Liquefied Natural Gas (LNG) Infrastructure Security: Issues for Congress

This report provides an overview of industry and federal activities related to LNG security. The report describes U.S. LNG infrastructure, the industry's safety record and security risks, and the industry's security initiatives since September 11, 2001. It summarizes recent changes in federal LNG and maritime security law and related changes in the security roles of federal agencies. The report discusses several policy concerns related to federal LNG security efforts: 1) public costs of marine security, 2) uncertainty regarding LNG terrorism risks, and 3) security implications of promoting U.S.-flagged LNG tankers and U.S. crews.

July 1992 Japanese Elections

Elections for half of the 252 seats of the upper house of Japan's Diet (parliament) will be held in late July 1992. The ruling Liberal Democratic Party (LDP) appears unlikely to regain the majority it lost in the previous upper house election in July 1989. It appears that continued, but sometimes difficult, cooperation between the LDP and some of the smaller opposition parties is one likely result of the 1992 election. On the other hand, there is a possibility that significant political changes, such as the formation of a coalition government or even a reorganization of the political parties, could result from an opposition victory. As of early June, there are two large sources of uncertainty regarding the upcoming election: first, the LDP could dissolve the lower house and hold a lower house election on the same day as the upper house election, which would alter all calculations of likely outcomes; and second, political scandals which would probably hit the LDP hardest could be brought to light before the election.

Congo (formerly Zaire)

This report discusses the Democratic Republic of the Congo, formerly Zaire, which is a vast-resource-rich country of 48 million people. Events there affect much of sub-Saharan Africa. In August 1998, Congo was plunged into its second civil war in 2 years. A peace accord was concluded in Lusaka, Zambia, in July and August 1999, and the U.N. Security Council later agreed to send a 5,500-member observer force, MONUC, to assist in the peace process. Fewer than 250 observers have gone to Congo, due to the failure of the parties to the Lusaka accord to fully implement its terms. The assassination of President Laurent Kabila on January 16, 2001, has raised new doubts about the prospects for peace in Congo.

Electricity: The Road Toward Restructuring

The Public Utility Holding Company Act of 1935 (PUHCA) and the Federal Power Act (FPA) were enacted to eliminate unfair practices and other abuses by electricity and gas holding companies by requiring federal control and regulation of interstate public utility holding companies. Comprehensive energy legislation has passed the House and Senate. The House passed H.R. 6 on April 11, 2003. On July 31, 2003, the Senate suspended debate on S. 14, inserted the text of H.R. 4 (107th Congress) as a substitute, and passed H.R. 6. A conference agreement was reached November 17, 2003, and passed by the House the next day. H.R. 6 includes an electricity title that would, in part, repeal PUHCA, would prospectively repeal the mandatory purchase requirement under PURPA, and would create an electric reliability organization. On June 15, 2004, H.R. 4503, a comprehensive energy policy bill, passed the House.

Air Force Aerial Refueling Methods: Flying Boom versus Hose-and-Drogue

Decisions on the composition of the Air Force aerial refueling fleet were made decades ago, when the primary mission was to refuel long-range strategic bombers. Modifications have been made to many of these tanker aircraft (KC-135s and KC-10s) to make them more effective in refueling fighter aircraft. This report examines the balance between two different refueling methods in today's refueling fleet -- "flying boom" and "hose-and-drogue."
