No Evidence That Communications Between the FERC Chairman and the Chairman of Enron Corporation Violated Criminal Statutes or Ethics Regulations

Correspondence issued by the General Accounting Office with an abstract that begins "This letter responds to congressional interest in the communications between Curt Hebert, Jr., Chairman of the Federal Energy Regulatory Commission (FERC), and Kenneth Lay, Chairman of Enron Corporation which were discussed in an article in the New York Times on May 25, 2001. Concerns were raised these communications might have violated federal criminal statutes or ethics regulations. GAO found that there was no evidence that the Chairman attempted to use public office for private gain or that Mr. Lay offered anything of value to Mr. Herbert."

In-situ Studies of Highly Charged Ions at the LLNL EBIT (open access)

In-situ Studies of Highly Charged Ions at the LLNL EBIT

The properties of highly charged ions and their interaction with electrons and atoms is being studied in-situ at the LLNL electron beam ion traps, EBIT-II and SuperEBIT. Spectroscopic measurements provide data on electron-ion and ion-atom interactions as well as accurate transition energies of lines relevant for understanding QED, nuclear magnetization, and the effects of relativity on complex, state-of-the-art atomic calculations.

PORTSIM v.4.3 : user's manual. (open access)

PORTSIM v.4.3 : user's manual.

This manual documents the capabilities and functions of the Port Simulation (PORTSIM) Model, Version 4.3, which operates on Windows NT 4.0 or Windows 2000. Step-by-step procedures for using PORTSIM are provided. PORTSIM is a discrete-event simulation model that allows for a comprehensive analysis of all critical seaport operations for embarkation. It is applicable to ports worldwide. This simulation system addresses the complexities of port operations and gives you a way to measure the desirability of any given plan of action. PORTSIM models all cargo items, ships, and port infrastructure resources as individual objects. A typical scenario may process more than 10,000 cargo items. Cargo is simulated from the time it arrives at a port to the time it is loaded onto a ship. Note that PORTSIM Version 4.3 models only embarkation activities. Modeling of debarkation currently is being handled under another software framework. You can use PORTSIM to specify the availability of port resources to provide the most realistic simulation possible. The simulation provides detailed information on cargo throughput and infrastructure utilization. With PORTSIM, you can simulate the movement of entire military units through a specified port. You can also selectively constrain resources or operational parameters, to identify potential bottlenecks. …

Specific energy for laser removal of rocks. (open access)

Specific energy for laser removal of rocks.

Application of advanced high power laser technology into oil and gas well drilling has been attracting significant research interests recently among research institutes, petroleum industries, and universities. Potential laser or laser-aided oil and gas well drilling has many advantages over the conventional rotary drilling, such as high penetration rate, reduction or elimination of tripping, casing, and bit costs, and enhanced well control, perforating and side-tracking capabilities. The energy required to remove a unit volume of rock, namely the specific energy (SE), is a critical rock property data that can be used to determine both the technical and economic feasibility of laser oil and gas well drilling.

Oral History Interview with Anne Noreen Bauer, August 16, 2001

The National Museum of the Pacific War presents an oral interview with Anne Noreen Bauer. She was born on 30 July 1915 in Monterey, Indiana. After graduation from high school she attended St. Joseph Hospital in Mishawaka, Indiana, where she received her nurse's training. Shortly after Pearl Harbor, she joined the Army Nurse Corps, was commissioned and reported to Ft. Benjamin Harrison, Indiana in August 1942. She was sent to California where she embarked on the USS West Point (AP-23). She recalls the ship hitting a whale during the transit. Eventually, she arrived at a hospital in Calcutta, India where she was assigned as supervisor in charge of surgery and head nurse of the Intensive Care Unit. She describes her experiences during her 18 months in Calcutta, including the Japanese bombings. Next she was sent to Kandy, Ceylon which was under the command of Lord Louis Mountbatten, where she was stationed for a year as head nurse of the ward. She recalls being invited to Mountbatten's quarters for dinner and engaging him in a conversation where he recounted that he "knew all about Mishawaka, Indiana," her birthplace. She recalls that the Women's Army Corps had just been formed and she …
