International Military Education and Training: Agencies Should Emphasize Human Rights Training and Improve Evaluations

A letter report issued by the Government Accountability Office with an abstract that begins "Since 1976, the International Military Education and Training (IMET) program has provided education and training to foreign military personnel. The program's objectives include professionalizing military forces and increasing respect for democratic values and human rights. In 2010, Congress appropriated $108 million in IMET funding for more than 120 countries. The Department of State (State) and the Department of Defense (DOD) share responsibility for IMET. In response to a mandate in the conference report accompanying the Consolidated Appropriations Act of 2010, this report assesses (1) changes in the program from fiscal years 2000 to 2010, by funding levels, students trained, and recipient countries; (2) the program's provision of and emphasis on human rights training for its students; and (3) the extent to which State and DOD monitor IMET graduates and evaluate program effectiveness. GAO reviewed and analyzed agency funding, planning, and performance management documents, and interviewed U.S. officials in Washington, D.C., and overseas."

A New Ensemble of Perturbed-Input-Parameter Simulations by the Community Atmosphere Model

Uncertainty quantification (UQ) is a fundamental challenge in the numerical simulation of Earth's weather and climate, and other complex systems. It entails much more than attaching defensible error bars to predictions: in particular it includes assessing low-probability but high-consequence events. To achieve these goals with models containing a large number of uncertain input parameters, structural uncertainties, etc., raw computational power is needed. An automated, self-adapting search of the possible model configurations is also useful. Our UQ initiative at the Lawrence Livermore National Laboratory has produced the most extensive set to date of simulations from the US Community Atmosphere Model. We are examining output from about 3,000 twelve-year climate simulations generated with a specialized UQ software framework, and assessing the model's accuracy as a function of 21 to 28 uncertain input parameter values. Most of the input parameters we vary are related to the boundary layer, clouds, and other sub-grid scale processes. Our simulations prescribe surface boundary conditions (sea surface temperatures and sea ice amounts) to match recent observations. Fully searching this 21+ dimensional space is impossible, but sensitivity and ranking algorithms can identify input parameters having relatively little effect on a variety of output fields, either individually or in nonlinear …

TARANTULA 2011 in JWL++

Using square zoning, the 2011 version of the kinetic package Tarantula matches cylinder data, cylinder dead zones, and cylinder failure with the same settings for the first time. The key is the use of maximum pressure rather than instantaneous pressure. Runs are at 40, 200 and 360 z/cm using JWL++ as the host model. The model also does run-to-detonation, thin-pulse initiation with a P-t curve and air gap crossing, all in cylindrical geometry. Two sizes of MSAD/LX-10/LX-17 snowballs work somewhat with these settings, but are too weak, so that divergent detonation is a challenge for the future. Butterfly meshes are considered but do not appear to solve the issue.

The Enrico Fermi Atomic Power Plant, Unit 1 (Fermi 1) was a fast breeder reactor design that was cooled by sodium and operated at essentially atmospheric pressure. On May 10, 1963, the Atomic Energy Commission (AEC) granted an operating license, DPR-9, to the Power Reactor Development Company (PRDC), a consortium specifically formed to own and operate a nuclear reactor at the Fermi 1 site. The reactor was designed for a maximum capability of 430 megawatts (MW); however, the maximum reactor power with the first core loading (Core A) was 200 MW. The primary system was filled with sodium in December 1960 and criticality was achieved in August 1963. The reactor was tested at low power during the first couple years of operation. Power ascension testing above 1 MW commenced in December 1965 immediately following the receipt of a high-power operating license. In October 1966 during power ascension, zirconium plates at the bottom of the reactor vessel became loose and blocked sodium coolant flow to some fuel subassemblies. Two subassemblies started to melt and the reactor was manually shut down. No abnormal releases to the environment occurred. Most of our visible universe is made up of hadronic matter. Quantum Chromodynamics (QCD) is the theory of strong interaction that describes the hadronic matter. However, QCD predicts that at high enough temperatures and/or densities ordinary hadronic matter ceases to exist and a new form of matter is created, the so-called Quark Gluon Plasma (QGP). Non-perturbative lattice QCD simulations shows that for high temperature and small densities the transition from the hadronic to the QCD matter is not an actual phase transition, rather it takes place via a rapid crossover. On the other hand, it is generally believed that at zero temperature and high densities such a transition is an actual first order phase transition. Thus, in the temperature-density phase diagram of QCD, the first order phase transition line emanating from the zero temperature high density region ends at some higher temperature where the transition becomes a crossover. The point at which the first order transition line turns into a crossover is a second order phase transition point belonging to three dimensional Ising universality class. ELAWD GROUT HOPPER MOCK-UP TESTING

A 10-inch READCO mixer is used for mixing the premix (45 (wt%) fly ash, 45 wt% slag, and 10 wt% portland cement) with salt solution in the Saltstone Production Facility (SPF). The Saltstone grout free falls into the grout hopper which feeds the suction line leading to the Watson SPX 100 duplex hose pump. The Watson SPX 100 pumps the grout through approximately 1500 feet of piping prior to being discharged into the Saltstone Disposal Facility (SDF) vaults. The existing grout hopper has been identified by the Saltstone Enhanced Low Activity Waste Disposal (ELAWD) project for re-design. The current nominal working volume of this hopper is 12 gallons and does not permit handling an inadvertent addition of excess dry feeds. Saltstone Engineering has proposed a new hopper tank that will have a nominal working volume of 300 gallons and is agitated with a mechanical agitator. The larger volume hopper is designed to handle variability in the output of the READCO mixer and process upsets without entering set back during processing.
