Corrosion Evaluation of Tank 40 Leak Detection Box

'Leak detection from the transfer lines in the tank farm has been a concern for many years because of the need to minimize exposure of personnel and contamination of the environment. The leak detection box (LDB) is one line of defense, which must be maintained to meet this objective. The evaluation of a failed LDB was one item from an action plan aimed at minimizing the degradation of LDBs. The Tank 40 LDB, which failed in service, was dug up and shipped to SRTC for evaluation. During a video inspection while in service, this LDB was found to have black tubercles on the interior, which suggested possible microbial involvement. The failure point, however, was believed to have occurred in the drain line from the transfer line jacket. Visual, metallurgical, and biological analyses were performed on the LDB. The analysis results showed that there was not any adverse microbiological growth or significant localized corrosion. The corrosion of the LDB was caused by exposure to aqueous environments and was typical of carbon steel pipes in soil environments.'

''Software Routine Report for WAPDEG'' (Version 3.09)) simulations used to analyze degradation and failure of 2-cm thick titanium grade 7 corrosion resistant material (CRM) drip shields (that are placed over single-layer waste packages composed of a 30-cm thick A-5 16 carbon steel corrosion allowance material (CAM)) as well as degradation and failure of the waste packages themselves, and (2) post-processing of these results into tables of drip shield/waste package degradation time histories suitable for use as input into the Integrated Probabilistic Simulator for Environmental Systems (RIP) version 5.19.01 (Golder Associates 1998) computer code. This calculation supports Performance Assessment analysis of the License Application Design Selection (LADS) Enhanced Design Alternative IV.

This technical report summarizes the research conducted and results obtained during the period beginning April 1, 1999 to September 30, 1999. Numerical simulation was used to predict the air velocity and pressure, temperature, and heat transfer characteristics in the CFB system. The radial air velocities changed frequently because of the voidage and gas pressure drop that caused in the heat transfer probe inlet level (k=23). The lower pressure zone was formed near the chamber's center region. The higher pressure zone was formed at the surrounding of the secondary air flow. The lower temperature profiles were shown to be near the CFB riser wall side. In the radial direction, the gas temperature nearest to the center region was higher than that near the wall zone. The heat flux was changed along the radial direction of the CFB riser. The heat transfer probe was designed and installed in the CFB riser. The heat transfer rate at different axial/radial locations of the CFB riser will be measured by the heat transfer probe. A model will be proposed to predict the heat transfer coefficients along the axial and radial variation of the bed in the CFB system.

Particulate in the settlers is thermally stable when a realistic account of particle reactions over time, metal fraction, and size distribution is considered.

DOE Order 5400.1, General Environmental Protection Program Requirements (DOE, 1990a), requires each DOE facility to prepare an EMP. This document is prepared for WIPP in accordance with the guidance contained in DOE Order 5400.1; DOE Order 5400.5, Radiation Protection of the Public and Environment (DOE, 1990b); Environmental Regulatory Guide for Radiological Effluent Monitoring and Environmental Surveillance (DOE/EH-0173T; DOE, 1991); and the Title 10 Code of Federal Regulations (CFR) 834, Radiation Protection of the Public and Environment (Draft). Many sections of DOE Order 5400.1 have been replaced by DOE Order 231.1 (DOE, 1995), which is the driver for the Annual Site Environmental Report (ASER) and the guidance source for preparing many environmental program documents. The WIPP project is operated by Westinghouse Electric Company, Waste Isolation Division (WID), for the DOE. This plan defines the extent and scope of the WIPP's effluent and environmental monitoring programs during the facility's operational life and also discusses the WIPP's quality assurance/quality control (QA/QC) program as it relates to environmental monitoring. Particle transport and gas feed during gun injection

It is shown that ion and neutral transport during gun injection tends to equalize the density in the spheromak to that in the open-line current channel. Since a gun operating at or near the ion saturation current requires a minimum density, because of transport these gun requirements also determine a minimum density in the spheromak that increases as the field increases. Hence attaining high fields by gun injection sets lower limits on the density, which in turn limits the temperature of the plasma and increases its ohmic resistance. Estimates of these effects are given using 0-D models calibrated to CTX, as guidance to 2-D UEDGE calculations in progress. For gun power levels in SSPX and the Pulsed Spheromak reactor, we find that buildup persists to the highest field levels of interest.

EFFECT OF HEATING RATE ON THE THERMODYNAMIC PROPERTIES OF PULVERIZED COAL

This semi-annual technical progress report describes work performed under DOE Grant No. DE-FG22-96PC96224 during the period September 24, 1998 to March 23, 1999 which covers the fifth six months of the project. Devolatilization is an important initial step in virtually all commercial fossil fuel applications such as combustion, gasification, and liquefaction. Characterization of the temperature history of pulverized coal particles under high heating rates, representative of coal combustors, is critical to the understanding of devolatilization. During this reporting period, characterization experiments were continued from the previous reporting period and completed to a total of 28 single coal particles. These particles were caught in the electrodynamic balance and their volume, external surface area, mass, and density were measured. The same single particles were then heated bidirectionally with a pulsed (10 ms pulse width) Nd:YAG laser beams of equal intensity with heating rates (10{sup 4} - 10{sup 7} K/s) representative of coal combustors. The temporal power variation in the laser pulse was monitored for use in the heat transfer analysis by an ultra-fast fiber optic uv light transmitter included in the beam path and coupled to a silicon photodiode. Federal Emergency Management Information System (FEMIS) System Administration Guide for FEMIS Version 1.4.6

The Federal Emergency Management Information System (FEMIS) is an emergency management planning and response tool that was developed by the Pacific Northwest National Laboratory (PNNL) under the direction of the U.S. Army Chemical Biological Defense Command. The FEMIS System Administration Guide provides information necessary for the system administrator to maintain the FEMIS system. The FEMIS system is designed for a single Chemical Stockpile Emergency Preparedness Program (CSEPP) site that has multiple Emergency Operations Centers (EOCs). Each EOC has personal computers (PCs) that emergency planners and operations personnel use to do their jobs. These PCs are corrected via a local area network (LAN) to servers that provide EOC-wide services. Each EOC is interconnected to other EOCs via a Wide Area Network (WAN). Thus, FEMIS is an integrated software product that resides on client/server computer architecture. The main body of FEMIS software, referred to as the FEMIS Application Software, resides on the PC client(s) and is directly accessible to emergency management personnel. The remainder of the FEMIS software, referred to as the FEMIS Support Software, resides on the UNIX server. The Support Software provides the communication data distribution and notification functionality necessary to operate FEMIS in a networked, client/server environment.

This report describes the activity undertaken by the project members under MORGANTOWN ENERGY TECHNOLOGY CENTER (METC) contract No. DE-AC21-95MC32185 to develop a project that will provide a commercial use for Coal Mine Methane (CMM). In particular, the report describes a project to convert CMM into Liquefied Natural Gas (LNG) and to market that LNG to the transportation sector in and around the I-79 corridor near Morgantown, West Virginia. The report discusses the sources of CMM and provides estimates of the extent of the resource specifically dedicated to the project. It discusses the novel refrigeration technology that will be employed to convert the CMM to LNG and the gas conditioning technology that will be used to bring the raw CMM up to cryogenic processing specifications. Summary capital and operating cost estimates are furnished for the project and specific monetary and schedule requirements are identified so the project can be examined in its entirety. The report discusses the immediate market potential for the successful commercial sale of LNG into the nearby market and provides estimates of future market penetration into local, regional and wider markets. Methods for Addressing Uncertainty and Variability to Characterize Potential Health Risk From Trichloroethylene-Contaminated Ground Water Beale Air Force Base in California: Integration of Uncertainty and Variability in Pharmacokinetics and Dose-Response

Traditional estimates of health risk are typically inflated, particularly if cancer is the dominant endpoint and there is fundamental uncertainty as to mechanism(s) of action. Risk is more realistically characterized if it accounts for joint uncertainty and interindividual variability after applying a unified probabilistic approach to the distributed parameters of all (linear as well as nonlinear) risk-extrapolation models involved. Such an approach was applied to characterize risks to potential future residents posed by trichloroethylene (TCE) in ground water at an inactive landfill site on Beale Air Force Base in California. Variability and uncertainty were addressed in exposure-route-specific estimates of applied dose, in pharmacokinetically based estimates of route-specific metabolized fractions of absorbed TCE, and in corresponding biologically effective doses estimated under a genotoxic/linear (MA{sub g}) vs. a cytotoxic/nonlinear (MA{sub c}) mechanistic assumption for TCE-induced cancer. Increased risk conditional on effective dose was estimated under MA{sub G} based on seven rodent-bioassay data sets, and under MA, based on mouse hepatotoxicity data. Mean and upper-bound estimates of combined risk calculated by the unified approach were <10{sup -6} and <10{sup -4}, respectively, while corresponding estimates based on traditional deterministic methods were >10{sup -5} and >10{sup -4}, respectively. Tank Vapor Sampling and Analysis Data Package for Tank 241-Z-361 Sampled 09/22/1999 and 09/271999 During Sludge Core Removal

This data package presents sampling data and analytical results from the September 22 and 27, 1999, headspace vapor sampling of Hanford Site Tank 241-2-361 during sludge core removal. The Lockheed Martin Hanford Corporation (LMHC) sampling team collected the samples and Waste Management Laboratory (WML) analyzed the samples in accordance with the requirements specified in the 241-2361 Sludge Characterization Sampling and Analysis Plan, (SAP), HNF-4371, Rev. 1, (Babcock and Wilcox Hanford Corporation, 1999). Six SUMMA{trademark} canister samples were collected on each day (1 ambient field blank and 5 tank vapor samples collected when each core segment was removed). The samples were radiologically released on September 28 and October 4, 1999, and received at the laboratory on September 29 and October 6, 1999. Target analytes were not detected at concentrations greater than their notification limits as specified in the SAP. Analytical results for the target analytes and tentatively identified compounds (TICs) are presented in Section 2.2.2 starting on page 2B-7. Three compounds identified for analysis in the SAP were analyzed as TICs. The discussion of this modification is presented in Section 2.2.1.2.

Prognostic Prediction of Tracer Dispersion for the Diablo Canyon Experiments on August 31, September 2, and September 4, 1986

COAMPS/LODI simulations of the tracer experiments at Diablo Canyon on August 31, September 2, and September 4, 1986 had mixed results. Simulated tracer concentrations on August 31 differed significantly from the measured concentrations. The model transported SF{sub 6} too far south and did not predict transport of SF{sub 6} north along highway 101 or into See Canyon. Early in the day the model rapidly transported SF{sub 6} away from the release point while observations suggested the tracer stayed close to Diablo Canyon for 1-2 hours. For September 2, simulations agreed very well with the measurements. The model accurately predicted the change of wind direction from north northwest to east northeast at the release point. It also predicted the advection of tracer over Mot-r-0 Bay and through the Los Osos Valley toward San Luis Obispo in excellent agreement with the observations. On September 4, the calculated transport of SF{sub 6} from Diablo Canyon had defects similar to those on August 31, a trajectory too far south and limited intrusion of tracer north along highway 101. Conversely, simulations of the Freon release from Los Osos Cemetery on September 4 corresponded well with observations. Since the simulations used only global meteorological data and …

Hanford Site Hazardous waste determination report for transuranic debris waste streams NPFPDL2A

This hazardous waste determination report (Report) describes the process and information used on the Hanford Site to determine that waste stream number NPFPDLZA, consisting of 30 containers of contact-handled transuranic debris waste, is not hazardous waste regulated by the Resource Conservation and Recovery Act (RCRA) or the New Mexico Hazardous Waste Act. For a waste to be hazardous under these statutes, the waste either must be specifically listed as a hazardous waste, or exhibit one or more of the characteristics of a hazardous waste, Le., ignitability, corrosivity, reactivity, or toxicity. Waste stream NPFPDLZA was generated, packaged, and placed into storage between 1993 and 1997. Extensive knowledge of the waste generating process, facility operational history, and administrative controls and operating procedures in effect at the time of generation, supported the initial nonhazardous waste determination. Because of the extent and reliability of information pertaining to this waste type, and the total volume of waste in the debris matrix parameter category, the Hanford Site is focusing initial efforts on this and similar waste streams for the first shipment to the Waste Isolation Pilot Plant (WIPP). RCRA regulations authorize hazardous waste determinations to be made either by using approved sampling and analysis methods or …

UTILIZATION OF LIGHTWEIGHT MATERIALS MADE FROM COAL GASIFICATION SLAGS

The integrated-gasification combined-cycle (IGCC) process is an emerging technology that utilizes coal for power generation and production of chemical feedstocks. However, the process generates large amounts of solid waste, consisting of vitrified ash (slag) and some unconverted carbon. In previous projects, Praxis investigated the utilization of ''as-generated'' slags for a wide variety of applications in road construction, cement and concrete production, agricultural applications, and as a landfill material. From these studies, we found that it would be extremely difficult for ''as-generated'' slag to find large-scale acceptance in the marketplace even at no cost because the materials it could replace were abundantly available at very low cost. It was further determined that the unconverted carbon, or char, in the slag is detrimental to its utilization as sand or fine aggregate. It became apparent that a more promising approach would be to develop a variety of value-added products from slag that meet specific industry requirements. This approach was made feasible by the discovery that slag undergoes expansion and forms a lightweight material when subjected to controlled heating in a kiln at temperatures between 1400 and 1700 F. COST IMPACT OF ROD CONSOLIDATION ON THE VIABILITY ASSESSMENT DESIGN

The cost impact to the Civilian Radioactive Waste Management System of using rod consolidation is evaluated. Previous work has demonstrated that the fuel rods of two assemblies can be packed into a canister that can fit into the same size space as that used to store a single assembly. The remaining fuel assembly hardware can be compacted into the same size canisters with a ratio of 1 hardware canister per each 6 to 12 assemblies. Transportation casks of the same size as currently available can load twice the number of assemblies by placing the compacted assemblies in the slots currently designed for a single assembly. Waste packages similarly could contain twice the number of assemblies; however, thermal constraints would require considering either a low burnup or cooling. The analysis evaluates the impact of rod consolidation on CRWMS costs for consolidation at prior to transportation and for consolidation at the Monitored Geological Repository surface facility. For this study, no design changes were made to either the transport casks or waste packages. ATTRITION RESISTANT IRON-BASED FISCHER-TROPSCH CATALYSTS

The Fischer-Tropsch (F-T) reaction provides a way of converting coal-derived synthesis gas (CO+H{sub 2}) to liquid fuels. Since the reaction is highly exothermic, one of the major problems in control of the reaction is heat removal. Recent work has shown that the use of slurry bubble column reactors (SBCRs) can largely solve this problem. Iron-based (Fe) catalysts are preferred catalysts for F-T when using low CO/H2 ratio synthesis gases derived from modern coal gasifiers. This is because in addition to reasonable F-T activity, the F-T catalysts also possess high water gas shift (WGS) activity. However, a serious problem with the use of Fe catalysts in a SBCR is their tendency to undergo attrition. This can cause fouling/plugging of downstream filters and equipment, making the separation of catalyst from the oil/wax product very difficult if not impossible, and results in a steady loss of catalyst from the reactor. The objectives of this research are to develop a better understanding of the parameters affecting attrition resistance of Fe F-T catalysts suitable for use in SBCRs and to incorporate this understanding into the design of novel Fe catalysts having superior attrition resistance.
