Higher Education: Tuition Continues to Rise, but Patterns Vary by Institution Type, Enrollment, and Educational Expenditures

A letter report issued by the Government Accountability Office with an abstract that begins "Higher education has increasingly become critical to our nation's cultural, social, and economic well-being, with 90 percent of the fastest-growing jobs in the knowledge economy requiring some postsecondary education. While a college graduate can expect to earn, on average, approximately $1 million more over the course of his or her working life than those with a high school diploma, most students and their families can expect to pay more on average for college than they did just a year ago. Moreover, many are concerned that the increases in the cost of college may be discouraging large numbers of individuals, particularly minority and low-income individuals, from pursuing higher education. The topic of college affordability continues to be an issue of great concern. Various policymakers, national associations, and philanthropic foundations have documented the growth in college tuition and its potentially adverse effects on access to higher education and rates of degree completion. Recent years have witnessed the introduction of many federal-, state-, and institution-level initiatives aimed at curbing tuition increases, yet tuition continues to rise. Contract Management: Not Following Procedures Undermines Best Pricing Under GSA's Schedule

A letter report issued by the General Accounting Office with an abstract that begins "The Department of Defense (DOD) spends millions of dollars each year to acquire information technology (IT) services through the General Services Administration's (GSA) Federal Supply Schedule (FSS). However, DOD has not been taking steps critical to ensuring that it gets the best services at the best prices. GAO's review of 22 DOD orders revealed that 17 of them were placed without seeking competitive quotes. GSA's established procedures require that agencies seek competitive quotes to ensure that the government gets the best price for IT services. Many DOD contracting officers were unaware of this requirement and placed orders under FSS contracts without seeking quotes from multiple contractors. The Federal Acquisition Regulation covering FSS contracts does not provide clear guidance to contracting officers on these special ordering procedures."

The United States and its European allies have contributed to stability in the Balkans through various military and financial means. The Balkans operations have highlighted numerous shortfalls in the military capabilities of European allies, but competing budgetary priorities may limit their ability to remedy them before the end of the decade. Defense expenditures are expected to remain relatively flat in constant 2000 dollars over the next four to five years for most European allies, placing major defense initiatives sponsored by NATO and the European Union in jeopardy."

Offshoring of Services: An Overview of the Issues

A letter report issued by the Government Accountability Office with an abstract that begins "Much attention has focused on the "offshoring" of services to lower-wage locations abroad. Offshoring generally refers to an organization's purchase of goods or services from abroad that were previously produced domestically. Extensive public debate has arisen about both the potential benefits of services offshoring, such as lower consumer prices and higher U.S. productivity, as well as the potential costs, such as increased job displacement for selected U.S. workers. In response to widespread congressional interest, GAO conducted work under the Comptroller General's authority to help policy makers better understand the potential impacts and policy implications of services offshoring. This report: (1) provides an overview of experts' views on the potential impacts of services offshoring, (2) describes the types of policies that have been proposed in response to offshoring, and (3) highlights some key areas where additional research might help advance the debate about offshoring. In its comments, the Department of Commerce generally agreed with the findings of this report. Commerce, Treasury, and the Office of the United States Trade Representative also provided technical comments that have been incorporated as appropriate."

Advanced Coal Wind Hybrid: Economic Analysis

Growing concern over climate change is prompting new thinking about the technologies used to generate electricity. In the future, it is possible that new government policies on greenhouse gas emissions may favor electric generation technology options that release zero or low levels of carbon emissions. The Western U.S. has abundant wind and coal resources. In a world with carbon constraints, the future of coal for new electrical generation is likely to depend on the development and successful application of new clean coal technologies with near zero carbon emissions. This scoping study explores the economic and technical feasibility of combining wind farms with advanced coal generation facilities and operating them as a single generation complex in the Western US. The key questions examined are whether an advanced coal-wind hybrid (ACWH) facility provides sufficient advantages through improvements to the utilization of transmission lines and the capability to firm up variable wind generation for delivery to load centers to compete effectively with other supply-side alternatives in terms of project economics and emissions footprint. Thomson Scattering at FLASH - Status Report

The basic idea is to implement Thomson scattering with free electron laser (FEL) radiation at near-solid density plasmas as a diagnostic method which allows the determination of plasma temperatures and densities in the warm dense matter (WDM) regime (free electron density of n{sub e} = 10{sup 21}-10{sup 26} cm{sup -3} with temperatures of several eV). The WDM regime [1] at near-solid density (n{sub e} = 10{sup 21}-10{sup 22} cm{sup -3}) is of special interest because, it is where the transition from an ideal plasma to a degenerate, strongly coupled plasma occurs. A systematic understanding of this largely unknown WDM domain is crucial for the modeling and understanding of contemporary plasma experiments, like laser shock-wave or Z-pinch experiments as well as for inertial confinement fusion (ICF) experiments as the plasma evolution follows its path through this domain.

Downhole Fluid Analyzer Development (open access)

Downhole Fluid Analyzer Development

A novel fiber optic downhole fluid analyzer has been developed for operation in production wells. This device will allow real-time determination of the oil, gas and water fractions of fluids from different zones in a multizone or multilateral completion environment. The device uses near infrared spectroscopy and induced fluorescence measurement to unambiguously determine the oil, water and gas concentrations at all but the highest water cuts. The only downhole components of the system are the fiber optic cable and windows. All of the active components--light sources, sensors, detection electronics and software--will be located at the surface, and will be able to operate multiple downhole probes. Laboratory testing has demonstrated that the sensor can accurately determine oil, water and gas fractions with a less than 5 percent standard error. Once installed in an intelligent completion, this sensor will give the operating company timely information about the fluids arising from various zones or multilaterals in a complex completion pattern, allowing informed decisions to be made on controlling production. The research and development tasks are discussed along with a market analysis.

Surface spectral reflectance (albedo) is a fundamental variable affecting the transfer of solar radiation and the Earth’s climate. It determines the proportion of solar energy absorbed by the surface and reflected back to the atmosphere. The International Panel on Climate Change (IPCC) identified surface albedo among key factors influencing climate radiative forcing. Accurate knowledge of surface reflective properties is important for advancing weather forecasting and climate change impact studies. It is also important for determining radiative impact and acceptable levels of greenhouse gases in the atmosphere, which makes this work strongly linked to major scientific objectives of the Climate Change Research Division (CCRD) and Atmospheric Radiation Measurement (ARM) Program. Most significant accomplishments of eth project are listed below. I) Surface albedo/BRDF datasets from 1995 to the end of 2004 have been produced. Water issues associated with heavy oil production.

Crude oil occurs in many different forms throughout the world. An important characteristic of crude oil that affects the ease with which it can be produced is its density and viscosity. Lighter crude oil typically can be produced more easily and at lower cost than heavier crude oil. Historically, much of the nation's oil supply came from domestic or international light or medium crude oil sources. California's extensive heavy oil production for more than a century is a notable exception. Oil and gas companies are actively looking toward heavier crude oil sources to help meet demands and to take advantage of large heavy oil reserves located in North and South America. Heavy oil includes very viscous oil resources like those found in some fields in California and Venezuela, oil shale, and tar sands (called oil sands in Canada). These are described in more detail in the next chapter. Water is integrally associated with conventional oil production. Produced water is the largest byproduct associated with oil production. The cost of managing large volumes of produced water is an important component of the overall cost of producing oil. Most mature oil fields rely on injected water to maintain formation pressure during production. …

INNOVATIVE IN-SITU REMEDIATION OF CONTAMINATED SEDIMENTS FOR SIMULTANEOUS CONTROL OF CONTAMINATION AND EROSION

New technologies are needed that neutralize contaminant toxicity and control physical transport mechanisms that mobilize sediment contaminants. The last 12 months of this comprehensive project investigated the use of combinations of sequestering agents to develop in situ active sediment caps that stabilize mixtures of contaminants and act as a barrier to mechanical disturbance under a broad range of environmental conditions. Efforts focused on the selection of effective sequestering agents for use in active caps, the composition of active caps, and the effects of active cap components on contaminant bioavailability and retention. Results from this project showed that phosphate amendments, some organoclays, and the biopolymer, chitosan, were very effective at removing metals from both fresh and salt water. These amendments also exhibited high retention (80% or more) of most metals indicating reduced potential for remobilization to the water column. Experiments on metal speciation and retention in contaminated sediment showed that apatite and organoclay can immobilize a broad range of metals under both reduced and oxidized conditions. These studies were followed by sequential extractions to evaluate the bioavailability and retention of metals in treated sediments. In this letter we continue the calculation of master integrals for massless three-loop form factors by giving analytical results for those diagrams which are relevant for the fermionic contributions proportional to N{sub F}{sup 2}, N{sub F} {center_dot} N, and N{sub F}/N. Working in dimensional regularization, we express one of the diagrams in a closed form which is exact to all orders in {epsilon}, containing {Lambda}-functions and hypergeometric functions of unit argument. In all other cases we derive multiple Mellin-Barnes representations from which the coefficients of the Laurent expansion in {epsilon} are extracted in an analytical form. To obtain the finite part of the three-loop quark and gluon form factors, all coefficients through transcendentality six in the Riemann {zeta}-function have to be included.
