Science, Technology, Engineering, and Mathematics Education: Governmentwide Strategy Needed to Better Manage Overlapping Programs
Testimony issued by the Government Accountability Office with an abstract that begins "In fiscal year 2010, 13 federal agencies invested over $3 billion in 209 programs designed to increase knowledge of science, technology, engineering, and mathematics (STEM) fields and attainment of STEM degrees. The number of programs within agencies ranged from 3 to 46, with the Department of Health and Human Services, Department of Energy, and the National Science Foundation administering more than half of the 209 programs. Almost a third of all programs had obligations of $1 million or less, while some had obligations of over $100 million. Beyond programs specifically focused on STEM education, agencies funded other broad efforts that contributed to enhancing STEM education."

Department of Justice: Additional Actions Needed to Enhance Program Efficiency and Resource Management
Testimony issued by the Government Accountability Office with an abstract that begins "In July 2012, GAO reported that the Department of Justice's (DOJ) more than 200 grant programs overlapped across 10 key justice areas, and that this overlap contributed to the risk of unnecessarily duplicative grant awards for the same or similar purposes. GAO has recommended, among other steps, that DOJ conduct an assessment to better understand the extent of grant program overlap and determine if consolidation is possible. DOJ has begun taking related actions, but it is too early to assess their impact."

Covert Action: Legislative Background and Possible Policy Questions
Published reports have suggested that in the wake of the 9/11 terrorist attacks, the Pentagon has expanded its counterterrorism intelligence activities as part of what the Bush Administration termed the global war on terror. Some observers have asserted that the Department of Defense (DOD) may have been conducting certain kinds of counterterrorism intelligence activities that would statutorily qualify as "covert actions," and thus require a presidential finding and the notification of the congressional intelligence committees. This report examines the legislative background surrounding covert action and poses several related policy questions.

Intelligence Identities Protection Act
This report summarizes the Intelligence Identities Protection Act, P.L. 97-200, enacted by Congress in 1982 to address the unauthorized disclosure of information that exposes covert U.S. intelligence agents. The act also provides exceptions and defenses to prosecution, makes provision for extraterritorial application for offenders who are U.S. citizens or permanent resident aliens, includes reporting requirements to Congress, and sets forth definitions of the terms used in the act.

Assistance to Firefighters Program: Distribution of Fire Grant Funding
This report discusses the firefighting activities that are traditionally the responsibility of states and local communities. The report also talks about the funding for firefighters, which is provided mostly by state and local governments. Next Steps in Nuclear Arms Control with Russia: Issues for Congress
This report begins with a review of the role of nuclear arms control in the U.S.-Soviet relationship, looking at both formal, bilateral treaties and unilateral steps the United States took to alter its nuclear posture. It then turns to the role of arms control in the U.S.- Russian relationship, again reviewing the role of both formal treaties and unilateral measures. The report also describes the role of Congress in the arms control process. It then provides an analytic framework that reviews the characteristics of the different mechanisms, focusing on issues such as balance and equality, predictability, flexibility, transparency and confidence in compliance, and timeliness. Finally the report describes issues that Congress may address as the Obama Administration employs these mechanisms to pursue further reductions in U.S. nuclear weapons.
