Military Base Closures: A Historical Review from 1988 to 1995 (open access)

Military Base Closures: A Historical Review from 1988 to 1995

This report discusses a concerted effort to close unneeded military bases as part of wide-ranging efforts during the 1980s and 1990s to balance the budget. This effort had been supported by a broad consensus that, among the approximately 3,800 military bases (1990 est.) in the United States, many could be closed without significant detrimental effect to national security. While most analysts agreed that the department of Defense's (DOD's) base structure was larger than necessary to meet the department's needs, there were differences concerning which, if any, additional bases should be closed, at what speed, and what criteria should be used for making those decisions.

Amendments in the House: Types and Forms

This report briefly discusses the amending process, which is central to the consideration of legislation by the House of Representatives, and the rules, practices, and precedents that underlie this process frequently depend on distinguishing among amendments based on their type and form. Simply put, not all amendments are equal in a procedural sense, and the form or type of amendment frequently determines what further amendments may be offered, and therefore what alternatives the House may choose among.

Military Base Closures: A Historical Review from 1988 to 1995

The United States has experienced difficulty in closing military bases to match the requirements of downsized forces with changed composition. During the decade of the 1980s, major military base closures were seriously hampered by procedural requirements established by Congress, to the point that none occurred. The mismatch between real estate assets and defense requirements grew with the military downsizing that began late in the Reagan Administration and continued under Presidents George H. W. Bush and Clinton.

World Oil Demand and the Effect on Oil Prices (open access)

World Oil Demand and the Effect on Oil Prices

Demand patterns for world oil and oil products show significant diversity by country, region, and product groupings. As a result of this diversity it is not possible to attach blame for the current level of price to any one nation, region, or product segment. The view that the oil market is international in scope and tightly interrelated is enhanced by the demand data. As a result of the integrated nature of the world oil market it is unlikely that any one nation acting on its own can implement policies that isolate its market from broader price behavior. As new major oil importers, notably China, and potentially India, expand their demand, the oil market likely will have to expand production capacity. This promises to increase the world’s dependence on the Persian Gulf members of the Organization of Petroleum Exporting Countries, especially Saudi Arabia, and maintain upward pressure on price.
