Mn k-edge x-ray absorption spectroscopy (XAS) studies of La{sub 1-x}Sr{sub x}MnO{sub 3}.

Systematic Mn K-edge x-ray absorption spectroscopy (XAS) measurements on samples of La{sub 1{minus}x}Sr{sub x}MnO{sub 3}, which are precursors to colossal magnetoresistive (CMR) materials, are reported. Detailed results on the edge or chemical shift as a function of Sr concentration (hole doping) and sample preparation (air vs oxygen annealed), are discussed. For comparison, a systematic XANES study of the Mn K-edge energy shift, denoting valence change in Mn, has been made in standard manganese oxide systems. Contrary to expectations, the variation in near-edge energies for Mn in La{sub 0.725}Sr{sub 0.275}MnO{sub 3} were small when compared to the difference between that for manganese oxide standards of nominal valence of +3 and +4 (Mn{sub 2}O{sub 3} and MnO{sub 2}).

Photoionization-photoelectron research.

In the broad sense of a general definition, the fundamental goal of this research program is to explore, understand, and utilize the basic processes of interaction of vacuum UV light with atoms and molecules. In practical terms, this program uses photoionization mass spectrometry and other related techniques to study chemically relevant transient and metastable species that are intimately connected to energy-producing processes, such as combustion, or play-prominent roles in the associated environmental issues. Some recent examples of species that have been studied are: CH{sub 3}, CH{sub 2}, CH{sub 3}O, CH{sub 2}OH, CH{sub 3}S, CH{sub 2}SH, HCS, HNCO, NCO, HNCS, NCS, the isomers of C{sub 2}H{sub 5}O, HOBr, CF{sub 3} and CF{sub 3}OH. The ephemeral species of interest are produced in situ using various suitable techniques, such as sublimation, pyrolysis, microwave discharge, chemical abstraction reactions with H or F atoms, laser photodissociation, on-line synthesis, and others. The desired information is obtained by applying a variety of suitable photoionization methods, which use both conventional and coherent light sources in the vacuum W region. Government Performance and Results Act: Implementation During 1997 and Issues of Possible Concern, 105th Congress, Second Session

Government Performance and Results Act of 1993, P.L. 103-62, also called the “Results Act,” and GPRA. A government-wide performance plan was submitted with the President’s FY1999 budget. Congressional hearings have been held on implementation of GPRA, and the General Accounting Office and congressional groups have assessed initial activities. Most strategic plans have been criticized for not conveying required analyses of the linkage between strategic goals and annual goals and measures, of resources needed to achieve goals, of data systems capabilities, and of interagency coordination on similar programs.

Instrumentation of LOTIS: Livermore Optical Transient Imaging System; a fully automated wide field of view telescope system searching for simultaneous optical counterparts of gamma ray bursts

LOTIS is a rapidly slewing wide-field-of-view telescope which was designed and constructed to search for simultaneous gamma-ray burst (GRB) optical counterparts. This experiment requires a rapidly slewing ({lt} 10 sec), wide-field-of-view ({gt} 15{degrees}), automatic and dedicated telescope. LOTIS utilizes commercial tele-photo lenses and custom 2048 x 2048 CCD cameras to view a 17.6 x 17.6{degrees} field of view. It can point to any part of the sky within 5 sec and is fully automated. It is connected via Internet socket to the GRB coordinate distribution network which analyzes telemetry from the satellite and delivers GRB coordinate information in real-time. LOTIS started routine operation in Oct. 1996. In the idle time between GRB triggers, LOTIS systematically surveys the entire available sky every night for new optical transients. This paper will describe the system design and performance.
