A weekly publication, the Texas Register serves as the journal of state agency rulemaking for Texas. Information published in the Texas Register includes proposed, adopted, withdrawn and emergency rule actions, notices of state agency review of agency rules, governor's appointments, attorney general opinions, and miscellaneous documents such as requests for proposals. After adoption, these rulemaking actions are codified into the Texas Administrative Code.

This Environmental Monitoring Plan (EMP) provides the mechanism to evaluate the integrated coal combustion/emission control system being demonstrated by the Healy Clean Coal Project (HCCP) as part-of the third solicitation of the US Department of Energy (DOE) Clean Coal Technology Demonstration Program (CCT-III). The EMP monitoring is intended to satisfy two objectives: (1) to develop the information base necessary for identification, assessment, and mitigation of potential environmental problems arising from replication of the technology and (2) to identify and quantify project-specific and site-specific environmental impacts predicted in the National Environmental Policy Act (NEPA) documents (Environmental Impact Statement and Record of Decision). The EMP contains a description of the background and history of development of the project technologies and defines the processes that will take place in the combustion and spray dryer absorber systems, including the formation of flash-calcined material (FCM) and its use in sulfur dioxide (SO{sub 2}) removal from the flue gases. It also contains a description of the existing environmental resources of the project area. The EMP includes two types of environmental monitoring that are to be used to demonstrate the technologies of the HCCP: compliance monitoring and supplemental monitoring. The objective was to have the Alaska Department of Transportation & Public Facilities Operation & Maintenance Section use Thermally Modified Sand (TMS) for treatment of icy state roadways. The project included the evaluation on the workability of a large stockpile of TMS material left undisturbed throughout the 1993/94 winter season.

This paper deals with the solution of potential flow problems via a panel or boundary element method on a network of scientific workstations. The idea is to treat the workstation network as a relatively course grained parallel computer and to distribute the work of constructing the influence coefficient matrix over the network. We make use of the Parallel Virtual Machine (PVM) software developed at the Oak Ridge National Laboratory to do the interprocess communications. We specifically address the problem of how to distribute the data across the network as well as the implementation of the parallel linear system solver.

An atomic scale study was made of the Ag/CdO(222) heterophase interface produced by internal oxidation of a Ag(Cd) alloy, using HREM and atom-probe field-ion microscopy (APFIM). A study was commenced of interfacial segregation at metal/metal oxide interfaces; the system being studied is the Cu(Ag)/MgO(222) heterophase interface, where Ag is the segregating species. A study was made of the necessary conditions to measure the oxygen content in MgO precipitates produced by internal oxidation of Cu(Mg) alloys, using APFIM. We are also studying solute-atom segregation at grain boundaries in Ni-Pd alloys via computer simulations and combined APFIM/TEM.

This report examines: (1) the definition(s) of managed trade, (2) the underlying economic arguments for and against such policies, (3) past U.S. experiences with managed trade, (4) perceptions that Japan is somehow "different" from other trading nations and warrants a distinctive approach to resolving trade disputes, (5) the implications of the Administration's current results oriented approach to U.S.-Japan trade issues, and (6) alternative proposals offered in Congress to resolve trade disputes with Japan.
