Parcoblatta lata (Blattaria: Blattellidae) and other native cockroaches in the Coastal Plain of South Carolina.

Wood cockroaches are an important prey of the red-cockaded woodpecker, Picoides borealis, an endangered species inhabiting pine forests in the southern United States. These woodpeckers forage on the boles of live pine trees, but their prey consists of a high proportion of wood cockroaches, Parcoblatta spp., that are more commonly associated with dead plant material. Cockroach population density samples were conducted on live pine trees, dead snags and coarse woody debris on the ground. The studies showed that snags and logs are also important habitats of wood cockroaches in pine forests.

Physical Limitations of Empirical Field Models: Force Balance and Plasma Pressure

In this paper, we study whether the magnetic field of the T96 empirical model can be in force balance with an isotropic plasma pressure distribution. Using the field of T96, we obtain values for the pressure P by solving a Poisson-type equation {del}{sup 2}P = {del} {center_dot} (J x B) in the equatorial plane, and 1-D profiles on the Sun-Earth axis by integrating {del}P = J x B. We work in a flux coordinate system in which the magnetic field is expressed in terms of Euler potentials. Our results lead to the conclusion that the T96 model field cannot be in equilibrium with an isotropic pressure. We also analyze in detail the computation of Birkeland currents using the Vasyliunas relation and the T96 field, which yields unphysical results, again indicating the lack of force balance in the empirical model. The underlying reason for the force imbalance is likely the fact that the derivatives of the least-square fitted model B are not accurate predictions of the actual magnetospheric field derivatives. Finally, we discuss a possible solution to the problem of lack of force balance in empirical field models.

Gyrokinetic Calculations of Microinstabilities and Transport During RF H-Modes on Alcator C-Mod

Physics understanding for the experimental improvement of particle and energy confinement is being advanced through massively parallel calculations of microturbulence for simulated plasma conditions. The ultimate goal, an experimentally validated, global, non-local, fully nonlinear calculation of plasma microturbulence is still not within reach, but extraordinary progress has been achieved in understanding microturbulence, driving forces and the plasma response in recent years. In this paper we discuss gyrokinetic simulations of plasma turbulence being carried out to examine a reproducible, H-mode, RF heated experiment on the Alcator CMOD tokamak3, which exhibits an internal transport barrier (ITB). This off axis RF case represents the early phase of a very interesting dual frequency RF experiment, which shows density control with central RF heating later in the discharge. The ITB exhibits steep, spontaneous density peaking: a reduction in particle transport occurring without a central particle source. Since the central temperature is maintained while the central density is increasing, this also suggests a thermal transport barrier exists. TRANSP analysis shows that ceff drops inside the ITB. Sawtooth heat pulse analysis also shows a localized thermal transport barrier. For this ICRF EDA H-mode, the minority resonance is at r/a * 0.5 on the high field side. There …

LLNL NESHAPs 2001 Annual Report

NESHAPs limits the emission of radionuclides to the ambient air from DOE facilities to levels resulting in an annual effective dose equivalent (EDE) of 10 mrem (100 {micro}Sv) to any member of the public. The EDEs for the Lawrence Livermore National Laboratory (LLNL) site-wide maximally exposed members of the public from operations in 2001 are summarized here: (1) Livermore site: 0.017 mrem (0.17 {micro}Sv) (34% from point-source emissions, 66% from diffuse-source emissions), The point-source emissions include gaseous tritium modeled as tritiated water vapor as directed by EPA Region IX; the resulting dose is used for compliance purposes; and (2) Site 300: 0.054 mrem (0.54 {micro}Sv) (93% from point-source emissions, 7% from diffuse-source emissions); The EDEs were calculated using the EPA-approved CAP88-PC air dispersion/dose assessment model, except for doses for three diffuse sources, which were calculated from measured concentrations and dose coefficients. Site specific meteorological data, stack flow data, and emissions estimates based on radionuclide usage inventory data or continuous stack monitoring data were the specific inputs to CAP88-PC for each modeled source.

The Burial Ground Complex (BGC) occupies approximately 194 acres in the central part of Savannah River Site (SRS) in E-Area between the F and H Separations Areas. The BGC is divided into a northern area containing approximately 118 acres and a southern area containing approximately 76 acres. The southern area is the Old Radioactive Waste Burial Ground (ORWBG), 643-E, which consists of an earthen trench disposal area that began receiving waste in 1952 and was filled in 1972. This portion of the BGC is addressed by this interim measure/interim action.

U.S.A. visibility monitoring, trends, and regulatory programs and their relevance to Korea.

This paper describes visibility monitoring and regulatory programs in the United States, particularly within certain designated National Parks and Wilderness Areas. Government agencies responsible for the management of federal lands, in cooperation with other federal, state, and regional air quality organizations, have established a monitoring program of more than 125 sites. Recent visual documentation (scene images), optical measurements, and aerosol characterizations (mass and chemical speciation) obtained at selected monitoring sites are presented, as information on general spatial and temporal visibility trends. National regulations are described that limit the amount of additional visibility impairment from new or modified emission sources and that establish a schedule for improving existing conditions in designated areas. The relevance of the experience in developing and implementing these programs to the planning for programs to address emerging visibility problems in Korea is discussed.

Experimental Study of Lower-hybrid Drift Turbulence in a Reconnecting Current Sheet

The role of turbulence in the process of magnetic reconnection has been the subject of a great deal of study and debate in the theoretical literature. At issue in this debate is whether turbulence is essential for fast magnetic reconnection to occur in collisionless current sheets. Some theories claim it is necessary in order to provide anomalous resistivity, while others present a laminar fast reconnection mechanism based on the Hall term in the generalized Ohm's law. In this work, a thorough study of electrostatic potential fluctuations in the current sheet of the Magnetic Reconnection Experiment (MRX) [M. Yamada et al., Phys. Plasmas 4, 1936 (1997)] was performed in order to ascertain the importance of turbulence in a laboratory reconnection experiment. Using amplified floating Langmuir probes, broadband fluctuations in the lower hybrid frequency range (fLH approximately 5-15 MHz) were measured which arise with the formation of the current sheet in MRX. The frequency spectrum, spatial amplitude profile, and spatial correlation characteristics of the measured turbulence were examined carefully, finding consistency with theories of the lower-hybrid drift instability (LHDI). ICRF Wave Propagation and Absorption in Plasmas with Non-thermal Populations

Some results obtained with the one dimensional, all orders, full wave code METS, which has been successfully employed in the past to describe a number of experiments, are reported. By using massively parallel computers, this code has been extended to handle non-thermal populations. Various physical situations, in which non-Maxwellian species are expected to be encountered, are studied, such as simultaneous neutral beam injection and high harmonic fast wave electron heating or ion cyclotron resonance heating in the presence of fusion products.

RAPID MAPPING TOOL: AN ARCMAP EXTENSION

Cartographic production laboratories produce large volumes of maps for diverse customers. Turnaround time and consistency are key concerns. The Rapid Mapping Tool is an ArcMap based tool that enables rapid creation of maps to meet customer needs. This tool was constructed using VB/VBA, ArcObjects, and ArcGIS templates. The core capability of ArcMap is extended for custom map production by storing specifications associated with a map or template in a companion XML document. These specifications include settings and preferences used to create custom maps. The tool was developed as a component of an enterprise GIS, which enables spatial data management and delivery using ArcSDE, ArcIMS, Oracle, and a web-based request tracking system.

Results of NSTX Heating Experiments

The National Spherical Torus Experiment (NSTX) at Princeton is designed to assess the potential of the low-aspect-ratio spherical torus concept for magnetic plasma confinement. The plasma has been heated by up to 5 MW of neutral beam injection, NBI, at an injection energy of 90 keV and up to 6 MW of high harmonic fast wave, HHFW, at 30 MHz. NSTX has achieved beta T of 32%. A variety of MHD phenomena have been observed to limit eta. NSTX has now begun addressing E scaling, eta limits and current drive issues. During the NBI heating experiments, a broad Ti profile with Ti up to 2 keV, Ti > Te and a large toroidal rotation. Transport analysis suggests that the impurity ions have diffusivities approaching neoclassical. For L-Mode plasmas, E is up to two times the ITER-89P L-Mode scaling and exceeds the ITER-98pby2 H-Mode scaling in some cases. Transitions to H-Mode have been observed which result in an approximate doubling of tE. after the transition in some conditions. During HH FW heating, Te > Ti and Te up to 3.5 keV were observed. NLC Gamma-Gamma Beam Dump Face Calculations

The NLC beam dump face is a thin copper plate. Energy deposition in the copper face has two sources--primary and secondary electromagnetic showers. Primary showers are those where the incoming beam particle initiates an electromagnetic cascade. Secondary showers are those that occur after a nuclear interaction of a beam particle with the copper. An upper limit for the nuclear transmutation rate is also estimated.
