Information Technology: Federal Agencies Need to Strengthen Investment Board Oversight of Poorly Planned and Performing Projects

A letter report issued by the Government Accountability Office with an abstract that begins "The federal government expects to spend about $71 billion for information technology (IT) projects for fiscal year 2009. Given the amount of money at stake, it is critical that these projects be planned and managed effectively to ensure that the public's resources are being invested wisely. This includes ensuring that they receive appropriate selection and oversight reviews. Selection involves identifying and analyzing projects' risks and returns and selecting those that will best support the agency's mission needs; oversight includes reviewing the progress of projects against expectations and taking corrective action when these expectations are not being met. GAO was asked to determine whether (1) federal departments and agencies have guidance on the role of their department-level investment review boards in selecting and overseeing IT projects and (2) these boards are performing reviews of poorly planned and poorly performing projects. In preparing this report, GAO reviewed the guidance of 24 major agencies and requested evidence of department-level board reviews for a sample of 41 projects that were identified as being poorly planned or poorly performing."

As the volume of calls increased--from about 13 million calls in fiscal year 2002 to about 21 million calls in fiscal year 2004--questions were raised about USCIS's ability to ensure the reliability and accuracy of the information provided at call centers run by an independent contractor. This report analyzes: (1) the performance measures established by USCIS to monitor and evaluate the performance of contractor-operated call centers; (2) how performance measures were used to evaluate the contractor's performance; and (3) any actions USCIS has taken, or plans to take, to strengthen call center operations."

A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Energy (DOE) manages more than 56 million gallons of radioactive and hazardous waste stored in 149 single-shell and 28 double-shell underground tanks at its Hanford Site in Washington State. Many of these aging tanks have already leaked waste into the soil. Meanwhile, DOE's planned process for emptying the tanks and treating the waste--mixing it with molten glass and solidifying it in canisters for storage--has experienced delays, lengthening the time the tanks will store waste and intensifying concerns about the tanks' viability during a long cleanup process. This report addresses (1) the condition, contents, and long-term viability of Hanford's underground tanks; (2) DOE's strategy for managing the tanks; and (3) the extent to which DOE has weighed the risks and benefits of its tank management strategy against the growing costs of that strategy. GAO analyzed numerous studies and reports on the tanks and interviewed DOE officials and other experts on relevant issues."

A letter report issued by the Government Accountability Office with an abstract that begins "After a 1975 fire at the Browns Ferry nuclear plant in Alabama threatened the unit's ability to shut down safely, the Nuclear Regulatory Commission (NRC) issued prescriptive fire safety rules for commercial nuclear units. However, nuclear units with different designs and different ages have had difficulty meeting these rules and have sought exemptions to them. In 2004, NRC began to encourage the nation's 104 nuclear units to transition to a less prescriptive, risk-informed approach that will analyze the fire risks of individual nuclear units. GAO was asked to examine (1) the number and causes of fire incidents at nuclear units since 1995, (2) compliance with NRC fire safety regulations, and (3) the transition to the new approach. GAO visited 10 of the 65 nuclear sites nationwide, reviewed NRC reports and related documentation about fire events at nuclear units, and interviewed NRC and industry officials to examine compliance with existing fire protection rules and the transition to the new approach."

As a result, Internet version 6 (IPv6) was developed to increase the amount of available address space. In August 2005, the Office of Management and Budget (OMB) issued a memorandum specifying activities and time frames for federal agencies to transition to IPv6. A letter report issued by the Government Accountability Office with an abstract that begins "To date, the Department of Defense (DOD) has identified nearly 6,000 sites at its facilities that require groundwater remediation and has invested $20 billion over the past 10 years to clean up these sites. In the past, DOD primarily used "pump-and-treat" technologies to contain or eliminate hazardous contaminants in groundwater. However, the long cleanup times and high costs of using pump-and-treat technologies often make them expensive and ineffective for groundwater remediation. As directed by Public Law 108-375 and as agreed, GAO (1) described current DOD groundwater remediation technologies and (2) examined whether any new technologies are being used or developed outside the department that may have potential for DOD's use and the extent to which DOD is researching and developing new approaches to groundwater remediation. GAO provided the Department of Defense with a draft copy of the report for its review and comment. DOD generally agreed with the contents stating that the report is an accurate summary of DOD's use and field tests of remedial technologies. DOD also provided technical clarifications that have been incorporated, as appropriate."

International Taxation: Tax Haven Companies Were More Likely to Have a Tax Cost Advantage in Federal Contracting

A letter report issued by the General Accounting Office with an abstract that begins "The federal government was involved in about 8.6 million contract actions, including new contract awards, worth over $250 billion in fiscal year 2002. Some of these contracts were awarded to tax haven contractors, that is, U.S. subsidiaries of corporate parents located in tax haven countries. Concerns have been raised that these contractors may have an unfair cost advantage when competing for federal contracts because they are better able to lower their U.S. tax liability by shifting income to the tax haven parent. GAO's objectives in this study were to (1) determine the conditions under which companies with tax haven parents have a tax cost advantage when competing for federal contracts and (2) estimate the number of companies that could have such an advantage. GAO matched federal contractor data with tax and location data for all large corporations, those with at least $10 million in assets, in 2000 and 2001, in order to identify those companies that could have an advantage."

The Coast Guard intends to conduct on-site compliance inspections of all facilities by January 1, 2005, and all vessels by July 1, 2005, to ensure plans are adequately implemented. The Coast Guard estimated the act's security improvements would cost $7.3 billion over 10 years--most of it borne by facility and vessel owners and operators.
